I am on the no call list. Why do these folks think they can call me?????

The unwanted calls has become just numerous and out of control, I really think the phone companies have something to do with it so everyone sign up for unlimited call plans.

They started calling two weeks ago in the evening. Only dead air when I answered the first time. Now I decline the call. What a pain.

They are calling my cell phone even though I signed up for do not call...they called me today at 7:21 EST and 2 days ago...I called the number and it is Issues and answers...research center for opinions. Still I do not want them to call my cell and I do not know where they got the number. Seriously, I want to file a complaint!!!!!!!!!!!!!!!!!

Called around 8:30 p.m. I don't know anyone in Virginia so I didn't pickup. Will file report with FTC (see below) and suggest others do the same, especially if they are on the DoNotCall Registry like myself. Form is very short and quick.

Left creepy voicemail with really heavy breathing for 13 seconds... DID I MENTION CREEPY!!! I called the number back after reading these comments and it said it was the Issues and Answers network and we did recently finish a claim with Allstate... I might call Allstate and tell them that these people are very unprofessional.

This number has called incessantly for the last two weeks. All hours of the day, and late into the evening. Never leaves a message, but lets the phone ring 20+ times before giving up.

Tom, ''the whole idea'' of the federal DNC registry was to help us control sales callers. It's been a great success in this house and many others I know. If you'd like to go back to chasing down every compliant sales caller with your no-call demands, go ahead and drop your registration.

You were never promised relief from every single call which you personally don't want. ''The Feds'' are not about to waste their time on DNC complaints regarding calls *WHICH ARE EXEMPT* from the Telemarketing Sales Rule. As to what you ''understand'' of the rules, surveyors are not held by federal law to the thirteen hour daily calling window imposed on sales and debt collection calls. The more polite firms observe similar hours, and only your state law might say any different.

you have to fill out the form in the National registry DNC list.they need a time and date this all happened.You,need to do your part ,to get these dirt bags off the streets.

After a couple hours of trying I finally got through to 1-800-234-7783 to tell Issues and Answers Network Inc. to take me off of their calling list. A live human came on and switched me to a person that could remove me. Of course that person wasn't available so I left my name and number and told them to remove me from their list. I'll probably be making another post when they call again.

The call came at 9:39 p.m. local time. As I understand it, it has been illegal to call after 9:00p.m. local time before no call lists started. What good are NO CALL lists when there are so many exemptions from them? The whole idea is that we don't want to be bothered by people we don't know regardless of why they are calling. The Feds never even acknowledge that they have looked into our complaints let alone taken any action. At least the state of Missouri usually sends you a letter in a few months tellin you the action or lack of ability to take action that they have pursued.

For any # I don't recognize, or that comes up "private caller" or "unknown", I answer by saying; "_____ (my town) Police Department". BOY! does THAT get rid of calls like this in a hurry!!

Called 3 times in 52 minutes; 4 times total in 2 hrs. Callback yielded message that they are Issues & Answers, a survey firm, and telling me I could call their PR liaison at 1-800-234-7783. I was put onto someone's voice mail to leave my name & number to be taken off their call list. We'll see! This is only going to get worse between now and November. Politicians wrote the do not call laws to exempt themselves. My only hope is that these people are smart enough to know it's a waste of time asking opinions of someone who is already enraged against you, and will actually delete my numbers.

I called the number back, and I got a recording thanking me for calling Issues and Answers. The recording said that if they had called me, they were interested in my opinions on some marketing something or other. I hung up before the recording finished. I just read the comment from Nathan, and if he is correct, it would have been a legitimate call. We have recently filed a claim with Allstate, and they did say they might follow up with a customer service survey.

1-16-2012, received a call at 9pm. Called this number back and got a recording, Company is Issues and Answers, trying to conduct a survey. Said if you have issues or if they have bothered you to call their corporate office at 1-800-234-7783 and ask for their public relations liaison. Presumably you can have your number removed from their list. I will try it tomorrow and see.

Called at 8:04 pm and hung up when the voice mail picked up. Caller ID said Norfolk, VA. We don't know anyone from there.

