I received several calls from this number back in september and oct 09. I am in San francisco. One that I picked up (I think it was in september 09)I pressed one and waited to speak to rep, a guy asked something about am i wanting to talk about credit card debt, i said im wondering why i keep getting calls from this number, he mumbled something and i said i'm sorry i couldnt hear, he went on to say 'why dont you put a motha fucking cue tip in those motherfuckin fatass ears of yours you death fuckin fatass bitch cunt' and hung up. As you can imagine i was pretty shocked and shaken. I called back and it went to beeping noise. i have had more calls since then and not answered. This guy/this company needs action taken against them. disgusting.

Called while I was in class...called the number back it was disconnected...same # called my friend too

I pressed "1" to speak with a live operator. Erica answered and asked if I had indeed pressed "1" to lower my interest rate. I said, "Erica, I pressed one to find out why you're calling my work number..." She said, Thank you, and hung up without further discussion. This is not the first time I've seen this number on the caller ID.

Something must be done about this.

Everybody here should go to this website for the BBB (Better Business Bureau) and file a complaint, then they might do something about it, for I see it is a common occurrence. Around the nation.

Based on Kevins message (Just got a call from this number. They are asking if you are interested in lowering your interest rates on your credit cards.)

I would say that U.S. Bank sold my number to them as a US Bank clerk took my info last night to help me lower my interest rate on my credit cards. No one has my number as I just got it recently and I don't give it out to anyone (except for this clerk last night as he was going to call me back)

I told him several times,as I started to raise my voice, he asked me if that is how my mother raised me. I said..oh she doesnt want you to call her either. Then he repeated that over and over and then I started cussing...believe me, my mom would of done the same thing...lol.
If you cant even tell me what card I have or bank it comes from...better yet..if I didnt contact YOU..DONT contact me....you are NOT getting any info from me......

Received this call on my cell this morning but didn't answer. Was told the number was disconnected when I called it back. Deja vu! Didn't we just go through these harassing calls from the spam auto callers? I was getting those 3-5x a day. Now we're gonna have to deal with 'lower your interest rates on your credit cards' scams. Like most ppl I have a cell for private use & emergencies. When will these types of calls be illegal?

This was an obvious pitch that started out as a recorded request to speak to me "about your credit card account". They said that they need to speak to me about my Visa/MasterCard/Amex card. It was an attempt to make me think that they are my card issuer. When it became obvious that they don't even know what flavor of card I carry, I hung up.

Just called me, i did some research and if you hang on the line more than 30 secs, They start charging outrageos fees

calls my cell and home - I am on the do not call list. The rep (Shelby) wouldn't give the name of the company, won't let me talk to a supervisor. And told me I must be bi-polar, she felt bad for my kids, she was going to call me and have all the other reps call me every day to use up my minutes. Obviously not a legit company - even with bad customer service, no rep would be allowed to speak this way and still have a job. Oh and when I call the number, it says the number is not in service... I hate scams

I got a call on the cell from this number. Have gotten several calls from it before, which I had not answered, so I took this one. It was from "Credit Card Services" and wanted to "lower my interest rates." I pressed "1" and asked that they never call me again. The lady said she could not do that. She said they would call me again tomorrow, and then I would need to press "2" and then ask to be removed from the phone list. I asked for the ladies name, but she would not give it to me. Then I asked to speak to her supervisor, and she hung up on me.

Answered - no response.

Got a 2nd call today from this company. Thank goodness ATT Uverse makes blocking unsolicited calls like this so easy.

Caller [male voice] called my 13-year old's cell phone and said that his Visa Card was going to be shut off, and asked for information about it. I didn't know that he was getting the call at the time. My son told him that he didn't have a Visa Card, and caller simply said that the card would be shut off then, and hung up.

Got a call. Didn't recognize the number so I didn't answer.

I answered the phone and got a recorded message claiming I should not be alarmed. They claimed to be calling about my credit card Visa, Mastercard or American Express.

I do not have a credit card nor do I make payments so I put myself through to an agent by pushing 1 and he claimed they could lower my interest rates.

When I told him I don't have a credit card, he hung up the phone on me.

For the last two months I have been getting calls like this! As soon as I put myself on their DO NOT CALL list they then call me from another number!!

