"It is RPM - Receivables Performance Management, a debt collector based in Lynwood Washington. They are a nasty bunch, bottom feeder debt collector. The call shows up in the caller ID as if it is a call from Temperancevi, Virginia ... but that is for deceptive purposes only. Like several other debt collectors they are using a VOIP telephone system in which they can obtain different telephone numbers from different areas of the country to make their telephone calls appear as if it is a different party/person.
Don't be afraid to answer the phone, talk to them and let them know that the telephone call is going to be recorded to maintain compliance with the Fair Debt Collection Practices Act (FDCPA) and also for TCPA (Telephone Consumer's Protection Act).
Document everything that they say - especially any kind of threats about sending you to jail, taking legal action against you, or contacting your employer, family members and/or friends.
When the telephone conversation is finishing, tell them to not contact you per telephone call again. If you owe money on a debt, tell them to send you the information per letter. If they do not send you the information per letter after five working days after the initial contact (telephone call), they no longer have the right to try to collect the alleged debt.

Kinda strange that as the call was coming in, the phone number on my caller ID read 797-027-1528, but after it went to voicemail and hung up the number read 757-990-8972. Looks like they are trying to pull a fast one. I always research a phone # before I answer it since there are alot of crooks and scammers out there.

They've been calling my cell phone twice daily for a couple of weeks. I answered the last two calls in another language--no reply from the caller. I think I'll get an account with GoogleVoice--block these calls.

Reps from RPM have contacted me as well as, friends and family members, to collect a debt owed by myself. I did not give them numbers to my friends or family and the man on the line told my friend he did a "skip trace"..not sure what that is. They call me repeatedly 6-7 x's daily, they yell, threaten and are very unprofessional and rude. They have never dsiclosed what company or who they are until they called my friend today and she asked. They have also disclosed to her info. on my debt owed., which is illegal. These people and this company are fakes and frauds and I will not pay them a dime!

I have gotten a few calls from this number, but it actually showed up on my cell phone id as 703-c291c9039 i had no frickin idea about the letters, tried to google it WITH the letters and nothing came up, then googled it without and directed me to this site. Weirdly i wasn't around the times they called and the voicemail was nothing just a hang-up.
I recently changed my cell number and they had JUST called me AGAIN. i dont know how they would've found out my new number?!
I called the number and some lady answered and said 'Is this Cassandra' , didnt even ask what my number was or account info or whatever the usual bill collectors get before pulling up your info. I AM NOT cassandra, and told her multiple times, and also that I DO NOT KNOW anyone named Cassandra. She said something like she'd remove the number. Weird and shady I think.

They have called twice. The first time i waited on the phone and they kept saying someone will be with you in just a moment. I got fed up and hung up. They called again this morning and i answered , and i waited. This time they hung up on me when someone came on the line. I kept saying hello, but no answer. Then all of a sudden i got a dial tone again. Don't know who it is, but if i find out i will let all of you know for sure. Now that I know this is a prank call i will go along with it to find out more information from them.

I constantly get calls from this number 703-291-9039. The caller ID shows "RECEIVABLESPERF". Does anyone know who this is?? I've never heard of this number nor the name. These folks are the trash of the Western world. They are trying to collect from me on a parking ticket from 2003 that doesn't exist in the DMV database on a truck I haven't owned since 2004. I have been told that I need the DMV to write a letter saying I don't owe the debt but unfortunately a DMV field office doesn't do doctor's notes.

These jokers have been calling me for four years. It just started again 3 weeks ago after an 18 month reprieve.

They have several complaints filed against them for fraudulent claims.

So they call day and night, will not tell me who they are, not that I need to know because I have caller ID. Called them back today and asked them to PLEASE take me out of their data base, he cut me off and said oh this is Joe Scotts residence, I said NO ITS NOT...long story short if you read about debt collection on the Do not call registry on the FTC link, section 804 and 805 basically tell you that if you ask them who they are and they do not identify who they are, they are violating the FTC rules in regards to the FAIR DEBT COLLECTION ACT...I think we should all get together and file a class action lawsuit for harrassment. These kids that make the laws have to be unaware that they are breaking the law? Arrrghhh I am so pissed right now, I wish I didnt have a phone in times like these.