Issues and Answers was hired by Allstate Insurance to do Quality Control surveys for their adjusters. They called to ask how the service was following a recent claim that I filed. It was a legit call that I was expecting, although I didn't expect the outfit to be called Issues and Answers, so at first I thought it was bogus. After listening to them, they clearly had info from Allstate about me and my claim, and they only asked legit questions about how the adjuster performed his job. So, in some cases, at least, they are legit. There was a long pause at the beginning of the call, though, and I almost hung up.

Called on Sunday afternoon. Just jumbled noise in the background on the answering machine. I live in virginia.

Called my KY cell phone while traveling in AZ. Doesn't match the Oregon Health Dept. pattern.

I do not answer calls that I do not know who the number is. Hence it is a lost cause for them because I laugh evertime they call. I've been tempted to return their call late at night (between 2am and 3am) to ask them what they wanted. The temptation is getting harder to resist.

Received call from this number, heard background noise, I said hello and the party hung up.

Rec'd call 3/7/11 asked Q/I questions about allstate. I answered NO to about 5 questions caller hung up. Caller was a female who sounded like she had a cold, alot of background noise.

Called 3 times last night-after 9 PM-two "messages" were just beeps the third had a mans voice who started speaking before the recorder started but he said he will be calling me back. Not if I can help it....

Called numerous times. Stated calling for oregon health dept. I called the Oregon health dept. They are doing a survey. Silly to have it from an out of state survey group. I told them so.

Recevied a call from this Norfolk, VA Number. By process of deduciton, we believe the call to be associated with Identity theft from a Chinese women who resides in the Norfolk area and along with her associates conducts identity thieft. Earlier she and her Chinese associates hacked into our email account, when we recovered the email, then she tried to elicit our password from the account using a recognizable email address that we could trace, also she created a false myspace page in China with our name. We have documentation on this. We were hoping the Norfolk police would do something about this harassing and nusiance calls. We tried to talk with Nationline who distributes the number, but they were unwilling to help.

I keep getting calls from this number and they won't stop.
I have gotten 10 calls from them in just a few days.
They call me several times a day too.

I receive a call from this phone number that just does beeps over and over for about 5 minutes on the message machine. This is about the 20 + time they have called. Nobody responds if you try to talk to them for me.

I am getting sick and tired of getting many phone calls on my cell phone from 757-769-7127. My phone is registered with the do not call registry but somehow they are getting through anyhow. They never leave a message but call in the late evening. Annoying!!!

called everyday for the past 5 days, last wednesday they called four times. I screen all my calls, they never left a message which I think is very rude. I was beginning to think I had a stalker, and was getting a little spooked with the last couple of calls. I was concerned enough to start searching the internet for a reverse directory then just entered the phone # and searched and found this site. caller identified himself as a health care survey for our state. after way too many questions, much of them ones no one should answer, the topic turned to tobacco. I think this so-called survey is a ruse for the tobacco industry to direct their marketing

I'm annoyed becauseI keep getting calls from this number and I'm on the Do Not Call list like others have posted here. If what people say is true that it's a survey then that's the issue because they may be exempt from the do not call list. I this listed on donotcall.gov

"Exempt Organizations include charities or certain non-profit organizations, organizations engaged in political solicitations or surveys, or Sellers or Telemarketers that call ONLY consumers with whom they have an established business relationship or from whom they have obtained the express written agreement to call."

So apparently do not call list is only for telemarketers that want to sell you something and if you do not already have a relationship with them (e.g. you bought something from them before or you agreed to let them contact you ... watch what you sign online or on paper).

This # called our home 2X within a 10-15 minute timeframe. Left no message. I did not pick up. We are on the do not call list and do not have any friends or relatives in VA.

Issues & Answers Marketing Survey. Got answering maching

I received 2 calls from this number (757-769-7127) One at 6:52 PM and one at 7:19 PM. First one was unanswered so answering machine would pick up, but unknown caller left no message. On 2nd call, wife answered after 2 rings, but after saying hello, no one answered or said anything. I am on every no call/no mail known but still continue receiving these calls from various people/organizations. Believe this one to be a telemarketer or someone conducting a survey, which I don't do. If I receive one more from this number, it will be reported to the state attorney general's office for appropriate action.

