"T" (see message below) obviously entered 904-398-4657 in the box where his own (registered) phone number should have been entered on the Do Not Call complaint form. That is why the complaint was rejected - not because the FTC has changed its rules.
Note to "T": You register your own phone number, not the number that is harassing you.
Note to "I Dig Deep": DNC stands for Do Not Call, not Democratic National Committee.

This company is phishing for credit card numbers.
Complain to the FTC and your state attorney general every time they call - and do not give them any information!

They call me weekly, automated message says "not to be alarmed" and pitches request to speak to an operator about credit. I have my # on the Do Not Call list but they do it anyway.

Got the "Don't be alarmed..." message. The answer to why the number announces it is disconnected could be several reasons. The first could be that it isn't a real number. The company that is calling you clearly do not want you to know who they are. When you own your own phone system, you can send out any number you want to. They obviously programmed it to send the number listed. The second reason you may get that message is that when you call it, their phone picks it up, saves your phone number (from caller id), and then gives you the message stating it has been disconnected. Did their system really answer it? You never know. They are clearly scamming people.

I pushed "1" to tell them to take me off their list and that I am on the "Do Not Call" list. The rude man of the other line said,"Damn, you don't even want to know what this is, before you want off the list". He stated that the do not call list has no relevence and that they have the right to call me because I fell in their qualifications based on the credit bureau report they receive. I again informed him to remove me from the list. He again was rude and said I see how it is you just want to be independent! What a freak.

I ran to the phone - but they hung up just as I picked up. Called back, number disconnected - spoof number. Same jokers called me poor old mum in TN last week. She didn't pick it up, left no message. Same info on caller ID. Hope they all get hit by a bus. Or a train. Or better yet, hit by a bus into the path of an oncoming train, and dragged for 2 miles. Yeah, that would be fitting.

These guys have me infuriated. Both my phone and my 89 year old mother's are on the do not call list. My mother is hard of hearing also & the calls scare her if I am not there to help her. Yet, there is no way to stop them. I have pushed the number to talk to someone there & told them to stop -- they just were incredilby rude and then hung up on me. And, they keep calling.

If this is a computer generated call if you start pressing lots of numbers it whacks out their computer and it will kick your number out of the computer so it is not called again. I usually just keep press # and * and throw in a couple of 911's just for the heck of it...

Recorded message, something to the effect of "Don't be alarmed but this is your last notice to get lower interest rates on your account. This is the last notice you will get. Push one to talk to your account representative, push two if you do not want any further notifications." Dialed back, number said disconnected. When called again, I spoke to a representative that offered a service to reduce interest rates and consolidate debt. After asking for some basic information, I was then asked to give them a CC number. When I asked who they were and where they were I was told 'Credit Services' out of Atlanta GA. When I asked another question and their phone number, they hung up. Folks, this is a SCAM of some sort. After speaking with my phone company, my local Police dept AND the FBI, I was told there was nothing they could do until a crime was committed. The phone company wouldn't trace the call without a subpeana, and the police wouldn't/couldn't issue a subpeana unless a crime was committed. The FBI can't do anything unless the total aggregate loss among people is greater than $100,000. SO WHO THE HELL IS PROTECTING US FROM THESE PARASITES. With the overwhelming information on this site and others, its obvious they are up to no good.

Thank you Rick up above for your info. I wondered how come when I called this number back I got an "out of service" message. I am going to use your link to file a complaint. I get these same people calling me from 850-916-3033 and 506-228-6874 and "out of area" and "private caller" too. I am ANNOYED at these continual phone calls. I cannot get them to stop calling.

This Toro Bravo 850 company has called MANY times over the past month. They also call from 904-398-4657 and 506-228-6874. I have pressed 2 to be taken off the list --which doesn't work -- and also pressed 1 and spoken to people 4 times. The first time the girl told me she'd take me off their call list for $5 (??!!!). The other times I was hung up on after asking for the company name or playing along and being told I didn't qualify for their help because I said I had less than $3,000 in credit card debt. I actually have no debt, but was trying to get a company name. This is really annoying. Am on "do not call" registry. I called my phone company and they said they couldn't help. May try to report to FCC. ? How can we get this to stop?