They called my boyfriends phone at an ungodly early hour so i picked up. I said hello a few times and got no answer finally a rude woman said hello and asked for my boyfriend, when i told her he was sleeping she insisted that i wake him up right away..when i said no she asked why many times in the rudest way possible. I have read that this is a scam trying to pin false debts onto you, and i know for a fact he has no outstanding debts. WATCH OUT FOR THE RUDE BITCH!

Calling starts around 7a.m. They call and hang up several times in a row, never leaving a voicemail. I see from other comments that they are a cell phone company collection agency. I have only ever had one carrier and still use them, so no way I owe any outstanding phone bill. They call at all hours on every day of the week which is illegal. You would think that if they really wanted money they would leave messages and tell you why you owe money.

They are located at 1930 220th Street SE Suite 101, Bothell WA 98021-8410 and are also using a PO Box 768 with the same City, State & Zip address, too. The Founder is Howard L. George and he runs a website: //ReceivablesPerformance.com for gathering Clients to keep them in business. They do use a Demon Dialer of some sort to "Hunt Down" targets who may answer their phone which is why you rarely get a live person on the calling end when you answer.

To combat these types, there are a few tactics. First, when you answer your phone, be sure you are NOT doing something important (especially driving) and wait for the live person to get on the line as this may take a while. Say hello politely several times so the Caller will FEEL comfortable they are talking to someone who is "Civil" enough to deal with. When they do respond as a live person, your FIRST QUESTION will always be: WHO ARE YOU TRYING TO CALL, PLEASE? without yelling at them. DO NOT TELL THEM WHO YOU ARE, they called you looking for someone so find out who they are looking for, first. 9 times out of ten, they will have the wrong number but you MUST inform them that you have had your phone number for so many months or that it is a relatively NEW number for you so that these people will FEEL you are telling them the truth and not someone trying to hide from debt collection practices. If you are NOT the person they are looking for, DO NOT lead them to believe that you may know that person, either. It is NOT your responsibility to be contacting someone else for them. If they continue calling you, inform them that if they continue to keep calling you (especially on your cellphone), you will treat this as harrassment and will report them to the phone company (forget about the police for now). The phone company has a legal department who handles this problem.

The Second Step: If you ARE the person they are trying to contact, YOU MUST ASK them politely to tell you what address they have on file for you. Do not give them any new information about you no matter how they TRY to coherse into doing so. If the address IS correct AND it is a CURRENT address that they can reach you at; YOU MUST tell them to send EVERYTHING IN WRITING to you at that address on record. Ask them to sign their letter to you. Never, NEVER, handle transactions over the phone such as giving them additional information, especially where you bank at or give them credit card numbers, or where you work, etc.

When they call again, wait for the live person (again) to inform them you are waiting for their wirtten demands in the mail BEFORE you can respond any further BECAUSE YOU ARE REQUIRED TO VERIFY THEIR CLAIM FIRST before proceeding any further. You are still letting them know that you are a reasonable & civil person to deal with, so politely excuse yourself until you have THEIR documentation in your hands. If RPM rebuts with excuses to continue before you have a reasonable amount of time to validate their claim, you may politely let them know that you know HOW to reach MR. GEORGE and his company and to please be careful with what (the Caller) says for you may have to use that against (the Caller) at at later time. This type of caution usually stops them from proceeding unless they are trying to upset you. It's an attempt to get you to lose control which you already have over them. You can also inform them that this call may be TRANSCRIBED (not recorded) in case you need it for a later date. You want them to hang up on YOU, not the other way around. This is how You maintain control over them.

