A message to the specialist that works for this company, I get an average of three calls a day for someone named Tabitha. I have a minute phone that I spend money to keep on, NO I DONOT HAVE A BILL WITH YOU PEOPLE, NO MY NAME IS NOT TABITHA NOR AM I THE PERSON YOU ARE LOOKING FOR. PERIOD. What makes people like me and the others have to post on this site is that even after we tell you by automation or by speaking to a rep that you have the wrong number YOU FUCKING PEOPLE KEEP CALLING AND HARRASSING INOCENT PEOPLE.My suggestion to everyone is to file a charge with the FCC and request, place yourself on the donot call registry and if they continue when you file the charge with the FCC request monetary payment for everytime they call after you are registered. Oh my watch how fast the calls stop, Hope this helps fixing to register and file charges the very next time they call my phone. Sure could use the extra money. Call on receiveables, call on.

They have gotte our business phone number, which is sent to my personal cell phone a lot of the time - so I get them constantly but when I answer with the business name, they hang up. This is such a waste of time. I don't know if it's a cold call or if someone has given our business number as their contact (we have TV ads and billboards so this happens A LOT). How do you stop it?

they call a the time an they ask for someone that not me

December 5th, 2012 yessir AZ

This number started calling me a few weeks ago. They call at odd hours (night, weekends, and once at 5:00 in the morning) so I haven't answered until today. They ask for me, I say "speaking", then they ask for my social security number. I ask who they are and what this is about, all they will tell me is that they are RPM Financial "we're a financial institution" and that is all they can tell me until I give them my social security number to verify who I am. So I ask again what this is about, I'm not going to give my info to someone cause they say I should and the dude gets an attitude and tells me that he needs me to verify who I am and tells me to call him back when I can figure out my social security number.

A very rude man keeps calling saying "Hi this is John with Customer Service on the Copier". He has called so many times and I always tell him "We already have a copier service". A Steve and an Ashley have both called too. Steve or John (or maybe both) have cussed me out multiple times, got so angry that I said Sir, and told me to go F myself. These people need to be put in prison.

October 2nd, 2012 Masked Avenger CA

To Tired: What they are doing is a Federal Law violation (not the DNC list either). Skip tracers (which is what these clowns are) may not call a business more than 1 time for any person. The fines can total $50,000.00 and you have the right to sue them in civil court for up to $100,000.00 plus costs. Step 1: Go online and secure the forms from the Federal Trade Commission and file a formal complaint. Step 2: Trace the call to the company/individual and send a letter stating you now consider "them" a "hostile agent" for whomever their customer is and you will notify said customer of their behavior and sue them along with the skip tracer. The "hostile agent" embedded in a letter tells everyone concerned that an attorney is now involved and usually stops future calls. They also don't want their customer threatened, especially if it turns out you are not the party they are seeking or related to them in any way. This idiot really messed up and you have the upper hand. Good luck.

October 2nd, 2012 Resident47 RI

Tired, you're not helpless as an employer. In fact, you get special mention in the FDCPA. As I discussed here in February, hostile skip tracing is common from this industry. Part of the scthick is to insist you're a liar until you either give yourself up or open the broom closet where the alleged debtor is supposedly hiding.

That sort of hounding with layers of cursing and abuse is illegal. You've a cause of action to spank RPM and the individual reps in court. The next official-type links will start you on your homework.

www.ftc.gov
www.consumerfinance.gov

Verbal demands are totally useless against your attack dogs, so you need to move to a paper trail as I've also discussed before. Save copies of all phone calls if you have a recording system and take copious notes every time you have an encounter. You are gathering evidence which you will need badly.

October 2nd, 2012 Tired IL

I am an employer and this company has called so many times for an ex-employee I have almost lost my mind. I have told them to not call. I have explained she no longer works here. I was told that he will quit calling if I tell him the truth and give him her phone #. I have no contact with the former employee & her unpaid debts are not my concern. My concern is running a business and to stop getting harassing phone calls. This "man" has cussed me out, borderline threatened me, & is out of control. Now I get hang up calls from 866-212-7408 daily. OVER IT!!!!

August 27th, 2012 Resident47 RI

I wish I had ten dollars for everyone who says "there should be no reason" for a debt collector to call. Please see my comment from February.

