I found a way to stop these crooks in their tracks.
Write a certified letter. Don't give them any information about yourself. They are just fishing and trying to extort innocents into paying old bad debt.
The letter I wrote contained no address or first name, just the phone number they were calling. Here it is:

It's the Breast Cancer Society...probably looking for a donation. If you believe them - I have seen a number of other names using this number.
Its a telemarketer. When you dial back the number and get message #1 to remove your number, they don't, just keep calling.
Call back but press star (*)67 on your phone first, this blocks your number and forces them to pick up.
They call themselves PORTFOLIO RECOVERY ASSOCIATES, and give you a line of bull about a debt. Ask for their address, company name location, etc, listen to the operator dance around this.

I just reported Portfolio Recovery to FTC. I have asked them repeatedly to send me documentation of the debt and original debt. They have been harassing me for 3 years. I won't answer the calls. I believe each time you answer they open a new case.

Call your local phone company to see if they have a service called "Call Intercept".. there is a monthly charge to have this service. With "Call Intercept", you can block any number in the United States. I have "Call Intercept" on my home phone thru Verizon and I am able to block 25 numbers. The person calling your number will get a recording saying "THE PERSON YOU ARE CALLING DOES NOT ACCEPT CALLS FROM THIS NUMBER, GOOD BYE." It's GREAT blocking Portfolio Recovery Associates from calling all day from different numbers. I am hoping that Verizon will extend call count from 25 to 50 numbers.
Called but no message. Portfolio Recovery has been calling me for months based on a debt my ex-wife ran up. I have tried to push them to go to court but they refuse. The last time they did so, on a differnt Credit Card, I responded as required by law and they didn't pursue it because they know they will lose. Seems they add a new number every few months. At 7:13 pm another call came in from 866-940-7640 and this site recognizes them as Portfolio recovery. These people calls many times aday, they use many different numbers,they have been told to stop calling. I have checked my credit report and there is no valid reason for bill collectors to be calling me for any reason. Everytime I get a call, I file a report with Who called us, then with the FTC website for investigation to stop this company from harrassing calls. I believe they must have more than 50 numbers they use to harrass people.

I believe there are numbers that different companies rent from someone so that their number so not actually show up on the caller ID. This time it was Healthcare Financial Services (collection agency for hospitals) here in Mississippi. They call several times a day. Most of the time I let my fax machine pickup but I wanted to know which place it was from so I let the voice mail pickup this time. They are persistent buggers.

An update. I did what someone else suggested and went to ftc.gov and filed a complaint. It's very easy. I suggest everyone do the same.
I keep getting calls from this number on my cell. They also use some other 866 numbers & 757 numbers. They have actually left messages. Apparently they are a collection agency looking for someone I've never heard of, and who has never been at my number. I've actually changed my voice mail greeting to inform these idiots of this fact. They continue to call anyway.

Every morning at 9 am I get a call from this group using several different phone numbers. I've never answered. Based on what I've read on various sites this group claims to be a collection agency. I know it has to be a scam because only my family members have my cell phone number and I only use my cell for emergencies. In 24 years I've never been late on any payments and check my credit once a month. Do not ever talk to these scammers. You never know what small piece of information they need to steal your identity. Some claim they buy old debts. The problem is I have no old debts and my cell phone had never been given out for any purchases, bills, transaction, etc. - ever. Any legitimate collection agency first sends out three notices via snail mail before they attempt any other means of contact.
Portfolio Recovery Associates . . . . Called, no msg, as usual. New number - they've used many others in the past. As others noted, they are purely low grade bottom feeding sleaze. Yes, I had some *disputed* debts - but these are now well past the statute of limitations and the original creditors didn't feel strongly enough about the matters to do more than turn the matter over to debt collectors. Satan will win the Stanley Cup before these scum see dime one from me.

June 2,2009 I have been receiving repeated calls from a number ending in 0644. As their recorded message begins before my answering machine kicks in, all that I get is the number 0644 with the message that all information is taken in an effort to collect a debt. A little investigating has led me to this site. I suspect that I might have the correct site. I suspect it may likely be an old debt of my daughter's. From what I have read below, I think that I will run her credit report before we make any attempt to contact them.

A very dull woman name Shawna called to "update some information." We have no outstanding debts (we filed backruptcy, so I know we don't). She asked for my husband, I told her who I was and how could I help her. But she gave me some ridiculous story that she can only speak to Adam. I looked them up Portfolio Recovery Systems. Bill Collectors. This debt must me at least 5 years old or more to not be included in our Bankruptcy. LAME COMPANY...Chasing old debts, it probably cost them more to pay all their employees to "not talk to us" then we owe.

I am retired but I supplement our income at a hospital 3 nights a week.
Bunch of Idiots!!! Calls 3 - 5 times a day. Extremely rude people!!! Told them they have the wrong number and they have the gall to be nasty to me!! I work all night, I am going to start taking the phone off of the hook. Several neighbors said they might file a class action suit against them for harrassment. Apparently they are calling the whole neighborhood!