Third: When you actually have their written demand for payment, hopefully you will have their name and best of all, their signature as well; now is the time to do your research on verifying IF the debt is genuine. There are all sorts of information on the web for fighting for your rights. Use them. Check to see if the Statute Of Limitations had expired. Check websites for help on writing proper letters such as legal Demands to Validate Debt. Most importantly, always write (never communicate over the phone) with the intent to use the U.S. Mails with the Certified Delivery WITH a "Return Receipt" mailed back to you at YOUR address. It is much better to use their (RPM's) PO Box address because it is difficult for the RPM Rep to skip signing the delivery receipt when it is at the Post Office for pick up.

When you use the Mails, you maintain your protection and have evidence to use against them when it comes time to prosecute them for violating the laws. And they will be breaking many laws. Do your own research for yourself, do not shrug it off because knowledge is power! It will build your confidence when someone else tried to use bully tactics on you again. Read, read, read, write, write, write. Use the laws, it will stop them EVEN IF YOU DID HAVE A DEBT. The most satisfying part of all this is when you win your case and the actual valid debt amount is awarded on your behalf.

Now, go out there as an American Citizen and know the Law.

We get calls from these people as well. They will call for a couple of days, never let the phone ring more than two or three times; it's gone to voicemail once but no message was left. Then we will hear nothing from them for several days and then the cycle starts all over again. I see someone says they are a collections company for verizon. Yes, I have verizon however my bill is paid up each month, and is paid automatically through verizons system so I KNOW it gets paid! Besides, in the past, when I was overdue with verizon they would call me directly, or send me a text on my cell phone, not through some debt collection service. I don't owe anyone else any money either. I will not answer the phone so they can call till dooms day if they like but it won't get them anywhere.

I am so tired of these phone calls. They call me 2-3 times per day. I answer they hang up. I dont answer they never leave a message. I dont know how they got this number. No one but my family knows this cell phone number. I cut my land line off 3 mos ago. I have no idea who they are or what they want but all my bills are paid and paid off so I dont have any bad ones out there that havent been cleared up. Today they called and then 3 min later called again about 8pm....sometimes they call at 7am and i am in bed. i am disabled and sometimes hard to get to a phone when it rings. Oh well, guess i have to call them. I do know that this number belonged to someone esle and I had to call a credit company back and tell them she did not own this number any longer. I dont think it is same one but that could be why they are calling. will have to check on that. good luck

I have been getting this call continuously for over a month now from various numbers. When the call comes in I don't recognize the number so I never answered and no voice mail was ever left. The last call I received from them they left a voice mail to which they stated that I owe an undisclosed sum of money. I know for a fact that I owe nobody except for the mortgage on my house. They call at all hours but I ignore them every time. Disregard all calls from this outfit, they are obviously illigitmate.

I receive calls from "Receivablesperf" on almost a daily basis. They use a bunch of different phone numbers. They never leave a message. The only time I actually answered, there was a long pause, then "click," then caller said hello?, Hello?, HELLO?!?, and I simply hung up. No harm, no foul. When they call, just don't answer. No big deal.

Same thing : 2 rings and no one is there. Usually only 1 call per day that could be as early as 7:30 AM or as late as 10:00 PM. Also have had calls from the same Recievablesperf but from a different phone number. From other comments here it seems as though this company should be charged with felony extortion , harassment, invasion of privacy, causing bodily harm through mental anguish and whatever else could be thrown in !!!

I get calls all hours of the day and EVERY day. My daughter answered the phone and they asked to speak with gregory. My daughter stated to them that there was no one with that name, though they have continued to call for 2 days now, so i answered again today, it was a female asking for gregory, i told her again she had the wrong number. The person they are looking for has never had my number, I have had it for 6-7 yrs now. and the only gregory i know is from about a year ago i bought a home and it was an estate and just so happened the guys son gregory lived in the house until we moved in.

If you are having problems with these guys you need to go to the Federal Trade Commission's website (ftc.gov) and file a complaint there. It soundes like they are in violation of the Fair Debt Collections Practices Act which can be found at: http://www.ftc.gov/os/statutes/fdcpajump.shtm. If you talk to these people again make sure you get their name, name of their company and date and time of call. Then tell them that you are going to file a complaint with the FTC if they don't back off.