I am on the DO NOT CALL list but these phone calls are claiming to be from my credit card service. They are not a part of the national do not call list and have manipulated that whole system so they can call! I am not protected. Anyone can call me as long as I am doing business with them!

They have about three seconds to say soemthing before I hit the pound key until the call is disconnected. I think they call during the lunch hour in the hopes that their complete message will get passed on if you're not there to answer.

These guys just called me again at my office. The automated caller stated it was Card Services (which I know from previous experience is the credit card collections arm of Bank of America). I am currently disputing credit card charges with Bank of America, and I had asked them not to contact me at work. Apparently they don't mind getting slapped with a violation of the Fair Debt Collection Practices Act. This may be an independent telemarketing firm or collections agency representing companies like B of A, or it may actually be B of A. Regardless, I will forward this along to both the Mississippi AG and the New York State (where I currently live) AG.

wow, i just got a call from this number at work. I work at a LAW FIRM and this is what happened.

they called and said i can have a lower rate on my credit card...press 1 to talk to an operator. I don't want these calls so i press to tell them to remove my name. A man came on the line. I asked him for the company name. He said "Card Member Services, did you not get that in the begining?" I said...'what??' I was amazed...and he proceeded to cuss my behind out. He said "I didn't have time to F* around with little old ladys and to do it on my own G-D time."

I get these calls all the time and always hang up when the recording comes on but after this I will take action. My research begins when I get home and I will not stop until I do my best to put this company under. There is NO EXCUSE for what just happened and he is one of the ones that give telemarketers a bad name!

Recorded message, "lower your credit card interest, blah, blah, push '1' to talk to an operator." I pushed "1" and got "Bennie". I asked Bennie who he worked for and how they got my cell number. He said it was "Financial Solutions" out of NY. I asked for a contact number, and he said he couldn't give me one because he was in a call center. I asked for his employer's number, and he said he would let me talk to a manager, then hung up on me. At least he was polite about it...

This called called my personal cell phone and wanted to talk about the high rate on my credit cards; when I asked which one(s) they were vague and when I asked to know how they got my information and to speak to a supervisor they got rude and hung up. When I called back the number was "disconnected" but location was Biloxi, MS. I tried advice from rayne36 and called Biloxi Police to report and they stated to start report with my local (San Antonio) authorities...right!

Contrary to what you've learned from Hollywood and the Boob Tube, it takes less than a full second to trace a call.
The CARRIER is ALLTEL Communications out of Biloxi, MS. The owners name is listed as Financial Solutions. The claim is that they are a company out of NYC on Park Avenue.
Both the FTC and FCC have taken numerous complaints. Had this so-called business been owned privately, they would been shut down by now for violations of the US DO NOT CALL list. However, they are still in business.
It does not matter whether or not you answer. The call only establishes validity and ownership. That is why their operators hang up on you or are otherwise rude.

Second time I received this out of state call on my CA cell phone. White pages only lists this as a Biloxi, MS location. I did not pick up since I don't know anybody from out of state, let alone in Biloxi, MS.

They called and pressed "1" to talk to them. I played along with their incredibly stupid phone scam. I had them on the line for 24 minutes! Can you beat my time?

I just want to let you all know what I have found out about this number and how they work. First of all YES 228-209-9560 is a SCAM! This number belongs to a pre-pay cell phone in which we call disposable phones. The number is not listed in any directory as a business and in fact is unlisted. The person that answers the phone is a woman in Biloxi Mississippi and will drop the F bomb if you ask her for any info in regards to her name or the name of the business. My self being a scam baiter tried calling the number back but to my surprise it was no longer in service lol. The scammers usually use the number only till they get a good hit or 2 and that usually only takes about 2 weeks. After that they toss the phone out (cheap pre-pay phone)and get a new 1 to start over with. They say they want to help you lower you interest rates on your credit cards but in fact they want your credit card info so they can rob you blind. DO NOT GIVE THEM YOUR INFO simply hang up on them and call your local police dept to make a report. If it is to late then you need to call your credit card companies and cancel your cards and report identity theft so you wont have to pay for something the scammer did. I hope this helps you all. Also the number for the police in Biloxi MS is 1-228-392-0641 to make the report with them. I already have but the more calls they get the better.

