He's back. Beware if you see a comment on here saying, "It's not a scam. It's Citibank." because those comments are posted by the same guy who's making all the calls OR by someone he successfully scammed and THINKS they didn't get ripped off yet. Better check your account quickly before it's cleaned out by the filthy liar!
Scammers have an internet connection too, just like you, and post comments on these boards KNOWING that you'll probably search out their number after you've seen it on your ID so many times. It'll get you to second guess the calls if you see another person say that "it really is Citibank" and make you believe you ARE past due because MOST PEOPLE have an account or card somehow affiliated with Citi!! Last go-round he used the name "Shell". Next time it will probably be "Visa". The calls originate from overseas and are forwarded (known as "spoofing") to a U.S. area code and then misrepresented (easy to do) as a KY number on your caller ID. That's why if you try to call the number back you usually find out it isn't even a real phone number. Even if it does by chance turn out to be real and someone answers it, they see YOUR real number on their caller ID and now have confirmation that you are paying attention to when they call YOU. Normally if they use a real phone number to call you they won't answer when you try to return the call, but instead set up a fake answering machine message using whatever the current company name they're scamming with ("You've reached the Citibank offices"......blah blah blah) to further advance their plan. Beware: even if they already know some of your payment or personal account information (background and credit checks are easy to get on the internet for free or very cheap with only knowing your name, address or phone number. Ask your employer or insurance company if you don't believe that) , do NOT give them any additional info about yourself whatsoever but instead demand to be removed from their call list immediately and inform them they have 30 days according to law to comply or you can file charges. Tell them, "I hereby notify you according to United States FCC LAW to immediately remove my phone number from your list or face penalties within 30 days when I file a complaint against you for using phone lines for spoofing your real phone number which is a federal crime. You will not be warned again. You have 30 days." and then hang up. (Not speaking to you when you answer the phone is another tactic they use to eventually make you mad enough that when they call for the 50th time and finally do speak, they are sure to have your attention. But say the suggested sentences anyway as they are still on the line and will hear you.)

If they won't remove your number and keep calling back, pick it up then immediately hang up EVERY TIME. Or let your machine get it but pay no attention to any message they leave. The calls will stop within a few days when they have to move on to more lucrative possibilities instead of continuing to waste their time every day on getting the cold shoulder from you. This is their bread and butter after all, so if you stick to your guns they'll choose another possible victim to scam who doesn't recognize their phone number. BUT IF YOU KEEP speaking to them, getting angry, making threats, they'll keep calling for weeks to try to break you down. Don't do it. Keep your cool and hang up, or push a number repetitively in their ear 20 times and then hang up. Or take the phone off the hook for a while (shut off cell phone). Whatever, after you've warned them once , never again give them the satisfaction of having a conversation with you.

If you have call blocker with your caller ID service on your phone, use it. Here's a link explaining how:
http://www.att.com/esupport/main.jsp?cv=807&ct=9001834&pv=2

Here's a link to the FCC complaint page:
https://consumercomplaints.fcc.gov/hc/en-us/sections/200383400-Wireline-Consumer-Guides

This explains caller ID spoofing:

The truth shall set you free.
Hope this helps someone.

P.S. Anytime I get a telemarketing, unknown or scamming call I give them the Good News, aka "The Gospel Message". I report all scammers regardless, as they should have to face the legal consequences for breaking the law in what they've already done AND/OR have attempted to do. But they also need to first and foremost stop stealing: turn from their dark ways and put their faith in the True One, having a real heart change to bring about a lasting "new leaf"; born again better, if you will. Normally they just hang up on ME and never call back. That's par for the course, as most of these evil-doers will run fast in the opposite direction of the Truth and the Light in order to stay hidden so that they can revel in the cover of darkness and lies and continue in their thieving ways, choosing rather to love themselves above everyone else as well as the One Who gave them this life to live in the first place! Hopefully they'll see the problem with walking a dark path at night before they fall in a 6 foot hole in the ground and it's too late.
So I warn them once with a message taken from this:
http://www.areyouagoodperson.org/

This page has a few audio recordings by Mark Spence demonstrating how he gives the gospel to telemarketers the way our Savior taught, if you're interested in learning how to do it:

Some people say this is not a scam - however, when I did a reverse lookup, it comes up as a mobile number. Why would Citi call me from a cell phone? I got the first message on my answering machine today, saying it was Citi. However, my wife answered the phone yesterday, they asked for me, she said I wasn't home and they hung up without leaving a message. My wife is on the account with me, so they could have talked to her too. There is definitely something fishy about this number.

Citi called my cell (as per a google search). Never gave it to them. They are abusive. Called my home at least 4 times a day for weeks. They are calling my cell illegally as no one can call a cell phone number if you never gave it to them directly to contact you at. Left no message. The government should put a stop to their abuse. Have reported them and will report this incident.

I'm sure many others here would like a response, Ms. Buckland. Ultimately you will have to confront the source of your email, which does not maintain this site or this web page. It is unwise to publish your contact data in an open forum where any data harvester and scammer can find it.