The reason they can have different numbers and names show up on the caller ID they are using VoIP, which is calling over the internet. They can basically call you for free and just pay a monthly subscription fee. But the good news is you can do the same thing! Services like Skype are available for about $3 a month. The basic service lets you call out but you do not get a phone number with it. The calls are routed from overseas so you will have to let them know who is calling, it wont show up on their caller ID. You can download a free program called "Skype call recorder" from
download.com, which is handy to have when you talk to them. If you want to save time by returning all of their calls at once you can use the conference call feature. Just enter in a bunch of their phone numbers and hold the control button while you select them from the list. Please spread the word on this! Technology can work both ways!
A collection recovery agency specializing (?) in attempts to collect debts that have been usually written off and purchased for cents on the dollar. Even when told that the person(s) they are seeking are not at the number, they continue to call. I have dealt with polite people as well as irritatingly rude people from this same company calling for 2 different people. In talking with the State D.A., the Company uses several umbrella companies and names. You can file a complaint against them with the BBB, "IF YOU HAVE ADVISED THEM TO REMOVE THE NUMBER and PERSON THEY ARE SEEKING IS UNKNOWN AT THAT NUMBER." Checking the BBB you will note the company has a track record for being less than friendly and ignoring requests to remove phone numbers.

Caller from portifolio recocery said I had a debt of five hundred and something dollars that was accruing interest and she needed to collect this debt I asked her how old is this debt she stated 12 years I then informed her that the Statute of Limitations on debt collection in my state was 6 years she said well you got me there I then asked who the debt was from she gave me a company that I don't remember having a credit card with she then told me that they could take me to court I told her I was looking forward to it.
Remember, there is a Statute of Limitations on debt collection, in my state 3 years, after that they can try court but the case will be dismissed, and if you did pay it would add additional years to a bad credit report that you already have.

I had already had this conversation yesterday and told her so. She asked "how else would I get the number?". I said "phone book" because relative lived at this address 15 years ago and is in the phone book under this number but ALSO under correct number. Told her I did not intend to get involved and her response was that I was already involved because the relative used my number. Ironically, I've just started a job where I have to thoroughly know the Fair Debt Collection act. - and no, it's not this kind of job thank goodness.

The phone number 866-940-7640 definitely belongs to Portfolio Recovery Associates, Inc. They are a Delaware Corporation, but their headquarters is located in Norfolk, Virginia. They are one of the largest debt collection agencies in the United States and they are even a publicly traded corporation. Although their slogan is "We're giving debt collection a good name," in reality they are doing the opposite. They recently purchased the ultimate junk debt, meaning debts that are far outside the statute of limitations for collection action, including debts that have been discharged in bankruptcy. Now they are breaking the law trying to collect this debt. Obviously, they are motivated by greed. They probably paid about $5 per $1000 in junk debt (about one-half cent on the dollar) so collecting virtually any amount--no matter how illegal their practices--reaps them a big reward. If you are harassed by these people, there is a simple solution: 1) Get your documentation together, including detailed notes of when they contacted you and how. 2) Research the federal Fair Debt Collection Practices Act AND your state collection laws. I went to Federal Trade Commission's website and filed a complaint about this company. They use one toll free number and then call from another trunk line. You can file complaints with the FTC when the caller keeps calling so many times a day. This is called harassment. Go to the FTC and learn about your rights in regards to these kind of calls, whether they are for you or not.

Where do they get these people?? We just got a landline, and on the same day it was hooked up we got calls from this Portfolio Recovery (4 of them in one day). Do they ever lookup to whom the number is registered to? Calling for someone we never heard of. Then to top it off they are rude to US!! for telling them they have the wrong number that we just got this number.
My husband and I just got married and we have no debt and NEVER had debt except for our home we just bought. We are 23 years old.

These people keep calling the office from (866) 940-7640. Most of the time, there's not anyone there.
Today, however, there was a woman on the other end of the line and asked for my boss. When I asked who she was, she gave a first name. When I asked what the name of the company she was with, she got belligerent. She started asking me who I was.
I repeated my question: "What is the name of your company?"
She replied, "Sir, are you in the habit of violating Federal Law? Because it's against Federal Law for me to tell you that."
"It's against Federal Law for you to tell me the name of your company?", I asked her.
"No - it's not against Federal Law to tell me the name of your company."
"I didn't say that, sir -"
"Yes, you did - I asked you the name of your company and you said it was against Federal Law for you to tell me."
"Well, it is!", she said.
"Then give me the statute number in Federal Law that states that it's against the law for you to tell me the name of your company.", I said.
"You can call your congressman for that.", she replied.
"No, I'm not going to call my congressman - you stated that it's against Federal Law for you to tell me the name of your company, I asked you to give me the statute number, and you didn't because you can't - because it's not against Federal Law for you to tell me the name of your company."
She began yelling at me, so I promptly hung up.
Legally accounts that have been sold off to these head hunters do not need your attention in anyway, since you did not incure the bill with them in the first place. They should be told "I did not create this bill with you, therefore I am not paying you. Legally I am only indebted to the original creditor and I will only pay them. Take my name off of your call list, as I will never answer another call from you". Watch them boil!!!

These idiots keep calling and calling looking for someone who used to have our number. Calls us a liar when we tell them the person they are looking for is not here that we never heard of him. I am going to report these rude jackasses. Have sent several certified letters to tell them to quit calling us with a copy of our bill showing that our number is not who they are calling. If they had brains and used them at this company they would be dangerous!! A pile of poop has more brains than they do.