These guys are relentless, they have called my phone 17 times in the last 2 months looking for a person I have never heard of. Was getting similar calls from NCO couple months ago but after Albany NY newspaper article reported state investigation (company had a local office) tho calls showed Horsham PA as origin.

This number shows up five to six times daily on my caller ID. As early as 0600 and as late at 2330. These people never sleep nor do they want you to. No message is ever left. My unlisted number is on the Do Not Call list which makes no difference to them. I'll just let them continue to spend their money.

This (receivablesperf) is an illegal operation! Do not respond to these people. They are attempting to collect on closed out debt from utility & phone companies. Check CNN; this is known as 'ZOMBIE DEBT', where they try to bully you into paying old uncollectable debt - this is found money for them. Do not believe them when they say this will be resubmitted to the credit reporting agencies; it cannot & will not.

Here is the company's name, address and a toll free customer service phone number. Unfortunately I have had financial troubles and was late on a utility bill and received a letter from this company regarding the late bill. I don't know how they expected to get in contact with me since whenever they called my phone only rang once and a message was never left. The only reason I knew who they were was because of the letter that was sent to me.
Hope this info can help all of you that are being unfairly harassed by this company.

This kind of stuff goes on and on. Next month it will be a new number and new person. I let all my calls that are not family, friends or business I know go to my answering machine. I also have all my ringers off upstairs where the call is barely heard. It's kinda simple, just don't pick up the phone. It will end soon, but as I say another will follow.

Have had similar experience although this was 1st contact from them -- all they wanted was my personal information, which I refuse to give over the phone. When questioned, they would not reveal why they were calling other than was for "Verizon." I have never had Verizon and live in FL currently with all bills current. Only reason answered the phone was because was 703 area code which I used to live in over 10 years ago. My only suspicion is that it's related to my former fiance's cell phone that was with Verizon and I paid one time for him. When the agent became abusive, I hung up, but suspect will get further calls from them. As someone who works in a supervisory capacity in a call center, will have not hesitation in future in yanking their chain if they continue.........I can rattle an agent's confidence in a heartbeat and will have no hesitation in doing so.

If I don't answer the phone they leave a message with the following phone number for me to call saying it's urgent I contact them. I called it once and it's the same company. Very annoying and something has to be done to stop it.

Collection agency for verizon for long distance usage, Don't understand why they were goiven this as I still use verizon and have same tel . number.I always pay the bill,not my fault they did not put this supposed amount due on any bill I believe Verizon screwed up some how.Verizon is shameless. If you are going to pay this company make sure it is a bill you both agree upon and have it in writing and make copies,also pay it with a money order.DO NOT GIVE THEM ANY OF YOUR BANKING INFO OR OTHER PERSONAL INFO!!!Make copies of your payment to them.These scumbags will screw you over in a heartbeat. I have been reciecung these calls as early as 6 in-the-I-can't-believe-anyone-is-calling-this-early AM. I am not nice in the morning( if is isn't an emergency) and was told that I needed an attitude adjustment and that I was rude to tell the guy off for calling so early. At the moment I am getting two to three calls a day and I usually don't make it to the phone before they hang up. What do they expect when a mom has sick children and they want mom to hold them. FYI if it isn't an emergency DO NOT CALL BEFORE 8 AM.

I then asked what organization she was with, to which she replied, in an arrogant, condescending tone, "No, we're going to get my questions answered first." Same thing. I was constantley getting calls from this number. No person there, just ring, pick up and then silence. Held the line several times to see if anyone came and nothing but dial tone. Did an internet research to find this. Searched more and got theiur main number. Called them to see what they wanted and to tell them stop calling my cell phone 24/7 and my home phone at 10:00 at night. Find out they are a collection agency. they tell me they are trying to collect a debt for one of my suppliers. i am a contrcator. Call my supplier, no problem, bill is paid before we get it soi how do we have a debt. It was a simple mistake on the accounting side of the firm that supplies my supplies.