Gene, you don't need a valid debt or a derogatory trade line on your credit reports to be hassled by debt collectors. They call third parties to alleged debtors all the time for permitted skip tracing purposes, or often pretending it's a trace to annoy and shame an intended target whose location is already known. It is not considered a ''bullshit scam'' when collectors are looking for money lawfully.

To a ''not me'' case I always recommend putting the agency on notice, just as you would if you were the target and the debt claim was invalid. Send a ''cease-communication'' notice via USPS Certified with return card. This is the method promoted by the FTC and many consumer watchdogs, and the only way to set a legal landmine, as such a notice is ignored at their risk of a lawsuit from you. You may already be due some payback if you can prove you've endured abusive or misleading treatment in an effort to collect debt.

As I advised here 18 months ago, you can learn how to exercise your FDCPA rights as an alleged debtor at FTC-dot-gov. See also if your state laws are stronger.

This outfit calls every so often for days at a time, sometimes several times a day, then stops for a while, then here it goes again. Never leaves a message, never anybody there if you answer. It is supposedly some collection operation but since I don't have any overdue bills there is no reason to call me. It is some kind of bullshit scam.

That guy called Specialist from the June 2009 post who wrote he is an RPM collector sounds kind of sick, like he plays with himself when he makes these calls. Don't follow his advice and do not call him or else you'll have some sick perv whacking his meat when you're trying to tell him about your bill problems.

February 3rd, 2012 Resident47 RI

Joanne and many others: You don't need a valid debt or a derogatory trade line on your credit reports to be hassled by debt collectors. They call third parties to alleged debtors all the time for permitted skip tracing purposes, or often pretending it's a trace to annoy and shame an intended target whose location is already known. Runaway skip tracing is arguably the most common problem the debt industry creates.

To a ''not me'' case I always recommend putting the agency on notice, just as you would if you were the target and the debt claim was invalid. Send a cease-comm notice via USPS Certified with return card. The FTC and many consumer watchdogs explain how to draft one. This will set a legal landmine, as such a notice is ignored at their peril. This can also help pull the agency under the shadow of TCPA, which carries treble damages for ''willful'' violation.

Don't let chest-thumpers like ''Specialist'' from June 2009 fool you. Nine out of ten those skip trace calls are not accidents. The collection rep is not your best friend and not your financial advisor. A ''50% sale'' is a common offer across the industry, and no bargain for you when the agency paid maybe 08% of face value for the entire debt portfolio. Not to mention ''settlement'' offers have to be arranged with exacting care to keep scofflaw collectors from welching on their deals and/or reselling ''forgiven'' portions. What's more, collection agencies cannot simply park a bad trade line on your credit bureau reports the way a hunter sets a bear trap. When they pull, it must be for a good reason, and what they report must be accurate.

That rep's whole rant is straight from the industry songbook, in which the constant refrain is that everyone he talks to is a cheating liar deserving of punishment. Then suddenly he's your pal when you drop your healthy skepticism, handing over his phone extension to secure more commissions. He wants you to ask "How do I pay" before you demand "Prove I owe"! The chance to preserve your rights slides away quickly. Here's a place to learn how:

I've received many many calls from "Rachel" offering to get me a lower interest rate on my credit card balances. Several times I dialed "1" and spoke to another individual who attempted to query me about the amount of my credit card balances. Sometimes I went along with their game for a bit trying to find out more about the caller's organization. One of them told me she was calling from Orlando, Florida, but was evasive about what they were about. Eventually, each time I asked them to stop calling me, sometimes politely, sometimes profanely. A couple of days ago I filed a complaint with the Do Not Call website. But I wasn't able to give them a telephone number for the nuisance caller.

Caller ID indicates its from Jam Enterprises, but I think the caller is an interloper or intermediary who makes cold calls on companies to try and secure a visit by an insurance agent. The caller doesn't make in person visits, but arranges for representative(s)from insurance to call upon your business

(213) 537-1910

September 1st, 2011 Suzie TX

Do not give these people any info on your copier. They will get your model number and send you toner etc and then bill you and when you complain that you did not order they will say sorry but the only way we got your model number was by you providing it to them. JERKS...........