Called my home phone, was doing a survey on # of visits to downtown Norfolk VA. it was not apparent that it was a telemarketer, so i answered the phone. The person doing the survey was incredibly polite.

Called my cell phone every within every 48 hours, never leave the message. I called back the number and machine answering saying that they are with Global Market Research Network doing survey and to call 800-234-7783. I think everyone should be avoid with this numbers and contact FCC for more information.

I've received multiple calls on my cell from this number. Never leaves a message! I won't answer because I don't know who it is!

This number called our house and said she worked the Oregon Department of Health and...I don't remember the rest. She asked how many adults lived in the house. She wanted to interview my husband who said he was not interested. She wished me a good evening and hung up. I wondered what a person in the 757 area code was doing representing themselves as working for the State of Oregon.

He said he was calling to do a traffic survey, asked my age, where I lived and my cell phone number. he wanted to continue the call on my cell phone. i said no-if its a traffic survey why does he need my cell phone number?

Issues and answers called me at 8 pm on 7/14/10. Whats more amazing is that they were calling from Virginia a 3 hr time difference. Who carries out marketing research at 8 pm or 11 pm?

Have received calls from this caller for three years. Have blocked 8 of the numbers they use but they keep changing numbers. They always call saying they are looking for an Earl *****. Originally they were looking to collect on a lawsuit against this person, and proving to them that I am not this person seems to make no difference to them. Had my phone company contact them but they will not stop calling. Now they are calling themselves Issue and Answers doing a CDC survey. How many times to you have to say "no" before they get the message. They should have their phone service removed.

Finally, I decided to look at the area code (757) it was unfamiliar to me, and I have been receiving these calls on a steady basis.

I don't take calls from numbers I don't recognize. No i.d. cones up other than the number, and they never leave a message.

Called the number back (757-769-7127) and it said "Hello, you've reached Issues and Answers, a global marketing research firm". Recording goes on to say "if you received a call from us please be assured this is not a tele-marketing firm, nor an attempt to sell you anything. We are conducting a survey and want your opinion."

It's still unwelcome, in my book.

Asked them how they got my unlisted number and they hung up the phone.

Said they were conducting a survey on behalf of Oregon health. I went along with the survey but did not answer tho-thirds of the questions -- too invasive and identity-theft like. Next time I will not answer/block them.

Called 2 times this week, one hang up on answering machine and another when I answered the phone. I called Issues and Answers company and she said they were only calling farmers in Georgia and could not explain who would be calling me now.

They said they were the Center for Disease Control and was doing surveys for Health Practices in Oregon, asked if I lived here with someone, then said they could only speak to Him and if they could call back...I hung up.

Well...well...well...here we are six days after I reported this number to the complaint dept of the "do not call.gov" list, and lo and behold, here they are again calling me! I finally told her I had reported them to the complaint dept of the "do not call.gov" and to STOP calling me! They used the same line (i.e., calling about "health"). I will complain again to the "do not call.gov" place. Little good it does.

Called supposedly conducting a survey on "health." I said no thanks and hung up.

Did I plan to vote in the primary for the tenth congressional district in February 2010. I replied, yes. They would then like to survey me. I inquired how long this would take. I was advised ten minutes. I advised if it went over ten minutes I would hang up. She accomplished her questions in ten minutes. I live in the tenth congressional district in Illinois and she asked all questions that made sense for our area.

Yes, I received a call at 7:13pm and it was from Virginia as well. I called back it just kept beeping in pairs. beep beep........beep beep........... Similar to what you usually hear when your put on hold.

I didn't recognize this number, so I didn't pick it up but there is no way it should say Out of Area with a 757 area code since I live in Virginia Beach.

I called the number- a message said it was "Issue and Answers Network" a "global research firm". They gave their corporate number as 1-800-234-7783 8:30 a.m. - 5:30 p.m. EST.

She called at 9:16PM and asked if I had time to answer a few questions. I asked if she was aware that it is after 9pm here (she was not) so I informed her that she's not allowed to call this late. I asked her to place me on their do-not-call list (she seemed surprised) and she agreed.
