This group is in total desperation. The whole industry is headed for disaster in a sinking, debt-based economy. 800-355-1085 - aka - 866-925-7109 - aka - 800-294-7691 - aka - 800-427-7142 - aka - 800-473-7994 - aka - 800-772-1413 - aka 757-961-3544 and SO many other numbers is a company called Oxford Law LLC - aka - Portfolio Debt Recovery - aka - Portfolio Recovery Associates LLC - aka - Portfolio Management Inc - aka - Enhanced Recovery Company LLC - aka - Credit Services - aka - PRA Disputes - aka - PRA, LLC - aka - Portfolio RC - aka - 800-Service. They have been calling my business for a few weeks now, and the calls are coming in between 11PM and 7AM! My business isn't even open at those times. They never leave a message, so I have no idea who they are or what they want, but after a little digging I found out the above info about them. My business does not have any debt, so I'm curious as to why they keep calling our main office line repeatedly. Either way, the calls are being reported to the FCC.gov website as Harassment, to the FTC for clearly violating the FDCPA, and finally to the AG's office in VA.

OK..so I get calls from these idiots constantly. They use multiple numbers and eh...I know alllll about them and their illegal BS and I ignore all calls.
Today though..today I got a letter. By the looks of it, a first attempt letter - "we can help" "we know times are tough" etc....with this number as the call back to help me resolve the debt.

So..here's the funny part. Can someone tell me if this is new, since I've never seen it on a collection letter before, and were they finally forced to put this on their letters?

"The law limits how long you can be sued on a debt. Because of the age of your debt, we will not sue you for it and we will not report it to any credit reporting agency."

So basically folks, they are telling you that you don't really owe this but they are attempting to collect it anyway and there's nothing they can do to you if you don't.

Next time one of their bitchy, threatening bilge rats calls you, remind them of their letters.


BTW - I don't even know what the debt is...it isn't mine.

These guys are zombie collectors. Portfolio Recovery. They try to collect debt that is past the statute of limitations or in the case of my brother, someone who is dead. My brother died over a year ago and these idiots called today looking for him. Said he gave me as nearest relative. I know he died with a lot of bills, trying to survive cancer isn't cheap. I told these guys that he was dead. They wanted to know if I got any insurance money and they wanted a copy of the death certificate. I told thme to fu*k off and hung up and if they call again I'll report them under the fair debt collections act.

this man who called from this number was very haughty and arrogant. He kept asking to speak to a certain name. i said who is calling he kept saying are you (blank blank)? over and over and over. I said who is this, he said are you (blank blank)? I said it depends on who is calling who are you? He said oh so you may be? I said it depends. who are you? he said are you (blank blank?) he was getting upset with me? I could hear in his voice and I said listen you are suppose to identify yourselves, it is illegal to harrass people and not say who is calling! he just kept pushing for my name! I said you playing games! I don't have time for you games ! hung up! I get so tired of this people I am called about other folks bills, and about bills that are pass the statue of limtations. I get so tired of this people, calling my phone and being so rude and interrupiting me thorugh out my day. 1/14/2014 ( My name is private, why? who knows they may be reading the complaints) so I just say private..because they do not care about your privacy at all! I hope they can be caught, and fined so much. That it shuts down this organization forever!

Yes, Portfolio Recovery. I called them and had my number removed because apparently my most recent cell number used to belong to someone who is in debt up to their ears. Just call and have it removed and be cordial. Worked for me. Or you can download Mr. Number and hang up on them.

Portfolio recovery. Asked them to send me an invoice from the creditor and a signed contract between me and that creditor and all they send is their own little invoice. They like to talk over you while you are talking. If they are really representing a creditor it should be a simple thing to prove that I ever had an account with that creditor. They are able to do that yet but insist on calling after asking them to put everything in writing no more calls.

The FBI in an story in this week's Wall Street Journal (featured at Yahoo!) tells about the 14 most dangerous spam/scam/phishing phone and e-mail contacts being made out there. If you get an e-mail from a cousin in Italy who needs 6000 euros to pay for a bone marrow transplant, and they need it sent to them right away, that's the kind of stuff that is going on out there. And if you get an e-mail presumably from an American G.I. overseas, be careful!

It's a low-budget collection agency. I paid them for a while, but the wouldn't send a statement, a monthly bill, or confirmation of payment. I requested these things over the phone, and both the agent and their manager violently argued that they do not have to do so. So I stopped paying them.

