As mentioned in all of my comments about this phone number for the last five years, this company (PDC) calls between mid-July to early-August to see if we got our phone books.

As far as phone spam goes, this is pretty minor. They're not trying to sell you anything. They just want confirmation that you got your phone book. I just can't seem to work up much animosity for these people. I save that for the scumbags with the prize pitch, debt reduction, and credit card scams.

I don't know ONE PERSON who uses a phone book, and as soon as I get it, it goes in the landfill. For 20 years. And I'm supposed to drive my car 20 miles, to a recycling center? Duh, isn't there a Yellow Pages on the internet, on cell phones, and doesn't everyone simply shop at Walmart, and Amazon, and the big box stores? WHo actually uses a phone book? And why do companies pay to include themselves in something that goes directly into a land fill? ANd what the heck Products are they Developing anyway? Landfill fill? It's absurd, and you should be able to OPT OUT. And 1 more thing, we had 24 hours of rain yesterday so, duh, the phone book is soaked. Well, they might be trying to do their job but my recent interaction with them was not friendly. The woman asked me if I received the phone book and I said I did and then she asked me to verify my address. She proceeded to tell me the address and when I told her that was incorrect she asked me for my correct name and address. I told her I was sorry but I wasn't about to give her that info. She got really irate with me. How do I know that she was really from the phone company? There is no reason for rudeness!!

Received call at 2:14 PM today. I do not answer these calls and they didn't leave a message. I did receive a Verizon phone book yesterday. I have answered these calls from them in the past but am fed up with all the junk calls I have been receiving lately and quit answering but regularly file complaints on these sites and to the FTC. How many times have you been in the bathroom when a call came through and you thought it was something really important but instead it was these idiots annoying you instead. How much time are we now spending writing complaints on these web sites? I was paying $4.50 a month for call intercept and it still did not catch all the calls and Verizon kept going up on their price for not allowing no ID nuisance calls through. Verizon is in the business to make money and not customer service!!! While I am complaining, When they renew their Fios contracts, they go up on their price or you have to eliminate TV channels to keep the price down for established customers and they only give good deals to new customers. All customers should get the same offers. People on fixed incomes cannot continue to live this way. OH YES! The cost of living has not gone up this year, no Soc. Sec. increase, who are they kidding?

Suing Telemarketers - Simple and Cheap
When most people think about the process of suing a business entity, they naturally consider it a complicated and expensive process. They consider having to find an attorney who specializes in the particular area of law, the costs for such and weigh it against the potential gain. Forget all that when it comes to suing telemarketers!

For those individuals like me who have successfully prosecuted cases against telemarketing firms, there is little need for an attorney. (A cover-my-posterior caveat: I am not an attorney, so I cannot legally advise you. Whenever you are considering legal action, it is always advisable that you consult an attorney. Personally, I have never needed one when filing claims against telemarketers, but you may wish to consider doing so.) The key is that the best venue for filing suit against a telemarketer is in your local Small Claims Court. The only fees you must pay are the filing fees (varies upon venue and amount, but generally is somewhere around $50) and the fee to perform service of process (anywhere from $10 to $100 depending upon whether or not you have the court serve the telemarketer via certified mail or you have a law enforcement officer or other process server handle such). When the potential gain is thousands of dollars, what is a hundred bucks?

I have personally filed four claims in Small Claims Court against telemarketers. I have been paid on three of them (the fourth was against SBC and they gave me such a runaround on the process serving - BUT they stopped calling) that I let that one slide. Of the three cases where I was paid, the following were the results:

1. Filed a claim against a telemarketing firm based in Florida (Health Benefits Direct) for $1500. This amount was based upon two calls made after I told them to stop calling and their failure to provide me with a copy of their Do Not Call Policy. I settled out of court for $600.00 prior to the trial date.(Initial Cost to me: $55)
2. Filed a claim against a mortgage brokerage firm in southern California (due to settlement agreement, I cannot reveal their name) for $4500. This amount was based upon seven calls made after I told them to stop calling and their failure to provide me with a copy of their Do Not Call Policy and their failure to maintain a Do Not Call List. I settled out of court for $2000.00 prior to the trial date. (Initial Cost to me: $80)
3. Filed a claim against a mortgage brokerage firm in southern California (Country Club Mortgage) for $3500. This amount was based upon five calls made after I told them to stop calling and their failure to provide me with a copy of their Do Not Call Policy and their failure to maintain a Do Not Call List. I received a judgment for the full amount of $3500, plus $60 in court costs. (Initial Cost to me: $60)

OK< Let's say you paid a bunch of workers to deliver something for you How would you KNOW that they had done thier job and not just thrown the flyer, folders or in this case, phone books away? You would have to CALL and ask people if they had recieved them

A friend of mine refused to answer "UNKNOWN" phone calls and missed the call that his sister was in the ER - the Dr was calling on his personal phone which number was blocked - He did not know about it for days because he wouldn't answer calls - people were calling from the hospital phones instead of cell phones (not allowed in hospitals) whose numbers he recognised. She eventually died before he could see her again...sad, but it was out of his own paranoia

PDC phoned shortly after the new Yellow Pages were delivered to my house. They followed the same routine as described in my comments from the last three years (search on my name to see my other comments).