Auto dialer and message which started before the voicemail recorder started and ended half said (got: "... this offer is only good for a limited...". I am on the DNC and I am reporting them.

It would appear as though this is an Identity Theft Ring that calls random numbers using a dummy line so that they cannot get traced. The moment you show any hesitation, they'll hang up on you as you are wasting their time. But if you actually give any info out, forget it!

You answer and get an automated message stating that "today is the last day to lower the interest rate on your card if you press 1". My wife hit the "1" button a month ago and spoke to one of their agents. After stating that we were on the Do Not Call list and that we wished for them to not call us anymore, the agent said "sorry, but I recommend that you simply don't answer your phone if you don't want to receive these calls." DON'T ANSWER YOUR PHONE!?! Needless to say, my wife exploded and they hung up on her.

I got the call today. Knowing my wife's previous experience, I calmly pressed "1" and asked them which card company they represented. The guy wouldn't tell me. "All of them" he said. I then told him that I would like to speak to a supervisor. "Bye bye" he responded. "NO! Don't hang up on me... I need to speak to a supervisor!" "Gooood bye..." he says. "Can I PLEASE speak to a supervisor!?" "Byyyeeee..." he says in the most condescending voice imaginable and hangs up on me.

After seeing the unknown name appear on my caller ID, I called back right away and also got the message that the number is disconnected. I've registered with donotcall, and this year I have been bombarded with telemarketers! I don't remember if these scam artists left a message on my answering machine or not, because everyday, I have to keep erasing their annoying messages that are filling up my caller ID and answering machine. What happened to the law that was passed a few years back that did stop telemarketers from calling to those who wished to be on the donotcall list? All was quiet for awhile, now it's worse than before they even passed that law. I've never received as many scamming telemarketing calls as I do now?!

Caller ID shows up as Private Name Private Number when they call, but it is the same recording as the others "...last chance to lower your interest rates...push 1 to talk to...blah, blah, blah"

They call me almost on a daily basis; if I do not pick up, their computer system disconnects when my machine beeps and part of their automated message gets recorded.

Today, I pushed 1 and after a couple of seconds, a woman answered from "Credit Services" and asked if I'd like to lower my interest rates? I told her I'd like for them to take me off their call list. She then hung up on me.

Maybe people can start a campaign to our soon-to-be president asking for some regulations regarding these types of harassing calls. I am sick of them.

Like others before me, I get a call from this number frequently saying "this is the last chance to reduce my credit card interest". IF I hit "1" the person who answers the phone (after the automated message) says they can lower my credit card interest. I did not contact any company for this. They say I contacted them, but I did not. I ask them each time to take me off their phone list - they ignore doing that. They are also rude and hang up on m, and they continue to call me.

When I call this number back, I get a message that the number has been disconnected. This is probably THEIR OWN RECORDING. It is also a PHISHING SCAM to get my credit card information. I am going to file a complaint with the Do Not Call Federal program, the FCC (http://www.fcc.gov/cgb/consumerfacts/1088C-R.pdf) and with the state Attorney Generals office next.

Was home at the time the message came in (Same message as everyone else) and pressed "1" to speak to a person. They have called several times and each time I spoke to a person and started asking questions, they hung up on me. Got an automated call this morning from this number. Woman's voice said something about lowering interest rates, so I hung up.

I thought the do not call list worked to block this type of unwanted soliciting, but nothing is perfect.

Got a call today from this number. I was told I could lower interest on credit cards.I decide to turn the conversation since caller id said Jacksonville Florida. Started asking about the weather down there and told him I used to go there when I was in the Navy. You get the idea anyway they got pissed and hung up.