I got a call on my cell phone today from this number for my husband. The woman said her name was Ms Higgins/Wiggins (her accent affected the h & w sound). My husband is at work so I asked to take a message. She wanted to call him back & I told her he was out of town for work (true because he's a trucker). She then told me that it was a personal business matter & they would just try to call back at a later date.

Ever since I changed my phone number to a local area code (where I live), 1-800-772-1413 and numerous other numbers reported to be Portfolio Recovery Associates have been calling. Mostly from the 800-772-1413 number. I know the person who had my number before me has collection calls, which I have let those people know that this is not that persons number anymore and they did quit calling. But this Portfolio never, ever leaves a message so I don't know who they are trying to reach.
I believe they are using the tactic used by lots of crooked companies. I think they have software that makes it appear that they are calling from a number belonging to someone else.

The Social Security Administration's phone # is 800-772-1213.Those good for nothing bastards at Portfolio Recovery are using this # to trick people on disability or retirement to answer the phone.It worked & my wife answered it.The "person" on the other end mumbled a few things then hung up.I am so sick of these people trying to collect 15 year old debits using harrasment & trickery!!!

Buster, you're wrong on one point. PRA appears on my court calendar as a plaintiff throughout the year. I'm sure the numbers involved in junk debt discourage filing suit on an entire portfolio, but some people are chosen for special punishment. To rebut a second point, communication by USPS is unlikely to give away an address the agency does not already possess or cannot find. I've seen numerous instances of collectors automatically dunning a street address when only a person's PO box was used for billing.

Having personal and poor experience with your former employer, I won't argue with your skill for selective aggravation. Poking at the beehive is not a strategy for everyone, and I personally like my revenge wrapped in thousand dollar bills. The collectors' own calls can be turned against them as pointy weapons, which is half my point in promoting education in relevant state and federal laws.

IOW, just ignore them...and they will move on to other "marks." I spent several years as a collections agent for Household Finance (now, the "respectable" HSBC. The simple fact is that you don't have to say a thing on the phone. Nothing works better than just answering the phone and remaining silent...but, I know how to piss them off, so I use more degenerate methods. The law isn't going to do dick for you...and, writing them letters is a great way to give them your current residence. Just blow them off. Tell them you are "judgment proof." Just do not tell them who you are. Now, I read what Resident47 had to say...and that's all very nice...and decent advice...in a way. I personally would rather piss these scumbags off.

They count on you being afraid. Just do whatever you feel like. Heck, get a freon boat horn and let it off on your telephone mouthpiece. You do NOT have to be nice to these people. They are there for one reason...to get your money. Let them know that it comes at a cost. Insult anything about them that might set them off...gender, orientation, race, religion, nationality, family...get real down and dirty. There isn't a thing they can do about it...other than hang up. I love screwing with these people.

I also speak Japanese and Korean...it is fun to start conversations with them in Japanese and Korean...it takes up their time...time they would rather spend pushing their little RICO operation.

Hey everyone, with the help of my local police department in Tuscon, AZ, I've proceeded to trace the harassing phone calls down to a business in Belmont, Massachusetts. I've discovered information about the owner of the establishment via google and I'm in the process in filing a law suit against this guy. From my research I've discovered, his name is Chris Perron and it appears he's pissed off a lot of other people and business owners (according to negative feedback on his Merchant Circle account as well as other places). You guys can even see it for yourself, just type the guy's name (Chris Perron) and the business (Datboys Data Recovery) into a google search engine, you can see that guy has got some serious problems and definitely needs psychiatric help. So long story shot, if you have also been receiving death threats and harassment from this guy like I have then please contact me via email so I can link you with some references to put this creep to a stop and end the harassment. A little history on Portfolio Recovery Associates:

In recent years they'd submitted many thousands of affidavits signed by one Martha Kunkle, assuring judges PRA had standing to sue and garnish the assets of as many citizens, swearing to present ''a true and correct accounting'' of their account balances. The only tiny nagging problem was Ms. Kunkle had DIED in 1995!

In 2009 PRA gave up fighting a Federal suit filed in Montana over these falsified documents. The ''robo-perjury'' was penned by employees of lender Providian, led by Kunkle's own surviving daughter. Portfolio Recovery, the buyer of the large bundle of Providian accounts they were suing for, tried claiming clean hands. In 2008 testimony in another case revealed that PRA's own legal reps ''sign as many as 200 affidavits a day''.

PRA began posting a huge profit increase last year, becoming a darling among investment journalists, and last summer hired a fresh gang of lawyers for its stable of lawbreakers. By the dozen they have won stealth judgments, meaning assets frozen before the alleged debtor knows what happened, and often against the poor and working class.