August 5th, 2011 Resident47 RI

Oh yeah, there is a new wave of these toner sales scammers being reported on 800Notes as well. As reported prior, the idea is to gain the confidence of some unsuspecting office drone. Soon afterward your workplace is likely billed some obscene amount for the cheapest and crummiest toner carts they could find on a Chinese boat. Technically no order was placed and the initial caller engages in pretexting to make the ''sale''. Nonetheless the scammers will pound the victims with threatening collection calls.

This TechRepublic article, cited here already, from Nov 2001 (Yes, it's a vintage scam!) explains more:
www.techrepublic.com

A phrase search with the term ''phoner toner'' will yield innumerable recent warning articles.

I have this number on my "intercept" list from a previous call. They called today and hung up after my automated interceptor message started "The party you are calling is not accepting calls from your number..." Clunk. I happened to pick up (by mistake) just in time to hear the hang-up. Of interest, it was a phone with a receiver, and not a headset! I figured these goofs would be more sophisticated. Hmmm. Last week I was given the number (417) 447-2295 by the caller to "make sure I'm removed from their list in case I get another one of these calls." Today I was transferred to "a supervisor" named Nate who wanted to know all my lines to make sure they didn't call me again. You're hearing abandoned calls from a predictive dialer, Kim. The FCC likes to see no more than 03% of such calls dropped. You can go with some blocking routine, but you give up your FDCPA rights by not sending AI a cease-comm notice via USPS Certified with card. The FTC and many consumer watchdogs explain how to draft one.

You should, however, be certain you are not the alleged debtor they want. If this is in doubt, wait for a dunning letter or absent that, request validation. If you are the target, you don't want to give the collector an easy excuse to file suit.

April 14th, 2011 Kim PA

Dan, if you're done with your barely comprehensible caps-locked rambling, do not confuse debt collection with stalking. Debt dispute is a civil matter, not a job for police. I found out not only is this company allied interstate, which is a collection agency -- it is also iQor, inc.which does have a website. The CEO is Vikas Kapoor. Judging from others contact information, his email address is vikas.kapoor@iqor.com. I also found out that there is a legal department that can be contacted. That information is: Kurt Tullar, Esq. It's too late to help Kat now, but if an agency is chasing uncollectable junk debt, and really any valid debt, the burden of proof first rests on the collector, not the alleged debtor.

George, where has the attention span of consumers gone? ALL of your broad questions have been addressed in this very thread in the past three months. I understand your frustration, but complaining into dead space and waiting for a rescuer is pointless.

To your one specific question, debt accounts are traded in huge bundles. The more they are passed around the more corrupt account data can become. There are too many reasons to list why some total stranger several states away could be linked to you, but this is a fairly common problem in the collections industry, as is the willingness of agencies to accept hush money from anyone who answers.

I get this message and a live person looking for a Debbie (Deborah) Osborn who lives in Carroll County Maryland so why are they trying to communicate with her through the use of my private Maine telephone number? I told them if they call me again I will see them in court for harassment. So what is wrong with the "Do Not Call" System where we all sign up for. Where are the fines for these companies who harass consumers??? Where does one get help in going after even the "Do Not Call System for failing to do their jobs...how about fining them for allowing these people and companies to get away with these abuses......

Oh, hel-LO Megan ... Do have a look at a fresh report from another Niagara thread (7166321588) in which a woman is being chased for debt LONG SINCE PAID when Dubya Bush was in his first term. Her callers are already showing scofflaw tendencies from day one. Still want to keep blaming the victim?

By the way, the FTC and consumer attorneys everywhere would readily disagree with your definition of "harassment". The only useful purpose for a rain of calls upon the family and neighbors and workplaces of alleged debtors is to create undue shame and anxiety. If a debtor has one conversation with a collector on Monday and gets ten or twenty more calls by Saturday, how is that anything but "intent to harass or annoy", a tactic so named and banned by the FDCPA?

AZ Wolfman, the ICS rep was observing privacy rules in that little skip tracing dance. This is about the only rule ICS, and most of the whole collections industry, appears consistent on, having no shame in illegal threats, calling at wrong hours, and hostile behavior.

If you are receiving repeated, misdirected, and/or abusive calls from a third party debt collector, you may find relief in the provisions of the FDCPA, the Federal law which regulates collector behavior and provides you simple tools for your own defense. It grants you control of how you are contacted, and collectors can be sued for their crimes. Learn your rights and first response tactics at FTC-dot-gov. See also your state laws for additional support.