OMG.... this recording calls me all day long on our back phone line at the office!! The same recording is used for several different numbers from different area codes! How do we report them??? I refuse to listen to the entire recording and don't want to press any buttons for fear I might get more phone calls with other recordings!! What to do???

Well guess what..the number from Oregon is a scam as well. They tell you they will put you on a list of the numbers for companies to not call. THEY ARE LYING. After you file a complaint about the numbers that have been harrassing you, they then ask you for your phone number. It's a scam.

These calls tie up our switchboard constantly. We can't just press "0" or whatever to have our number removed because we have over 100 different numbers, etc. So I usually press "1" as if to discuss whatever they're pitching, hoping to talk to a supervisor to explain that our students cannot get through when they are calling us about, 'our loan approval', 'credit card rate', 'scheduled satellite dish install, etc. Typically the call goes dead right then. On a few occasions, I get someone who hangs up as soon as they hear who I am. This number just went dead. Called back and received disconnected message. THIS IS FRUSTRATING!!!

There was and automated voicemail left that did not identify the caller; just said to press 1 to speak with a representative. The scammer just called at 11:30am Los Angeles time. I like my ringtone, so whenever I get a call from some unknown number (including this one), I let the phone keep playing my fave ringtone :)

It's just random calling and if they call you don't get involved just hang up! When my Mom gets these types of calls she picks up the receiver and hangs up the phone if they call back she presses the "*" button with the loud beeping sound.....they don't call back.

Did not answer my cell. They left an electronic message about my "current VISA, Mastercard, Discover, or Amex" something about lowering rates. This is at least the 5th call from this number.

10:50am CST I got this call on my Cell. Decided to see what the company's name was. I asked and he replied "Account Services" I said that is the name of a department in a company not a company and said that sounds pretty Generic and he went off and started arguing with me about wasting his time I tried to get more info out of him and he started saying stuff about my mother and so on. It was pretty comical. I said good day sir and ended the call. This guy is spoofing the number, the actual number is disconnected. I personally enjoy screwing with these people. If I get called back I'm going to go along with anything to see if I can get a callback number to verify it is "legit" then I'll have his ass.

Received call at 4:53 p.m. EDT. Showed Biloxi MS and the number. I did not pick up and they hung up when the machine picked up. About 5 minutes later I tried calling the number and received the standard phone company "the number you have reached has been disconnected" voice message.

I just received a call from this number and did some research into it. I called the police who referred me to the Better Business Bureau. The BBB said that the number was connected to a business which calls itself “Credit Card Services,” but there is no address and no name other than that. When I sent to “creditcardservices.com,” they have the following message posted. Apparently they are not the ones doing the calls and would like to catch the criminals, as well. I am copying and pasting the following from the legitimate Credit Card Services. Hopefully this will help us catch them and put them in JAIL!

Telemarketers trying to do a credit pitch.

Just received a call at 1.51pm EST on my iPhone from (228) 209-9560 Biloxi, MS, about my credit cards. Pressing #1 to find out what's going on with my cards (doh!), a male person asked me if I had pressed #1 to lower my interest rates. I said no. Did I press #1 for some kind of free vacation then? I told him I wanted to find out why they're calling me on my cell about my credit cards. Beyond rude, the guy yelled at me "Your cell? I'm going to call you every day, you f***ing retard!" and hung up on me. Unbelievable.

Calls from Telephone Credit Card Services. Press 1 to be transferred to a person or 2 to be removed from their call list. I have pressed 2 for months and they still call. I pressed 1 today and told person I wanted removed from call list and I didn't get out the entire sentence and they hung up... I tried to call back this number and it says it has been disconnected. A woman's voice recorded message said it was from Telephone Credit Card Services and that they needed to speak to me about lowering rates on all my credit cards. It requested to press 1 to be transferred to a person or 2 to be removed from their call list. I just hung up.

Don't even bother with the do not call registry with these scam artists. by definition they are illegal and do not consult the registry to make sure they are not trying to steal from someone with a telephone number that is not on the registry. Jeesh.

Got an important call about my credit card so I pressed 1 to speak to them. I told them to stop calling me on my cell phone eating up my minutes. The bitch said she is going to program my number for a call from them every day!