Following a damning Wall Street Joural article (''Dead Soul Is a Debt Collector'') about the Kunkle mess on the last day of 2010, PRA slapped up a softsoaping ''resolution center'' website In January 2011 and promptly spammed a bunch of consumer forums to promote it. PRA had just finished merging and rebranding its municipal debt collection subsidiaries and evidently was desperate to play spin doctor in any forum bearing complaints, possibly anticipating a fresh wave of hatred from people being hassled over parking tickets. The not-very-resolving website is of course misleading and faulty in many ways, designed in part to make people forget their rights. Another reason to stay on a paper trail.

Do not roll over for PRA or any collector, but don't ignore one either. The FDCPA grants each of us the private right of action, but it's powerless if we don't use it. Learn your rights at FTC-dot-gov.

Here are a few debunkings:

- War dialing and call blocking is hardly an answer. PRA has invested in a huge volume of phone numbers to call from, and could resort to spoofing besides. This gets you into an arms race you will lose.

- Blasting whistles or air horns, prank return calls, and other obnoxious behavior are not valid countermeasures. They may in fact draw special attention to your case and accelerate the path to a lawsuit. *They* must be seen as desperate, *you* must be calm.

- PRA is not worried about its phone bill when it can clear thousands an hour on moldy junk debt. Find your civil court calendar and you'll see they have no problem paying legal fees to collect, either.

- The seven year FCRA time limit for reporting of accounts to the credit bureaus has NO bearing on the ability to collect debt. Each state has its own Statute of Limitations for different debt categories, the true legal ''shot clock''. The favorite game of all junk debt chasers is trying to get you to admit liability and/or send a payment to reset SoL. This is partly why early dispute of all debt claims of whatever age is critical.

- Collectors are frequently shy around phone message recorders to avoid lawsuits over privacy violations. It's not that they consider their calls unimportant, they prefer live calls, during which you'll likely perform the Identity Dance. They won't (or shouldn't) say much until the correct person answers.

- The DNC registry is for telemarketers, meaning sales, meaning all debt collectors are exempt. This fact was not kept secret from you when you registered your numbers. Attorneys general and the FTC are valid complaint venues which help the publc good but are not likely to grant personal justice. Understand that you must confront collection agencies directly if you dislike their treatment of your privacy and consumer rights.


Now for some friendly advice:

You don't have to sit still for lies and abuse from PRA or any other collection agency. There are state and federal laws to help you. You first want to get friendly with the federal FDCPA. It grants you control of how you are contacted, the right to dispute debt claims, and the means to sue at low cost.

Any of you who might be held liable for some debt should dispute the claim and request validation. Do so on paper, sent USPS Certified with return card to best preserve your rights. This automatically enacts a temporary gag order. You can't legally be bothered until your request is satisfied. In the same letter you can revoke some or all phone call permission, an order which survives until you say otherwise.

A likely reaction from a junk debt buyer like PRA, since the alleged debtor is making the agency do actual work for a jackpot, is to quietly sell the account. It may over time return like a bad penny from multiple agencies, but sending a prompt dispute each time can prevent a world of headaches. A collector may still decide to sue if the alleged debtor is thought to have adequate assets and/or a weak case. But junk debt suits are known to be the simplest to beat since the chain of title tends to dissolve as the accounts are traded. In fact, they are usually sold with a miserably paltry amount of data; they have more bluster than facts.

Irritated: The FCC can't do much for you. If you want complaint desks, the FTC and attorneys general are among the best choices. This will help ding PRA's reputation but is not likely to solve your own problem. You're even less likely to verbally convince PRA that it has the wrong party.

Since you're not the target of the skip trace, send PRA a cease-comm notice via USPS Certified with return card. The FTC and many consumer watchdogs explain how to draft one. Also mention that a mobile phone is being jingled. This sets the legal trap in two ways if PRA is dumb enough to try calling again.

I'm filing a complaint with the FCC on this company if it is indeed Portfolio Recovery. They keep calling my cell phone looking for somebody with the same name as my wife. The only problem is that the social security number does not match my wife and I have asked them to stop calling my number.

