Called and identified themselves as Transworld Systems, Inc., a collection agency. Said my water bill is in collection for $40.21 and asked if I would take care of it right away. They suggested a credit card transaction over the phone. I asked for a mailing address. They gave me a P.O. Box in Wilmington, Delaware. I checked my bills and discovered I had a $154.46 credit on the bill (which includes water and sewer). I smell a rat here! My smallest water and sewer bill was $112 almost two years ago.

Given that the initial reports are now two years old, Davis has at best been duking it out with a series of underinformed collectors ever since. I'm sure the poor soul disputed at every step.

Now NCO is not an outfit anyone should much be handling by voice. They are too shifty to trust on anything but a paper trail. The FTC has much more to say about the rights of alleged debtors under its FDCPA.

You may want to call them back- someone could have "accidentally" entered your # in for the billing account when shipping and they billed you for it. I just called and someone had used my number to ship stuff, charging up over $700!! The names and addresses didn't match at ALL, but they went ahead and used my number anyway. UPS are idiots for letting people use any random account number without at least comparing information, but I don't want that crap on my credit report! DISPUTE IT!

The number 1-866-858-6729, that called me the morning, 10/11/08, is from a collection acency calling itself OSI. I've also been called from 1-800-797-5698, another collection agency called NCO. All of the hounding I've been delt is over UPS errors and overcharging me for nonexisitant tracking numbers. Those tracking numbers are J004-603-3121 and J004033158. UPS charged me more than 3 times the estimate it gave me back in early August because of it's own errors. I am not paying for UPS's mistakes or for the accruing late fees that it has also charged me for, and I don't care how many different collection agencies I get calls from! I have emailed UPS's online customer service several times, but that party does not read what you write, it just emails more copies of documents that it somehow handled wrong in the billing process. I wanted to see documents with those wrong tracking numbers on them, and UPS could not give them to me but still tried to charge me for them. I'll not use UPS again until I get an apology from its administration headquarters office, which has yet to respond to my email to several VP's there.

Caller leaves no information only to call regarding business with "O.S.I." at 1-866-858-6729. I'd like to know who is calling and why.
