I answered the phone this time, and it was Charles from Purchase Power Solutions. He started rattling on about the Federal Reserve and any Mastercard or Visa accounts that I have. He said he had 4 quick yes/no questions, but I didn't let him ask them.

False CID *is* illegal as of December 2010, at least when sent with fraudulent intent.

I called this number back five minutes after receiving the second call from them. I got a message that said the number was disconnected or no longer assigned. Evidently the caller ID info is fake, which seems illegal.
