More info. found. Digitcom/Multicom only sells phone cards. Companies buy them and give them to employees, who are telemarketers. I looked up this number on Digicom's site (who have no control over who uses the cards) and here it who is responsible for making these calls:

Filing a Do-Not-Call Complaint

In addition to complaints alleging violations of the national do-not-call list, you may also file a complaint against a telemarketer who is calling for a commercial purpose (e.g., not charitable organizations) IF:

The telemarketer calls before 8 AM or after 9 PM; OR


The telemarketer leaves a message, but fails to leave a phone number that you can call to sign up for their company specific do-not-call list; OR


You receive a telemarketing call from a company that you have previously requested not call you; OR


The telemarketing firm fails to identify itself; OR

The phone rings once always early hours in the morning 2-5am I returned the call and it was an automated call that stated 'if I wanted to be taken off the call list press' "1" I did! They keep calling and calling!

I had a very similar response as Steve reported. I tried several calls to find out what information they had and were they received this information. In each case they never finished the conversation and slammed the phone done. It is definitely offshore and appears to be a scam. They also called from 408-651-8180.

Message was from Jennifer Morris, things aren't as bad as they seem, must call her IMMEDIATELY regarding the 'minimum monthly payments' I'm supposedly making to those 'predatory lenders' from whom I supposedly have multiple credit cards. Wrong on all counts, but never mind. Annoying thing is that I've had this phone number for one week. Oh well.

whoever they are I managed to talk to one of those dorks and told them not interested, they didn't get the picture and called a second time. If I ever get my hands on them, they are road kill/ I also want to know how they got my phone number.

I received a similar automated message, and I am also debt-free credit-card-wise. Be prepared to deal with a difficult call center, I was hung up on three times in a row before I managed to get to someone who would listen to my request to be removed from their calling list. Even then she did not apologize for the other agents' behavior. I would file a complaint with the Better Business Bureau but since there was not any type of transaction involved, there's not much I can do save for warning others here.