As mentioned, they are the U.S.-based subsidiary of the firm that delivers the phone books in my city. That explains why the call display shows "Colorado" and the 303 area code.

I'm not sure why people get so agitated about it. As far as phone spam goes, this is really quite harmless.

Received a call from this number this morning, and against my better judgment, decided to answer. The line was quiet, no voices or noises, so I hung up.

Per previous posts, it seems they may have been calling to find out if I received the telephone books that were delivered to my business yesterday. I actually would have liked to respond to that, since I was here when they tried to deliver them and I told them I did not want them - so the creeps went around to the side and left them propped up against the fence! Before the weasels could even get out of the parking lot, I picked up their "litter" and deposited them in the recycling dumpster.

Most of you people that complain that no one is on the other end of the phone when you answer need to be aware that the company in question is using what is called as an autodialer where a computer dials the telephone number and connects to your telephone during the call and if an answering machine picks up instead of a person it either leaves a message or goes on to the next number depending on how it is programmed. If you answer the call, there is a brief delay of a second to a few seconds before a representative of the company is connected by the computer when it populates your information *address etc* to verify that you indeed did get what they had delivered to you. Give it a rest people. They are not intentionally trying to harass anyone and follow specific guidelines by time zone when they can and cannot legally call someone...

This telemarketing group called and wanted to know if I had received a telephone directory. I told
them that I had not and hung up. They continue to call, requesting that I return their call. I am
recording the date and time of each of the calls. If they continue, becoming a form of harassment,a list of the calls, including the date and time of each, will be reported to the Chief of Police in Denver, Colorado. Another choice is to send the data to the Attorney General for the state of Colorado.

Google search of this number indicates that our telephone numbers comprise a database submitted by Product Solutions. Since one call is a legitimate effort to seek information regarding the delivery of a telephone directory, there is probably nothing we can do; but, as I said, if they continue, becoming a form of harassment, there is something we can do to stop it. The police are very helpful
regarding this.

After reading the numerous comments about the possibilities, I have decided not to answer the phone. While they say they are trying to verify that the books were delivered, I think it's pretty much BS. If they really wanted to know if books were delivered, they should have supervisors do spot checks - it's got to be cheaper than the money they are spending calling people who are never going to pick up their calls. The phone books were unceremoniously dumped in the foyer of our apartment building, where most of them will probably sit until someone from the apartment complex gets sick of them and throws them out. I usually have things in my hands when I go up the stairs to my apartment and those books are heavy. Since I usually use the Internet to look up numbers I have no need for these books, but there are people who don't have computers or cell phones who do rely on them.

I'm more apt to believe this company is taking advantage of the loop hole that says if you make contact with them, they now have the right to pester you through their many associations with whatever company contracts them to do work for them in the future. It also gives them the right to sell any information about you to other companies, such as when you pick up the phone, etc.

Be safe. Just say no and block the calls as best you can.

Look up this company's corporate telephone number. It is not the same as the call out number 303-280-8689. Once you have their corporate number, CALL IT. Ask many questions. Call them again to be sure they understand your displeasure. CALL IT 3 more times just to be sure. To be fair, these people hire 'basic' people to deliver their phone books. These calls are only an attempt to confirm that these 'basic' people are indeed delivering the phone books (as they are paid to do), and not just dumping them in the trash somewhere.

Seems like a pretty reasonable call to me, and it would only take you a second or two to help them out.

"Not selling a product or service?" Well, actually, they are. The product is the yellow pages, the service is the delivery of the phone books. To stop the calls, we must effectively communicate our displeasure to the right people. Those people are the decision makers at the companies who advertise in their yellow pages.

All of their revenue is generated by advertising sold in the yellow pages, and unlike PDC, these businesses care very much what you think. The most expensive ads in the yellow pages are the ones on the covers, so why not call these companies and let them know in no uncertain terms that you wouldn't use their services if they were the only company providing it. Ask to speak directly to the president (don't worry if you get his/her personal secretary, sometimes they are more effective than the president him/herself).