January 4th, 2011 ArizonaWolfman NV

Upon researching through Google, I found the I C Systems website. ICS is apparently not a part of PayPal. It is a debt collection service. From the comments on this page, PayPal apparently uses their service to attempt to collect money owed to them.

January 4th, 2011 ArizonaWolfman NV

They are always calling and leaving no message. I finally called the number, but they refused to tell me who I C Systems was or why they were calling me - unless I gave her my number. She would not tell me why she was calling unless I gave my number. I said I was on the "DNC" list, and she started playing word games with me. She kept telling she could not do anything unless I gave her my number. Since she obviously already had my number, I gave it to her, and she said she was calling for Dave Berkely. I had never heard of that person, and she said she would take it out of the system, and I should get no more calls from them after today. We'll see.

"Honastly", Megan, you have not actually read anything in this thread, which is typical behavior of collection industry trolls who like to toss their poorly spelled and composed cherry bombs into these forums. Nobody here is complaining because their fiendish ten year plans to cheat the banks were thwarted. These comments are about the number one problem across the debt collection industry, hassling people over accounts with wrong names, wrong amounts, and/or uncollectable dead ends.

But it does not end there, for like the industry as a whole, this Niagra feels no shame in trying to revoke people's Federal and state rights in pursuit of a fast payday. Even if every point of a debt claim can be proven, it does not excuse the hostile behavior reported. Don't preach to alleged debtors about responsibility until the collectors display some.

Debtors did not have a gun to their heads to apply, true, but the lenders were not forced to play their calculated game of teasing and penalizing to keep their customers in constant jeopardy until default is the only option. Most credit debtors are underwater not by choice but circumstance, having been forced to feed children and pump gas and medicate the elderly on borrowed time.

Folks, if you are receiving repeated, misdirected, and/or abusive calls from a third party debt collector like Niagra, you may find relief in the provisions of the FDCPA, the Federal law which regulates collector behavior and provides you simple tools for your own defense. It grants you control of how you are contacted, and collectors can be sued for their crimes. Learn your rights and first response tactics at FTC-dot-gov. See also your state laws for additional support.

Are all of you serious? I will definatly admit that there are always some exceptions to every situation. Its extremly ignorant for anyone of you to state that the collectors are scum. They are collecting a paycheck just like you should have so your bills were paid; its just job. There are few differences between stealing and not sending in a dime for years on delinquent accts. I think jailtime (where you footed room and board by manual labor) would honastly be appropiate. I think taking all of your assets untill you find a way to pay would be smart. We all know the funds would magically appear then huh? Where theres a will theres a way. Unfourtunatly, the criminals and theifs are protected in this case. Remember, YOU requested to borrow. The banks didnt force anyone to take the money. So when you say that your not paying because you dont like something the bank did its effecting YOU! Your actually helping the bank by adding on more fees the longer you dont pay. Banks are done with it, and they are coming after you thiefs. Laugh it up now but things might be changing. Calling your family isnt harassment, calling mult. times dailey isnt harassment, calling your job (the ones that have one) isnt harassment. What is harassment is posting someones personal email or work number for the purpose of ....harassing them. I also wanted to comment on the GREAT advice on the bottom of page, do not call list huh?? Look into that one again. There were a couple comments on how your debt was 10+ yrs old...if i borrowed money from you it would be ok to blow it off after certain point? Honastly, there are people that do this job the wrong way but I have never understood how extremly ignorant the population of debtors really are untill reading these blogs. Your all posting how you dont pay your bills and how to spend your free time, "harassing" people who work. I would go to any length to hide the fact I didnt pay my bills...you blog about it? Sometimes people fall behind due to unexpected situations. Where the line is drawn is wether effort is made or not. Dont tell me in 3 years you havnt came across something to show effort. Ditch the new ringtones, get rid of the new car (that you somehow can pay when your too broke to take care of your old accts) I have to go this is either too funny or too frustrating im not sure.

Allied Interstate has been quite busy hustling and shaking down alleged debtors recently, to judge from the rise in consumer complaints. In October 2010 the FTC put AI on the hook for $1.75 million, the second largest fine the debt industry has seen, for chronic violation of the FDCPA. Allied execs must reckon they should pay their bill with your money instead of theirs.