I called back to the place to explain to them. The man David, tried to tell me he was recording and he was collecting a debt. He wanted addrees, phone and such. I told him this was a simple mistake that he needed to contact my supplier to straighten it all out. He came back with attitude and I told him he did not need the attitude and that I would come down to his office with my lawyer and the attorney general if he didn't act proffesional;. The man told me to come down and see him, he would be glad to show me the way. Threatened by a collection agency. Funny thing is I am a member of the BBB, and already have contacted the attorney generals office on this, My lawyer will be typing a letter also. I spoke to the head of the department, unfortunatly, this is one of the calls that they never recorded (B.S) so she could not prove he said that.

All you have to do is ask them in writing to remove you from their calling list. you must provided them with a physical address to send the info they need you to get to collect a debt. Once you get the letter of debt, pay it or fight it or starighten it out. From what i see here, and what i heard from them today, no person should need to talk with them direct, very unproffessional on their part. My supplier will no longer be using their services either.

Calls from 703-291-9039. I am on DNC lists. Never had Verizon Telephone Company service in last 25 years. They say I owe Verizon $82.00 from 5 years ago. These people are ill speaking, not nice at all people and tell me they will not stop calling until I pay.

I will now notify my telephone company and authorities that this is harrassment. The calls are NASTY! I have written to them and they ignore it. I believe they work for VERIZON. VERIZON should be ashamed.

Been receiving these calls from 703-291-9039 "Unknown Name" I picked up got a hang up. Getting tired of this. If I find out it's verizon, they will get sued as well as losing a customer. That's all of Verizon.

I reported this number to the Federal Communication Commission (FCC).

They reported back to me that the FCC will look into this situation.

they called and dialer hung up. When I called back they said I was peter. Told them I was not peter. They told me yes I was. They hung up. I called again and gt a really rude woman who proceeded to tell me I had to know peter and i was lying. When I asked for the company name and address and her supervisor she hung up. This is a scam organization called RPM. I am sure it is a bunch of criminals calling.

I receive a call from this number two to three times a day all week long, around 7:30am 11:00am and evenings around 5:00/6:00pm
once told I owed money on my Verizon bill which was impossible when I would reiterate the impossibility the caller then became hostile.

The phone rings twice. RECEIVABLESPERF 7032919039 is the information made available on caller ID. No message is left on the answering machine. This phone call has occurred over 10 times in the past month. I called this number twice. Received no answer once. Received a pickup with no voice on the line the other time. These are annoyance phone calls.

its aparently a collections agency. they called with an unknown name, i missed the call, they left no voicemail so i called back. They answered with "thank you for calling RPM how can i help you?" i asked them who they were and why they called and they said they were looking for a "mary"...no mary here lol.

The number calls and only lets it ring twice, to get people to call it back I am sure. 571-261-0021 After reading all of your comments, I won't call them back. It's probably some scam to tap into our phone lines and make calls and get them charged to our bills and we end up paying for it. All that shows on the caller ID with the number is receivablesperf

usually they hang up --this time I was told I owed money to some Southern Electric Co.---when I said that was not possible and I was reporting this call to fcc --then caller said he was calling because New York State had money owing to me------told him then to give it to N.Y State I didn't want any more calls ---they also use other phone # mustly in 703 area coes --703-291-9039--had about 16 calls lately--

It yes does come up as receivables perf I got tired of them not leaving a message so picked the phone up 703-291-9039 is Verizon. Supposedly they said I owed for a phone number I had over 3 years ago and I know for sure I left them with a zero bill. So yes this number is Verizon

Called back this number off of my caller-ID. When someone picked up, they called me by my first name (assuming they have caller id, too). I asked who the call was from and she said she was Vivian. I asked "Vivian who? I don't know a Vivian." In a VERY snotty, condescending tone she replied that "This isn't a personal call. I have a very important business matter..." that's when I cut in, "Thank you." and hung up. Either a collection agency (and I'm fairly certain I don't have any outstanding accounts in my name, or telemarketer. Either way, this kind of call on a SUNDAY at 5:45pm (on Father's Day, no less) is inappropriate.