Call came in while I was sleeping (on vibrate so I was not disturbed). No message was left. Call time was 13:28 Central on 9-17-09.

I have been getting calls from this number for months, never listened to the message all the way through. I finally listened to it half way through and pressed 1 to talk to an operator. Some guy came on and I said "I've been getting calls from this number for months and want to be taken off your call list."

The guy said "That's because you've got to press 2 asshole to get taken off the list. Don't waste somebody's time. Listen to the whole message, bitch!" Then he hung up.

I called the number back tonite and it says the number is no longer in service. Apparently it just called yesterday....

Called me today at 12 said something about a credit card I was trying to ask her how she got my phone number and she just keept talking over me so I told her to put me on the do not call list.Then I just got hung up on. I'm not sure if she really did because when I called the number back 5mins later it said that this number had been disconnected.I dont even own a credit card???????

They called and when I asked them what was wrong with my credit card, the guy told me "we're cancelling it cuz you're a faggot".

Go a robocall (now illegal) on my cellphone telling me it was a routine call about my credit/credit cards. Hit the #1 so I could get a name--Erica from Financial Solutions---reminded her Robocalls were illegal--she hung up.

Oh, if they call you on your cellphone, and you know not to answer ... SAVE THE NUMBER on you cell "HANG-UP!! Telemkt" or "HANG-UP!! Scam". You will be surprised how soon the primary, mobile, fax, work number entries fill up!
Anyway .. when you see the "HANG-UP!!" on your cell, you don't have to be puzzled at whatever number would otherwise display "866-..."

Received call this morning. No one on line when I answered. No message left on my cell voice mail. I tried to call back and received pre-recorded message..."number is either disconnected or no longer in service". I have received a number of calls such as this from different entities, ie, Breast Cancer Charities of America and Texas FOP. All of this started after I surfed onto a website that said it was Walmart. It asked me to fill out a survey, which I did since I thought it was Walmart. It wasnt Wallie World at all. I am on the DNC list and will report this number.

So I said I'd stay on the line & she hung up. *sigh* ... I wanted to waste the super's time, too.. Can't wait for the next time they call! Bwaahaha haha hahaha .....

Credit Card Services called my sons cell phone. He answered the phone and as soon as he found out what it was about he hung up on them. I used to get these calls all the time on my house phone until the FTC went after a couple of companies related to car warranty calls. The calls for the car warranties and Credit card services stopped. Hope they aren't starting up again.

Missed call from an unknown caller outside of my state (CA). No voice mail left. I figure it's a scam.

Cell started ringing at 7:30 am PST. Didn't get to it in time, but caller ID said it was a Biloxi number I'd never seen before. No message, just an unwanted wakeup call. Saw advice from one poster that suggested complaining to the Mississippi public service commission, but the MS PSC website only allows complaints from MS landline customers who have previously registered for the MS do not call list. Call me crazy, but I don't think I should have to register my desire to be left alone 50 separate times in 50 different jurisdictions. The phone lines cross state lines, y'all. They reach around the world. Please don't tell me I need to register with the UN, too...

My cell is unlisted. I reported the call to donotcall.gov

it's their voicemail, it is a recording of the no longer in service line the phone companies have, listen to it, it repeats and then clicks like a voicemail would, definatley scam, not worth bothering with....

This company called my cell phone (only 4 family members have this #) They stated they were "Financial Solutions" from Park Ave. N.Y. and they were going to lower my debt. This "robo-call" took place on 09.03.09 after a new law went into effect on 09.01.09 prohibiting these type of calls. I filed a complaint with the ftc.

Received a pre-recorded call on my cell phone. The message mentioned Discover card. Not being a Discover customer, I was pretty annoyed. When message prompted me to speak to an agent, I pressed "1" and was transferred to a live operator. I told her that I was not a Discover customer. She said that they were not Discover--I told her to take me off their list anyway. She said she would transfer me and for me to select prompt "2"--I was never transferred and the call was dropped. When I attempted to call 228-209-9560, I received a message stating that the number was either disconnected or is no longer in service. Pretty shady...

I didn't answer, but the weird thing was they called my brand new home phone, then immediately my cell phone number I've had for many years. How did they know they were linked? They have access to a good database.
The new home phone is only a month old. I don't give out the number. Freaky.