December 8th, 2010 Resident47 RI

Also A: Debt collectors must answer to privacy rules within the FDCPA. You're not the target, they can't talk to you except to skip trace. It's about the only consistently followed rule, as being shadowy works in their favor to make call targets anxious. The phrases "important business matter", "personal matter", and variants thereof are common indicators of a debt collector.

December 8th, 2010 Also Annoyed TX

They called. Ask for my husband by his first name. I said he couldn't come to the phone and could I take a message (shouldn't have said that since that verified his name w/ our number). They said when will it be a good time to call? I asked who was calling. They said it was a business. I told them if they couldn't tell me what I wanted then I couldn't tell them what they wanted and hung up.

They called back an hour later. Same lady (with an accent ... I think she said her name was Maria). Asked for him again by his 1st name. I asked who was calling. She said it was a personal matter and she would call back. I hung up (but, should have asked to be placed on the "do not call list"). Serously doubt it is debt collectors as we have no debt to collect.

I told the lady that my other line was ringing and asked her to hold on for a minute so I could catch the other line and she got irrate. She just chewed me out and I went on and put her on hold anyway. She eventually hung up. There is no reason why someone should call and act like she did.

Brian Adams from Office Support Systems contacted me months ago (roughly sometime in August of 2010). He lead me to believe that he's affiliated with Xerox (we have a Xerox copier) and has toner for a reduced price, and the offer will not last long so I should place an order to save the company money. I unfortunately bought into it ($798 plus shipping and handeling, what a rip off!).I was under the impression that I'd receive one single package of toner, pay the invoice (unfortunately we did) and that would be that so to speak. Months later (Nov. 2010) I received an unexpected second package of toner that another employee signed for (I was out sick. Had I been present, I would have refused to sign for the package). I called and spoke with customer service which lead to eventually getting connected with Brian Adams.I explained to him that I was not expecting a second delivery and would like to return the toner, especially since we already have several that haven't been used just yet. Brian claimed that what I agreed to is a package set up (you receive two toners), that's the way it works;therefore I cannot return the toner. He then acknowledged that someone should have explained this to me and offered to take 25% off the invoice as a result; asked for my fax number so he can fax the invoice. I spoke with him again about the matter and he blamed me since I was the one that placed an order. He also said that "we don't do charity cases." He also claims that he did not speak to me initially. I don't think we should have to pay period. In fact, we should be refunded for the first rip off and the second invoice; we should have no obligation to pay on the basis of deceptive sales practices. I've complained to the attorney general as well as the Better Business Bureau, and Federal Trade Commission may be the next point of contact. What is really sketchy is I can't seem to find a website for them, no email address and the location address I've initially seen is as follows: P.O. Box 93552 Los Angeles, CA 90093. Telephone: 877-333-4320; Fax: 877-333-4319. Another address has popped up for them through research (CA BBB): 1013 Madrid Ave Torrance, CA 90501. On top of that, I noticed a third address (shipping):1618 N. Las Palmas Ave Los Angeles, CA 90028 Also, they are only open 7am to 1pm during the work week. After I filed a complaint with BBB, another scam artist called to ask what the company name is (wouldn't you know in the first place!?). The number popped up as 213-537-1910. I called back to see who it was and got a busy signal. I don't think it would be far fetched to assume those A-holes are associated with OSS and are trying to scam our company once again! I still can't believe I fell for this. Typically I can tell when a call is from a telemarketer trying to rip you off. Please learn from my naitivity! Don't give out your name, better yet, don't give out the company name either if you see a strange number! Hang up on them! And don't accept packages from them if they try to send you toner you did not order anyway!

First of all in the state of NC you must first state that you are a debt collection agency and that you are attempting to collect a debt. Second, if you need to speak to me, you must do so in writing. Third if I speak with you, I'm DEFINITELY recording the conversation and turning it over to the State Attorney General's Office. Mike: I'm not sure how much you'd be held liable for your Mom's debts in your state, but my reaction would be the same for a living or dead debtor. Get the collector to validate, if it can. It's not your job to verify anything they think is owed.

To answer Eddie this Spring, there is indeed a law against "insane calling at the crack of dawn" and lots of other bad collector behavior. Go find the FDCPA and learn your rights at FTC-dot-gov.