Have received numerous NUISANCE phone calls from 904-398-4657 apparently located in Jacksonville, FL. Effective immediately, I want this caller to cease and desist from any further attempts to contact me. The recorded call always begins: "Do not be alarmed..... etc." If I can get a specific identity for this caller, I will take legal action with serious financial consequences for the offending party. This is my first and final warning.

Same as everyone else. I pushed #1 and when the guy came on the line, I asked him what co. he was from. He said Credit Services and wanted to know why I pushed the #1. I said that the recording told me I would get my account rep. I asked him which account he was calling about. He was really rude and I told him I was going to report him to the Gov. The callers know that you will get a disconnected number when you call back so they don't care. I am going to contact the DNC list and file a complaint.

I receive the same call ("Don't be alarmed...") on my machine on an irregular basis. Finally was home, picked up, and tried unsuccessfully to convince the person on the other end to give me a number to call them, using the rationale that I didn't want to give out personal information to a person who called me, but I'd be more willing to talk to them if I was able to call them. As mentioned, my efforts were futile. No caller ID on the home phone line or I'd write them up with the Feds for violating the no call list.

SCAM - probably associated with a company called Clear Breeze Solutions .. claims to be able to reduce credit card interest rates then charges astronomical rates (close to $1000) for their service(s) / In one known case the "client" had only one account reduced 1% and was charged $997. Credit card company associated with the charge refused to disallow charge as they believed that a "service had been performed." This experience prompted a letter to the State Attorney General who is in the process of investigating both the policy at the bank and the Clear Breeze organization. BTW, the client was a 92 year old woman who although able to carry on a normal conversation can not follow detailed conversations invloving facts, figures and/or what sounds like legal jargon.

recd called from this ph# today 10-4-08 @ 11:51 am pacific time. After pressing 1, id'd themselves as something called "Account Services" and were offering lower interest rates on my "accounts" when I asked what accounts, the man said Visa & Mastercard. I then asked well, which one, Visa or MasterCard, and he both. He added that since I had made all my payments on time for the last 6 months, I was eligble to have a lower interest rate, and he wanted to know if I carried a balance on my cards, or paid them off. I again asked, well which account? If you know I've paid on time for 6 months, you should also know if I pay them off or not. He backed up & started saying he wsa just a qualifier etc. and was just trying to determine if I was qualified. I told him you're not a qualifier, you a low-life loser scam artist, and that I am a fraud investigator (which I am) and that he called the wrong phone number. I told him to get a real job, & to lose my number. After I verbally berated for about 3 minutes, the idiot hung up. I'm also on our states no call list, so will be reporting this (and the other 2-3 calls we've received) to the Attorney General's office for our state.

Today I received a phone call from 904-398-4657. I could hear lots of people talking, as if she was in a call center somewhere. She proceeded to tell me that because of the government being in such a bad state of affairs, they were offering people a chance to have lower credit cards bills. She made out like she was from a special government agency, etc. trying to really help people. She started off asking me if I had quite a bit of credit card debt. I said no, only some small amounts on two or three cards and what the APR rate was on most cards. I told her not more than 12%. She asked for card number so she could call to see whether she could get me a better APR rate. It was at this point, I knew something was not legitimate with this woman. I asked her again, what the name of her company was, and was she connected with a government agency? She replied, Please hold. Soon she came back on and again asked me to please hold. This time I heard a click. We were disconnected! I retrieved the phone number from caller ID, and called the number back, only to get a message stating, were sorry the number you are calling has been disconnected. I tried it several times, only to get the same thing. I called the local police department. They sent a man out to talk with me. He basically said there was no crime committed, since I had not given them a credit card for them to make charges on. He did advise me however, to keep a close watch on my checking account for a while. Everyone needs to really beware of the SCAM. I wish I knew a better way of letting people know about these people.