If enough people called only the ads on the covers (to say nothing of working your way through the full pages in the book), the advertisers would be reluctant to pay the exorbitant ad rates they pay, and the phone book might eventually disappear, along with the delivery service and the annoying phone calls.

A responsible company (especially one who monitors this site, reads the comments, and even posts) would realize that consumer backlash would be reason enough to cease these annoying calls, but they won't care until it starts reducing their bottom line.

We're posting this to our neighborhood group chat group and urging all our neighbors to do the same (and trying to find another copy of the yellow pages laying on the street, since we always throw ours directly into the recycling as soon as it comes).

It may be a small step, but it will certainly be more effective (and more satisfying) than dealing with PDC.

Say you're not answering the phone cuz many creditors are calling 30 times a day - each! This company may be part of a new tactic being used to simply find out what days and times you are most likely to pick up and answer your phone. They make note of the days and times, and hopefully establish patterns of the best times to call you when you'll likely answer. Then they sell this data to the creditor(s), and/or telemarketers, so that they can call you at a time you are most likely to answer your phone. That's why many don't talk to you (& the phone book excuse is B.S.). They're only interested in the days & times that you are most likely to pick up & answer your phone! Credit card companies use this data to try and program their computers to call you at the best times, so they can then get a live body on the line to try & make you pay your bill(s), and they're great at that, too!

Honestly, I don't believe that this is a legit company regardless of the reason. Why? I SPECIFICALLY HAVE THIS NUMBER BLOCKED FROM CALLING ME! In other words, the number they are showing on Caller ID is spoofed--meaning it does NOT currently exist and is being forged. I even get calls that caller ID shows was sent from MY OWN NUMBER--which is another spoof. I'm reporting all of this in a police report. Even if the caller is not soliciting you for SALES purposes--they are STILL soliciting you---for data. Just by asking you a question they are soliciting you for an answer. Just like all the political campaign calls I was getting regarding Obama--they still call soliciting you (or "prompting" you) to do something, whether it's a verbal answer or action they are still soliciting you. And if the person they are calling is on the DNC list or has an unpublished number or has the caller's number specifically blocked then they should NOT be allowed to harass us! Whoever delivered the supposed phone book that they may be calling about can simply put a postcard on your door, with a code to somehow indicate your area without needing any personal information, asking you to confirm receipt. Wouldn't THAT be more legitimate and believable? Or why not have the delivery person of the phone book be responsible for checking off the addresses they have delivered to? That would save us ALL a lot of headache and save THEM a lot of money!

This number called again today. I answered, but there was nobody on the line. So, I followed-up on the information in PDC's comment (left on Aug. 4, 2008) and found that PDC is the sister company of the firm ( that delivers White/Yellow Pages in my area. Therefore, it's possible that this call is connected to the recent delivery of the Yellow Pages to my house. If so, then I suppose that I technically have a "business relationship" with these people. These calls still feel very "spammy" to me, though

Also, it seems odd that the Caller ID always shows "Colorado" and the agent asks if I got my Verizon phone book. As mentioned in my earlier comments, Verizon does not offer any services in Canada (except for some business services in partnership with MCI Canada). So, there's really no reason that I can think of for Verizon to call me.

I called the number back and it is a recording that states that "you have reached product development Corporation, if you received a call from this number it is because we are currently delivering a telephone phone book in your area, and you were randomly selected for our delivery survey.

You can leave a voice message which I did leaving my phone number demanding that they remove my number from their calling list considering that I was on the Federal DNC list and that I was documenting that date and time that I left the message and that I received another call from them that I would pursue further action. I also in my voice message stated that I thought it was pretty amazing that they were calling me wanting to survey me about a phone book delivery considering that my number is unpublished, how in the world would they know what area they were even calling to even know when a phone book was delivered.

I am so SICK and tired of being bothered by these BS companies all the time. I find it unbelievable how many calls that come in during the day while I am at work... don't even think about taking a day off of work to just relax! YEAH right your phone rings off of the hook!

After reading thru the messages left here and on other sites, I believe that this is a legit company, trying to verify phone book delivery. That being said, I think they need to come up with a better system because their calling and hanging up (They probably mass call multiple #'s per operator, and whichever # picks up first goes thru, the others get a "hang up") is really disturbing. I don't have caller ID, and I had to pay the Phone CO. for Call Return Service to find out the phone #, plus the cost for the long distance call to figure out who they were(which was a waste because it went straight to "mail box is full"...) I'm wasting my time and money to help them gather info? Instead, Product Dev. should leave a message (it can be automated) along with a toll-free telephone # that we can call back IF WE SO CHOOSE. We should be able to leave a response, like thru an automated survey, to make it easier on us, the customers. More people will respond than you think and no- one will be annoyed with these mysterious (and costly) hang-ups.