I keep receiving phone calls from these people for my MOTHER who passed away 5 months ago. As the executor on the BROKE estate, I keep getting these phone calls. I've told them all, there is no money...my mother just did not have any money and there is nothing in the estate. Since they got my name, I am now an authorized person to discuss the account. "And although you are not obligated, would you like to make a payment on the account to bring it up to date?" Ummm....why? I loved my mother but this is HER debt, not mine. I'm sorry you extended credit to her and she passed away and now, you aren't going to get your money back. There is nothing I can do...my hands are tied, you are going to have to write it off as bad debt. I wish I had the logon information for the account...I REALLY like the idea one person on here had of setting the account's phone numbers to Capitol One's 804 number...THAT would be sweet revenge, let their automated system call THEM non stop instead of ME!!!

Received several calls each day for over 2 weeks - finally called their nr which is Allied Interstate - answered by man who said he was in New Delhi India
and that their company made calls in this case for a collection service - with my number they were looking for someone with a completely different name and
assured me they would remove my number from call list - I have already submitted a complaint to Do Not Call Registry - hopefully this will stop!

October 14th, 2010 Resident47 RI

For the umpteenth time, the DNC registry is for telemarketers, meaning sales. Charities, debt collectors, political speech, and surveyors are all exempt as they are not included in the FTC definition of "telemarketing". This was made known to you when you registered your numbers.

If you are receiving misdirected or abusive calls from a third party debt collector, you may find relief in the provisions of the FDCPA, which regulates bad collector behavior and provides a private right of action. It grants you control of how you are contacted, and collectors can be sued for their crimes. You may however soon find that your verbal demands to limit or cease communication, as allowed by the FDCPA, are often ignored. You will have to place the discussion on a paper trail to enforce regulatory compliance. Learn your rights and first response tactics at FTC-dot-gov.

I occasionally resort to speaking with a very thick middle Eastern accent, proclaiming that "Mohammad is not here. This is Ibn Khaldun." If there are repeat calls, I have used my freon air horn...very effective. Use your imagination and screw these guys at their own game.

September 27th, 2010 Multi-Cellular SD

OK, here is how you deal with these unwanted and harassing calls. I have several cell phone lines...and I recently bought another for a very small fee. I give this as my telephone number and turn the ringer off. I check it daily to see if there are any real business calls. I have changed all potential nuisance calls to that number. BTW, this is NOT fraud, as it is indeed a real phone number, registered in my name...I just never answer it. My phone is just that...MY PHONE! I do NOT do business over a phone line...and I make that clear on any and all accounts. It doesn't matter if the call is legitimate or not; I answer the calls I wish to answer...and no others. If a legitimate business has issues with me, they can write.

They've been calling me about once a month for a few months now. My Spanish is horrible, but I'm nearly certain that is what it is. I've only responded once, "(weeping), Lo siento! Mi gato es muerto! (click)". Not even sure if that said what I wanted since I've been in German lately, but after that occasion it took them slightly longer to call back.

Did answer either, but interesting all the comments on this website are all from the last few days, not ranging months or years. Looks like a brand new scam.

September 23rd, 2010 Ken ID

Got this number. I do speak Spanish, but I need a few seconds once I realize I'm hearing Spanish to actually understand it. The first part sounded garbled, The tail was "...to receive your money". They used the familiar you (tu) to address me, instead of the more formal Usted. Most places, that would be considered somewhat rude, but it depends, and that is changing.

It wasn't a recording, but sounded like a voice synthesis system. The inflections didn't sound natural. I tried to talk to it, in case there was some voice recognition, but it hung up on me.

September 23rd, 2010 La NY

I just received a call from them. I never pick up with strange numbers, and decided to Google it immediately, which lead me to this page. They left a voicemail, but with nothing recorded. Looks like from the amount of calls today alone, they're quite busy.

September 23rd, 2010 Mark CT

Just got a call, they were speaking Mexican, sounded like there was someone in the background at first. No idea.

September 23rd, 2010 KL ME

Called on Sep. 23, 2010 12:19pm, didn't pick up, no voicemail. I get a slew of those calls from different numbers every time I make online airline reservations, coincidence? Not ever picking up unknown numbers keeps them in check somewhat, it seems.
