This is the "Rachel" lower-your-credit-card-interest-rate scam.

I would agree. Le C. Hook Investigations went on to spam this site another 17 times within six minutes. The same promo spam was slapped the same day on 800Notes and WhoCallsMe, often multiple times in the same thread.
He tested the waters three days prior with a circus poster sized spam claiming to know the identity of one of those ''police fund'' scammers and offering in pompous language to mail a cease-comm notice on your behalf for ten bucks. Wow, that's their big service to mystery call recipients? Something we can do ourselves for under $06 in USPS fees and no waiting for a middleman with no special powers?
These caller sites frequently attract people who are willing to ''investigate'' and share intel right on the page. One commentor from a week ago on 800Notes sounds sure the ''police'' caller is the nefarious Corporations For Character. Credit reprice scammers like those described in this thread are much harder to find and can change numbers and locations quickly. Somehow I doubt Le C. Hook has already pinned those crooks down before spamming here.
Also, as usual with these firms which spam for business regarding junky calls, there has been no regard for the type of caller. Many are scammers for credit repricing, security sales, pharmacies, and the like, which will take much more than ten dollars to corral. Others are the various exemptions from the DNC registry, which have their own differing procedures and regulations, and can all be silenced with a simple ''shut up'' letter.
But hey, if you want a spammer with a somewhat desperate web site (HookInvestigations.com) handling your pre-legal affairs and collecting your personal data to supposedly stop others from ruining your privacy, that will be your problem.

@ MER Once you placed your unlisted and unplublished phone number on the DNC list you just made it available to every legal business and illegal scammer out there. These jackass scammers couldn't care less about the DNC, plus they're calling from a spoofed number. the Government won't do anything about it because it's to hard for those lazey P.O.S. to find out who they really are. Get a call blocking device because it is the only to stop them from calling.
SPAM CALLER! This is your 2nd and final notice about lowering your credit card interest rate. I have no credit cards, so I do not need to lower my rate!
Some credit company (I say this loosely) -- as I don't have any credit cards, have no home phone number (they are blast-dialing a fax machine that is unlisted & unpublished AND on the do-not-call list.) This number has called over 10 times in the past 9 days -- unreal!!
Credit Card Services to lower your credit card rates. I'm sick and tired in receiving these calls. I have reported them to the FCC, the Do Not Call center and my Attorney General's office. No one does or wants to do anything about stopping these annoying calls
I am so tired of these criminals. I think we should all call our local televison stations and see if we could get an investigation going on these criminals and why the phone companies are allowing it to happen. I have contacted my state rep. Kenny Marchant's office.
This is Rachel with card services -- that's what they say. I'm on the Do Not Call list, yet they keep calling even after I have told them not to call. They won't take no for an answer. I have even told them not to call only to have them hang up and call right back. They call day and night trying to get me to sign up for their credit card services.
Picked up and followed prompts to speak to live "person".
As soon as I heard someone speak I gave them a blast of an airhorn and then hung up. My number is on "national do-not call" list, I've told these idiots to stop calling me tp no avail. Now I just make sure I get a real live person then give them an earful, literally.