011-800-772-1413 (Foreign Coded technology to bypass your Caller ID Block) Okay. Here's some info. on Portfolio Recovery. They are persistent and have oodles of phone numbers. Some numbers have US area codes. Some calls actually ID them as Portfolio Recovery. A lot of calls do not have any ID except the area code and a phone number. This 800-772-1413 has been getting through call-blocking efforts. AT&T explained that the actual number being used by these scum is 011-800-772-1413. The 011 is out of the US and is a roundabout way of coming through as a US caller. BECAUSE PORTFOLIO USES 13 NUMBERS INSTEAD OF 10 NUMBERS IT CANNOT BE BLOCKED BY AT&T. I don't know if any phone provider can successfully block it or any other numbers they use with a foreign prefixing code. AT&T had to look it up for me because only the 800-772-1413 showed in my Caller ID window. The only defense is to let it ring and not call-back. Truthfully, every phone number not known personally should be Googled before answering and never returned to the caller. Portfolio does not care if you are the one they're looking for. They'll keep calling. God help you if you are a relative or have the same surname! Remember, they have lots of people in lots of areas with lots of phone numbers at their disposal. If you have satisfied the debt, it still makes no difference. They will get you to give information and go after the excused portion. Any information or acknowledgment from you is noted and they step-up their efforts. (Save every piece of paper you have on satisfied debts. It will give you some peace, because they WILL KEEP CALLING.) If everyone wises up and refuses to answer any unknown caller, perhaps some of the collectors, scammers and sales boiler-rooms will cease to exist. They called my house today looking for my ex-husband that I have not seen since 1989. I have no clue where he is. He has never lived at this address or number. I am remarried so my last name is not even the same as his. I called the number back and told them that I don't have no clue where he is and have not even been with him for 21 yrs. They also told me my number was showing my current mother-in-laws husbands name. I don't even know how they linked him to me considering my husband is not even his son. I told them I don't know who he is either and to stop calling my phone.

Call your local phone company to see if they have a service called "Call Intercept".. there is a monthly charge to have this service. With "Call Intercept", you can block any number in the United States. I have "Call Intercept" on my home phone thru Verizon and I am able to block 25 numbers. The person calling your number will get a recording saying "THE PERSON YOU ARE CALLING DOES NOT ACCEPT CALLS FROM THIS NUMBER, GOOD BYE." It's GREAT blocking Portfolio Recovery Associates from calling all day from different numbers. I am hoping that Verizon will extend call count from 25 to 50 numbers.

Apparently, these people call anyone listed in the phone book with the first initial that matches the person they are calling. Called this morning very early before the allowed time for calls. Wanted someone I do not know. I think they pass around your numbers to other debt collectors because I get several calls from different debt collectors looking for the same people. For two years, I have gotten calls from various debt collectors, including Sprint, looking for someone I have never heard of and their first and last name are not in any way similar. I have explained this to them, but they keep calling. These debt collectors are growing like weeds and will try to scam anyone out of money, even those who do not owe and have never owed.

Having problems with irritating callers on your cellphone? Try checking out your phone's Settings.

There may be a Setting for Restricting Calls. If so, you may be able to set your Outcoming to All, so that you can call whoever, and restrict your Incoming to Contacts only, so that you're only receiving calls from people who you want to speak to. Just a thought.

Oh, and by the way, if you do restrict Incoming to Contacts only, you won't know when non-Contacts are calling. They'll think that they're irritating the hell out of you, even though they're really not, and, if you want to, you can always still pick up messages from them when you check your voicemail.

These people are calling me because of my son's old girlfriend from over 8 years ago!!!! She has used my address and phone number and now I am getting the harrassing phone calls...I keep telling them this and they keep calling....I have reported it to the National Do Not Call Registry, but, they continue to call...I have explained this to them upteen times and last night they told me to just stop with the lies and own up to my debt...I called the phone company and filed an harrassment complaint with them...I am sure I will continue to receive these calls since nothing has worked...I know I could change my phone number, but, why should I have to pay to do this when I am the one that is the victim and would have to change my number with everyone....they are scum suckers.....as I am writing this, yep, they just called again....maybe changing my number isn't such a bad idea....

I have had numerous calls from these scammers...yep, they buy old/un-collectable debts........months go by, then all of a sudden they start up again because of their "portofolio" cycle. They use many different numbers and that is how they can call you several times a day. IT IS AGAINST THE COLLECTION LAWS TO CALL OVER AND OVER AND OVER. They can get away with it by using different phone numbers. I actually dealt with them(a real person) and asked for them to send me something in the mail that proves I owe this debt. I never received anything. The only reason they keep calling is to find some sucker who will pay. Often, the box(old debts) they get actually have paid-off debts in files. They know this but continue hoping to find a DUMMY!!! We need to report them to the ATTORNEY GENERAL OF THE STATE WHERE THEY ARE LOCATED ..................THEY CAN BE SHUT DOWN!!!!! THEY CAN LOSE THEIR LICENSE TO COLLECT.............this is the only way to stop the calls.
Everyone is having the same problems from all over the United States. yeah, i had one of those from 620 area code, on my cell phone too. my momma told me to not talk to strangers, tell these people the same thing. start with "I know you are trying to make a living, but I am not allowed to talk to strangers" "do not call me again". or start off and ask if you have won the free alarm clock, that really gets them confused, if not, say "goodbye"

