I want this to stop! They started contacting me in July 2008 and have continued since then. The final straw was when they called me at work on April 15, 2009!

Received my third call today from "Consumer Services", offering lower credit card interest rates. Once again, the caller was elusive about the name of her company. When I claimed time pressure and asked for a call-back number, she said "800..." and then the call was dropped.
I've also gotten a number of calls over the past year or so offering automobile warranty extensions, with similar elusive answers from the caller. I hadn't conected the two until reading some of the comments here.
This smells for all the world like fraud. I hope someone can stop these jerks.

No message left but Caller ID shows up as "Costa Rica Call." What's the point of the Do Not Call Registry if these kinds of calls keep getting through?
This creepy outfit calls my cell phone number constantly...always a different number, though. I am sure it's that scam outfit from Florida, the Heather outfit. I don't answer...and never will. From what I've read, the person on the other end of the call is surly and rude, as well as a crook! I've tried DoNotCall complaints but nothing appears to be done about these unsolicited calls. Sure they're illegal but they are slippery jerks...
Woman said that her name was "Ila." She said that her company was in Orlando, Fl and that her company was a "card retention company" retained by VISA, Mastercard, and Discovery. I asked for her company phone number and she said that would require her supervisors approval! With that I hung up.
I guess that they are calling from Costa Rica to avoid U.S. regulations under the Do Not Call registry.

Unknown name (09/17/08) Got a phone call from this number. Did not answer. I called back a few minutes later and an answering machine informed me that I needed "my Sprint Calling Card number" to complete the transaction. I just called again, curiosity, and a male recorded voice informed me that I needed to add a 1 and a 0 before the number, as the number had changed.
This is a new number from the phishing phone creeps! They will call again soon, with a different number, location, and sales pitch.
It is probably part of the "Heather" group. For more info on this, google "Stop Heather". This group has been in action for several years and nobody has been able to track them down, stop and prosecute them.
Contacting authorities, filing complaints and using a blow horn in the ear piece is useless against these yahoo's. I've tried everything... Nothing!

I've gotten several calls from this number. "Press 1 now to reduce the rate on you account."
They don't give a company name, and hang up when I press them on "which account?" "Your account." "But you called me!" Hang-up.
This is an identity theft scam. They are looking for you to give your personal account information.

This telephone number is a land line in Pasadena, California, according to SBC/Verizon. So I agree with others herewith that this is yet another scam group. The "Do Not Call" list means nothing anymore. Be careful, folks!
Got this call at 7:30 PM. A man's voice said the call was about my credit card. I hung up. This was the second call this week from Costa Rica.
IT's fraud . If you listen to the message and press . You will get a live operator who is trying to get your credit information. Beware.

Got a call from this number Friday, 11/7/08, 11:37 am. When we answered it was a recording about car warranties, so we just hung up. Glad to see the number isn't actually in Costa Rica!
I received a call from this number on 11/4/08. The message on my answering machine indicated they wanted to lower my interest rate on my credit card!
I also received a call from this phone number and it was on the caller id Costa Rica Call and when I talked to the person it was a telemarketer who is from a company that put a advertisement in one of your credit card statements which asks to lower your interest rate. STOP TELEMARKETERS by signing up to the Federal Trade Commision's website athttps://www.donotcall.gov/. I did this and it reduced my telemarketing calls to almost nil. AND if someone does call you and you didn't solicit the telemarketer, you can report them to this doNOTCALL site and the telemarketing company gets a big fine. good luck

Got a call on 11/6/2008. Caller said he worked for "consumer services". I told him I was on the do not call list and he said it did not apply. Said he worked for "visa, mastercard and american express". I asked him who paid him and what name was on his paycheck. He said "visa, mastercard and amex. Then he said he didn't know anything about me and asked how much credit card debt I had and that he could lower my interest rate. I told him to stop calling and he said his company doesn't have anything to do with the company that placed the call. I hung up.

The caller ID said "Costa Rica Call" which already sent up red flags.
I answered the phone knowing that it was going to be a fraud - ROBOcall... and pressed one to connect to a representative.
The first woman on the phone (must have been a new employee), was rather polite. She told me they were a call center for a company called "Credit Services" based in Atlanta, GA, but could not give me a contact number. "Once I have all of your personal information and are qualified, you will receive more information about the company." When I pushed the issue and said I refuse to give any personal information over the phone without knowing more about the company.
Woman #1 went to get some more information and then woman #2 came onto the phone and was rude and brisk. She asked if I was interested in low-cost financing, and if I pay my bills every month. I said I do pay my bills every month and want to know more information about this company *trigger line*.. she then started speaking and would not let me interrupt her... and said since I'm not interested and SHE hung up on ME.
We have to stop this crooks. SOMEONE Please HELP STOP THEM

Did not recognize the number so I did not answer and they left no message.
Given option to pust 1 to continue or 2 to cancel. This has happened many times before so I pushed 1. When person came on line, it was a female, no accent of any kind detectable. I asked who they were and she said my Visa card company. I told them I wanted to know because it was my cell phone and was on the no call list. And I wanted to complain the the FCC. She hung up on me.
I got a call from this number today 11/6/2008 at 11:18am MST on my cell. I don't answer my cell phone unless I recognize the number.I looked up the area code on line and it said it was California. Thanks to all of you for putting your info forward about this number.
Received call from this number to my cell phone on Nov 4, 2008 at 2:53 pm (East Coast)...I answered and said "hello" twice, the caller said nothing and hung up. Why do some solicitors even bother calling...they got a live voice...and yet the caller did nothing and hung up...makes no sense. Granted, I was going to lecture them as long as they stayed on the line, but why hang up?
11/03/08 - Northern Virginia: This number was on my Caller ID, name = "Costa Rica Call". No message. Area Code 626 includes northeastern LA, the San Gabriel Valley and Pasadena. I tried to call the number back from our WATTS line at work to see what they were about but kept getting a busy signal.