Interesting. Several other reports of this number today. I called it back after I read Debra's response, and received the disconnected message.

I keep getting calls from this number at random times of the day. It had stopped for a few weeks, but they are back in action.
I have never answered, but I get the following voice mail on my cellFemale voice calling about "one of" my credit cards (no specifics). "Do not be alarmed, nothing is wrong with your account" blah, blah, blah, something about lowering my interest rates.
I just hope no one falls for this crap. They don't even make it specific to you. That's called phishing, folks!

I received a call today (8/26/09) from this phone number. When I called the number back a second later a recording came on stating the number was no longer in service.

Lets have more unregulated business able to commit criminal acts without being held accountable by the government that we pay to protect us from these kinds of scammers and frauders. We pay more and we get less. Maybe we should just hire Blackwater to eradicate these problems. I bet if we all chipped in a $1.00 we could get a lot more for our buck than giving it to our own government.

It's a cell phone based in Biloxi, MS. Telemarketers should have a legal address or the call should be illegal.

LOL I got a call from them too just minutes ago! When I pressed one I got a man with a strong accent and he asked me name and stuff so I changed my voice and I told him I am the senate of MI and that I now can locate them with the number. Their response..."Oh Shit!" than ended the call. I'm guessing they have no clue who they are calling cause in Jersey and they fell for that.

I was a little thrown off by the call being from Biloxi,MS; I just this week had some friends move there. So, that was weird. Generally I don't answer calls for numbers or names that I don't recognize.

I recognize the 228 area code being from Mississippi...only I live in Indiana. Automated message called my cell phone like others who've posted complaints here. I phished the name "Financial Solutions" out of the girl who answered after I pressed "1." Started asking questions about how process works and was soon transferred to Dan the Manager. Asked him more questions and he promptly ended the conversation by hanging up on my face. I'm reporting to both the Secretary of State in MS and in IN.

Started with a recorded message with female voice. Started mentioning credit card issuers and indicated that they had very important information about services with those companies and, as I recall, to press 1 to speak with someone. Upon pressing 1, got a live person with a very heavy accent. Asked him name of his firm, said "Financial Services Inc". I asked him how they got my (cell) number and he said through publicly available information on credit cards and card usage. Said they got information that we may benefit from what they do for people and that he wanted to ask some questions. I refused and asked for their working phone number. He hung up. I called the number from caller ID and got a recorded message indcating that "the number has been disconnected or is no longer in use".
This sounds like a dangerous (identity-theft) sort of operation.

Was called by auto-dialer recorded message "This it John with the Debt Department....". got same call yesterday from different number and hit 2 to be taken off calling list but here they are again. I talk to Betty who says she works Debt Services ( I have heard from them before possibly a company out of OH) in NJ. She wanted personal info but I just kept asking for company info. She claimed she would transfer me to a Loan Manager and got my name and number (used Smith, John and the number they had dialed) then the phone went dead.

Please please tell me an authority who can nail these bastards down. I will cooperate. I got a Remington 870.

Just got a call from 228-209-9560 on my cell phone and it was an automated message with a female voice saying not to be alarmed, that the call was in reference to lowering the interest rates on my credit card and then gave me option 1 to speak to a representative and option 2 to be removed from the list. I pressed 2 and the call ended right away. I tried to call that number back and it said that number was no longer in use or disconnected. Probably shouldn't have pressed anything at all but will come back and report if I get anymore of these calls...

I was able to answer the call, there was an audio recording first about lowering my interest rates for my credit cards. I waited to speak with someone and I asked what type of a scam is this and he became a little irate and answered "We do not deal with scams, this is a legitimate call for lowering your interest rates are you interested in that" I was silent for the rest of the call and he said "THE END GOODBYE!"

Received this unsolicited automated call on my cell phone (illegal), caller did not specify the name of the business making the call (also illegal), and when I tried to speak to an operator to have my number removed I was disconnected. I will be reporting this to both the FTC do-not-call list and to the AZ Attorney General.

Received call minutes ago, pressed one to speak with agent, lady came on, I asked to be taken off call list and she hung up. I'm sending this information to the Mississippi Attorney General's office. This is clearly a scam. Please contact that office with your info immediately to help put a stop to thieves and predators.