Received a call around 9 am from these people,I picked up and then hung up.Then about 2 that afternoon I received the came call but this time a recording came on from Credit Care Services to let me know my interest rate on my credit card is going up.Press 1 to speak with an operator to lower it.I pressed 1 because I was going to tell her/him to remove me from their calling list and inform them I am on the DNC list.The lady who answered said "Hello,please give me your credit card number,exp date and the 3 numbers on the back of your card so we can reduce your rate" I informed her that I do not have any credit cards and she got rude with me and said "Then don't press 1 this is for people with credit cards only" and she hung up.SCAM SCAM SCAM do NOT give any information to these idiots.

I didn't push any numbers because, if this was my last chance, pressing two would not do anything for me. Also, since I don't owe anybody anything, it would be impossible for them to lower my rates. This is a marketing scam at best and an illegal scam at worst. Since they are calling from a non-existent number, I think the odds are heavily in favor of the latter.
The police should be looking into this scam before people get hurt.

I contacted my local telephone company about this and another number. The "number disconnected" message indicates an automated dialing machine that is blocked to all incoming calls. The only assistance they offered was a referral to their "Annoyance Call Bureau".

I am on the phone with them right now. I gave them fake information. I told them I was from Communion Bank. I gave them a bogus 16 digit number and a random 800 number. I was on with them for close to 9 minutes.

These calls are all telemarketers and they somehow use VOIP to put up a phoney number for Caller ID. There is really nothing you can do except go to www.fcc.gov and file a complaint and to www.donotcall.gov and bombard them with complaints. They promised that the Do Not Call list would stop these calls but it hasn't. Everytime you get one of these call, file a complaint with both of these organizations.

I had the same problem as described by the person from Boston. Several times the call has come through, pitching the same service. When I did not recognize the caller this last time and just saw a phone number and after reverse dialing it, the same message comes through. The number you have reached 904-398-4657 has been disconnected. For directory assistance information you may dial 411 or your directory assistance provider.
That is really amazing that a phone service would carry this message when they keep using this exact number to dial out from. How did they(the company, marketing firm get my phone number in the first place). I am glad that it was not some long-lost cousin (I have so many of them I have not been in touch with), who was by chance trying to reach me. I was much relieved that it was not what I perhaps thought it could have been. However it is quite annoying to find out that this was a marketing agency and they have been calling me now atleast some 10 times in the past few months.
Really annoying. How can I stop these calls from coming.

And I hung up. I still have the email from FOP saying they would take me off the list, too. So now my motto is: DON'T DONATE TO ANYONE.
If you feel you want to or have to (most of the money seems to go to administrating these stupid calls, anyway) then tell them to send their junk mail only. I've changed to a PO Box now so I can dump the junk mail in the PO's trash when I get it instead of taking on the unpaid job of recycling for the post office.

Got a call from this # on 09/18/2008. They did not leave a message and when I called the # back I got a message that it was disconnected.

We received this same message that is transcribed below this evening, 9/17/08. This was on our home phone in area code 607 in upstate New York. When calling it back we also got the disconnect message.

When trying to call this number to see who was calling it goes to a recording that states that this number is disconnected. Yeah, right!!! How did they call me??? Did some research and found some additional infomration so tried to call again. Then next time enter numeric number. I do think these people are just phishing for
numbers for some illegal purpose. DO NOT LEAVE ANY INFORMATION FOR THEM!!!!!

Recorded message, something to the effect of "Don't be alarmed but this is your last notice to get lower interest rates on your account. This is the last notice you will get. Push one to talk to your account representative, push two if you do not want any further notifications." I had picked up on a rotary phone (yeah, I know, but it's a nice retro touch for the basement), so I could not put a number in and after some silence was disconnected. I immediately went to digital phone with caller ID and called the number back, but got a recording that the number (and it even read back the number on the recording) was disconnected!!! Huh? How did they just call me if it was DISCONNECTED??? Yes, I know I dialed the number correctly because I dialed directly from my caller ID log. Googled it and got to this website, am going to research through the phone company and elsewhere. Sounds like a scam to get account numbers to me, so DO NOT GIVE ANY INFO to this number.