They were looking for someone I do not know. Internet search on Portfolio Debt Collectors shows this company is a ruthless debt collector that goes after OLD debts. They will do anything to collect, include false reporting to credit bureaus, threats and 1099C with IRS. Get legal representation if these people come after you.

I got a call and they ask for Chris. I told these people that they have the wrong number and we just got this number two days ago. The guy was very harsh and ask if I had a number for this guy. PRA you need to listen to the consumer and if they say that they do not live here ever you need to be educated enough "Common Sense" to delete the number you are calling. I am tired answering your calls repeating ourselves to you. I have reported your Agency to the State of Texas attorney general for harassment and be aware there is a law here in Texas. You can not harass the people here. Get a life and go back to school to become more educated. Maybe you could be the one with a descent paycheck and not have a guilty conscious going to bed each night that maybe you can harm people mentally and physically that cause them to commit suicide. I then told him that since he called me, I wanted to know who he was and what he wanted... He then stated "I don't have time for this"... I said "OK, thanks for calling" and hung up....

It's been four years since I divorced him, he doesn't even live in this town any longer...yet I'm the one getting the harassing calls while he's sitting pretty in a totally different town. Would give them his current phone number if I could! They keep calling me though and I'll be contacting the attorney general of my state about the harassment.

Most phone lines these days have "Call Block Service". Dial *60 then follow directions. The calls may not stop for a while but your phone will not ring when they call and you can still use your phone without these calls coming through. They get a message saying that their call is blocked.

This is a scummy bottom feeder collection agency that tries to intimidate folks into paying old debts that are WAY past the statute of limitations! KNOW YOUR RIGHTS & fair debt collection law! Do NOT send collectors ANY money if the last payment made is outside your state's statute of limitations! In Texas it's 4 years & scummy collectors still call 7 or more years later trying to intimidate us into making a payment. If you do send ANY $, it starts the stutue all over again, since it is based on the last payment activity. I've learned a LOT from budhibbs.com!

They tried to take me to court and they never did persue it further because I hired an attorney and they knew the debt was out of the SOL.. I guess they figure they will just aggervate the crap out of me now.. Thye really shouldn't hold their breath!

Believe me no insult intended on the animals, they do behave better. However, there is no good excuse for that kind of disrespect by a debt collector. He talked over me and had no intention of working with me. All he wanted to do was take care of the debt immediately so that his numbers looked better. No wonder people do not answer their phones. I answered because I intend to resolve these things as fast as I can. Some companies have been terrific to work with. This company has a history of complaints and I am planning to notify their States Atty. General ASAP! Don't take my animal comment literally. It wasn't meant to be insulting, just making a point.

Got a call on my cell phone at 2 p.m. today. The piece of crap on the other end was looking to collect a debt. He gave me the typical info. that it was Portfolio Receovery trying to collect a debt. I told him that I know my rights and asked that he provide proof of the original debt and then I will contact them. He stated that they don't send copies, that it costs the company money and that I need to pay. He then got totally rude and told me to "pay my bills!" NICE! This is why people do not talk to these pieces of crap. I get better treatment from the 16 year olds at McDonald's! Obviously he was raised and/or trained by animals. What this low-life doesn't realize is that my husband was killed in an automobile accident and my 12 year old son was severely injured. I can't work full-time and food needs put on the table first and foremost. If he would have taken a moment to listen I could have told him that I am working to pay off debts. It takes time but I am trying to be cooperative but again, I know my rights! Send me the info. and then I will take it from there. I was given no opportunity to explain the situation. If you are going to have these people call train them appropriately. Obviously this company will hire anything that has a pulse! PATHETIC!

I believe that 800-772-1413 is the same as, ATTY T. Landis 215-642-3400 also 800-853-4000..

I was informed by local authorities to answer the phone then hang up, then dial *57 to initiate a call trace. It is the law that once you tell someone to stop calling they must, I requested several times and they keep calling, as well as I asked for an address to send them a certified letter, they refused and hung up on me.

You can continue to call their 800 number as with each call you make to them, costs them money for the toll number.