I guess Verison needs to make sure they are actually getting phone books deliverd. But this \'Pro Dev\' company hanging up on people is not the way to go. I, like many, dont appreciate being bothered and being hung up on.
Ultimately, This is Verison who is at falt. When it comes to marketing I believe that Verison will use shady tactics and from the comments listed so far it seems that in some way this \"poduct dev\" company hired by Verison, uses phone call data to note when people might pick up the phone, or who might be willing to take a survey, or who will call you back -when no message is left- then, if you call them back, they have you calling them opening up an opportunity for them to bug you further.
By the way I got a call today (no message left) and a phone book was deliverd 2 days ago. The book promtly went into the garbage. I havent used a phone book in many years. Al gore invented the internet so we can stop killing trees. ;P

Got caller ID July 28th at 5:23pm name was "Product Dev" I did not pick up. There's a rumor going around that this is a new tactic being used. These companies call you now and make note of what time you pick up and answer and when you don't and then re-sell that data to telemarketers so they can call you at a time you are more likely to answer the phone. That's why they don't talk to you. They're only interested in whether or not you pick up the phone and at what time of day that you do.

If the idiots over at P.D.C. feel so above-board (no sarcasm, here of course), then why are these morons calling me at 8:26 PM, C.S.T. And FOR ALL OF YOU OUT THERE, DO NOT GET DUPED INTO EMAILING THEM WITH YOUR DO-NOT-CALL NUMBER. Next thing you know, you'll be getting harassed by junk emails.

So for the purportedly knowledgeable person pontificating about his own company, PDC, WHY NOT POST YOUR COMPLETE NAME, AND PHONE NUMBER? Had there been any genuine legitimacy to this detestable, despicable sleaze-ball of a person, right on up thru the owner of that slimy company, they would have provided all of the contact info such as street address, city, state, zip, phone and fax numbers, along with a listing of a few people to contact within their organization. Moreover they would also check, and get back to their voice jail messages, rather than allowing any mailbox to fill up, thereby averting any additional irate callers to log their protests.

I don’t give a hoot about what that first moron said—he’s a flat out liar. Where is his name, and phone number and extension number so the rest of us very irate people can call and give this jerk a taste of his own medicine. Clearly the individual has no stones.

Tuesday August 21st, 2007 we also received the call. But we had sound in the background as if it were in the Big Cat section of a zoo. Sooo, I star 69'd the call and tried to find where it came from. I echo the comment above from Sabine. I answered the call and there were strange sounds like barking and garbled voices slowed way down. I found it interested so I muted it and let it run. After about five minutes an IVR response came on and said "Ivalid Response. Press one for yes and nine for no". I pressed one and nothing seemed to happen. I wish I had recorded these strange sounds. I hung up my phone a few times then when I turned it back on it was still there- no dial tone. The Do Not Call List does not apply to companies that you do business with. Verizon Directory delivery services use third parties to deliver phone books, usually some guy in a car throwing phone books on the ground so they need to verify you got the phone book. Telemarketers typically use a Predictive Dialer program that can sense and hang up on answering machines and also looks for a 'live" voice pattern like "hello..pause..hello" before activating.

I reached someone at the number and found out that they are a company that verifies if you have received a phone book that was most likely just left at your door. They aren't telemarketing.

The phone book companies that pay them to deliver require that they verify people have received their directories, so they call people on every street until they get a certain percentage verified.

Called today 11/15/06 @ 10:56am. I answered (we just got this phone number and i'm curious who would be calling us already) and there was just some clicking and then nothing. This number 303/280-8689 just called me and left no message; when I returned the call from caller ID, got the message that "mailbox was full, unable to receive any messages at this time". When researching Prod Dev Corp in Google, it appears that the government offers business grants through some new prod dev corps to help develop new consumer products and the prod dev group receives a royalty % from sales. Do not believe that this is the case for this Prod Dev Corp call, though. Thank you for offering this reporting website.

Received call. Didn't have my glasses so I couldn't see the caller ID info clearly. Was expecting an important call so I answered. The caller asked to speak to Carol. "No Carol at this address", I replied. If they are trying to ascertain when I answer my phone, they found a good time to reach me but I'm now keeping a spare pair of reading glasses by the phone!

Got caller ID July 28th at 5:23pm name was "Product Dev" I did not pick up. There's a rumor going around that this is a new tactic being used. These companies call you now and make note of what time you pick up and answer and when you don't and then re-sell that data to telemarketers so they can call you at a time you are more likely to answer the phone. That's why they don't talk to you. They're only interested in whether or not you pick up the phone and at what time of day that you do.