Unsolicited call to buy a car warranty. When I ask what company was calling, caller got rude, asked who did I think I was, and hung up.
These people called my cell phone today 11/03/2008 and I didn't answered because I didn't recognized the number or the area code but I now I see who is calling me..I have been receiving calls every day at my work number about car warranty...now they are trying to reach me on my cell phone...thanks for DAVI'S I now know not to answer if they call me again.

I would like it if the FTC and the FBI would put together a task force to eliminate this kind of garbage. We're on the national do-not-call list. I think fraudsters are buying the list and using to the opposite purpose. There needs to be a system in the lists the government hands out that includes fake numbers that alert the correct government officials that someone is actually using the list to fraudulent purposes. A drivers license needs to be connected to every person who orders a copy of the list. They should sign an affadavit making them personally responsible for any fraudulent use of the no-call list.
Called while I was on the phone with someone else. Spam caller, obviously.
Automated Message- in the vicinity of: "Your automobile warranty is about to be made void if you fail to take appropriate action. Dial '1' to take proper action. Dial '2' to make warranty void. When I dialed '1' to ask what the problem was with my 'new' Maserati Quattroporte S 5-year warranty, automated message machine took me through a couple repeats on 'you are now third in line to speak with the operator'. Decided not to waste my time to play my game.
Remember: if this was concerning a true/existing auto warranty, under no circumstances is this automated phone process legal for cancellation.

Oct 31, 2008: Got this 'Costa Rica Call' @ 11:18 am and about an hour earlier, but I didn't pick up, and now that I've read these responses I'm glad I didn't. Phone scammers suck!!

Received a call 1303 30 OCT 2008. Recording, a female said this was the last day to get an interest rate of 1% (on what I didn't catch). If interested, hit #1, if I didn't want to be called again, hit #2. I hit #2. I should have just hung up the phone after giving it some thought.
Called and left no message. Sounds like another identity theft scam.
Recorded message said "I was eligible for reduced credit card rates" I pressed 1 as instructed, a live person came on the line and wanted my personal information for verification, which I refused to give. I asked them if THEY were calling ME to verify it why don't you give it to me and I'll verify if it is correct? They claimed it was totaly safe, and asked for my name and card info again. I told her forget it, your not getting my info, and hung up.

I'm here to tell you that #2 doesn't work -- they call again. So I pressed 1. When the associate came one, I asked to be removed from their list, and she didn't even respond -- she just hung up.
You know what I am going to do? From now on... I am going to answer these calls by saying (insert any city)"Detroit Police Department, Fraud Investigation Unit, Officer Jones speaking..." to see what they say.
I was able to answer this call about lowering my credit card interest rates. I asked the live person to remove my name from their list.

Caller sounded like they hung up on me, but it turns out they left a voicemail. It was some sort of automated bank/credit card offer.
I don't answer unknown calls. Called it back twice at different times and it doesn't even ring. Phone says California.
Called at 8:23PM Eastern time on Monday, October 27. Caller ID reads, "Cell phone CA". As usual, I didn't answer; as usual, there was no recorded message. These nuisance callers want a sneak attack. We get at least five unsolicited calls every day. The Do Not Call Registry and the FTC don't have teeth. You have to let yourself be a victim before the FTC will agree to notice you (maybe).

Recording saying car warranty was running out and needed renewed. I have a 1991 pickup! Anyway I Push 1 to talk to a respresentative or 2 to not receive anymore calls. Pushing 2 does not stop the calls. They call daily, sometimes from other numbers. So I now always push 1 and when they tell me they need my VIN I say hold on let me get it and lay the phone down or I tell them I drive a moped can they give me a warranty for that or tell them I live in the country and ride a horse can they insure that or sometimes a tractor. Sometimes I get my kids to get on the line and start singing. They always hang up but it costs them to stay on the line!
ID says Costa Rica but the area code is southern California. No message left.
When I answered, no one spoke. Call disconnected.

I've been getting calls on my cell phone from this number 10/27/08 12:31 p.m, 10/24/08 7:30 p.m.
When I answered there was a brief pause followed by a recording. Woman's voice -- Let me get right to the point. Satellite TV - no installation ... then I hung up.
Got a call from this number 10/27/08. Caller ID said COSTA RICA CALL. I didn't answer as I assumed it was a scam. Caller didn't leave message. I suspected that if I answered, my phone would be billed some ridiculous amount or some such. Obviously number doesn't honor Do Not Call List.
Lately I get one of these calls a week. Didn't answer, didn't leave a message. Junk call from those annoying 'account services' people, no doubt.

I said hello 3 times, no response from caller,then hung up. I could not make out the background noise. The call came in at 12:10 pm PDT.
Got a call from this number at 12:30 PDT Oct. 24, 2008 to my cell, in 415 area code. Didn't answer (I never do unless I recognize the caller) and caller left no message. I suspect my number has turned up in a new batch of numbers for spam calls, because I've received several junk calls today after a relatively quiet period.