From the volume of conflicting comments in this thread, this may be a CitiGroup number, a third party debt collector illegally in disguise, or a criminal hunting for bank accounts to exploit. In theory, someone wishing to pose as your creditor would be smart to spoof a bank's real CSR number. Contacting the bank yourself by a known secure channel would be a logical first step to clearing the fog. Making pleas here in a message forum and giving away personal information will only make you more vulnerable to the suspicious behavior you might wish to prevent.

it's Citibank trying to hide their identity for payment/collections!!!! I tried calling them at regular number (because I have an acct with them) and they refuse to let me talk; they want to control the conversation!!!! So I just keep talking over them until finally, they hang up on me!! Then when they try to call me from that same number, I don't answer!!! And they leave NO message. Now, all of a sudden, (859) 283-8071 calls, I was unavailable to answer; they hung up, no mssg, then called back from restricted number, I didn't answer; then 3 hours later they call from (859) 283-8071 again!!!!!!! AND if they would just listen to me with out trying to rant over me, then they would get the info they are looking for to begin with!!! Stupid people!!!! ughhhhh

I got *many* calls from this number also, Florence KY, starting last Sunday 3/4 and repeating every 20 minutes to an hour until almost 9PM. They normally left a message saying they were from "citi".

Once when I answered I was asked to enter our card number. I said no and hung up, and called citicard who said they had not tried to reach us.

I got several more calls. Yesterday I talked to someone with an accent who said he worked for citi. I said no he didn't and asked to talk to his supervisor. He then said he worked for "collections". Finally after I asked again for his supervisor he put me on hold.

Still getting calls from them though.

Definitely a scam. Someone has a list of Citi card holders and is trying to use it as quickly as possible before Citi realizes that it needs to close them all down and reissue new cards.

I've been receiving crazy calls from this number for years on my cell phones. Initially they called asking for someone else demanding money for outrageous items I've never heard of, so I added it to my SPAM list that has a silent ring tone. They never believed me when I said I didn't know who they were looking for.

Now they've left mean and rude messages the last few months demanding a return phone call. It is against the law for credit card or debt collectors to call this late at night, so it just confirms that it is a scamming company. I mistakenly picked up a call tonight not realizing who it was and they said they were CitiBank. They can't be because I just hung up with them on another issue and all was fine. This is a SCAM collections agency that will say anything to collect your personal information. DON'T GIVE IT TO THEM!

Constant calls but never the exact info. Happened to our entire block, making me think they have a reverse directory. Asked for my name and SSN, claiming I had a VISA card with them. Fished for information until my husband told me to hang up. Very threatening and seem to know all about me and my family. Be afraid and watch your credit report so that it doesn't show up as a delinquency. Other people can take cards out in your name and run up charges.

Called without ceasing. I used to have a Citibank card, but not anymore. Somehow they got my personal information. Have been calling with my name asking for my SSN. HAVE NOTHING TO DO WITH THESE PEOPLE....ask them to send it in writing if they have anything to say. Also put them on the Do Not Call list. This scan has tricked many and once they have your proper ID, they leave you alone and go to work on your credit. BEWARE!!!!

Recorded Message form ".CitiCards" - not a 'sales call' = (must have been) ! We do have a Large Retailer's Credit Card which is through CitiBank. It is current with no problems AFAIK. I am NOT calling back to the 800 # or website given. If they need to talk with me, they can have a real, live person on the phone. The recording did properly identify CitiCard as the caller.
Apparently legit, if in fact it is a valid Citigroup Bank operation.

Literally got off the phone with this number showing Caller ID just a few moments ago. The young lady asked for someone by name that I don't recognize, and is not associated with my cell number anyway.

We hung up after that. Seemed like someone trying to do a skip trace and failing to find the target, who may have simply made up a number and now I got the call.

I'm going to be curious and see if I will continue to get calls for someone I don't know.

Four calls in the last two hours from this number. My husband answered call number 3 and there was dead air for a few seconds, then a woman on the phone asked for me. My husband asked who was calling, but the caller refuses to identify herself. Then asks if this is the correct number for me. My husband challenges if you can ask personal questions, then I can ask who is calling? The caller says she is not allowed to say who is calling and then asks if this is the correct number for me, again. My husband requested that our number be taken off their call list, since this is the third call this morning! The woman hung up. Call number 4 just came through...this time I answer. The caller doesn't identify the purpose of the call, but requests my Citibank account number to identify MYSELF and I refuse. I ask to be removed from their call list. No response is given and the caller hangs up. If this is indeed Citibank, as posts have said before, then they wouldn't be hanging up and they wouldn't ask for the account number. Also, I am not past due on my account and if this were a courtesy call to remind of a payment that is due, they would say that, which they don't. I would classify this as a scam folks.

859-283-8071 and 866-822-6675 call my house and cell anywhere between 20 to 30 times a day! 95% of the time they don't talk when I answer. On a few occasions that someone is on the other end, they want my personal information. Please people, both these numbers are scams! No company would ask for any personal information because they already have it! If you have concerns with your credit, only call the number on the back of your card! DO NOT GIVE OUT YOUR INFORMATION TO ANYONE WHO CALLS YOU!! Use common sense! If you do happen to be late on credit card bills, trust me the cc companies will not ask you for any information because THEY ALREADY HAVE IT! If your cc company needs to get in touch with you, they will call but they will not ask you for personal info. Why would they? They already know who they are calling. They don't need any of your personal info because they already have it. The only companies that will ask for personal info are the one's that don't have it and want it to use to take everything you have! Those companies are called scammers or Phishers!
For those of you that concern yourself with the comments made that claim the calls to be legitimate? Please... The people that posted those comments work for the scammers or phishers! For you scammers that have actually succeeded with your scam and managed to get away with someone's hard earned money? You should be ashamed of yourself! What goes around, comes around! Hopefully you, or your family will suffer the same or worse fate!
Hopefully my ideas that I recently shared with a certain Organization will work and you will ALL be prosecuted very soon!!! Hope you all enjoy your cellmates!

This is from CitiCards. I have an account with them, and yes, it is past due. We called them on 7/29 and told them we were filing bankruptcy, gave our attorneys name and phone#, and they said they would call him to verify. The calls come relentlessly from CitiCards, at first, and the call center is in India. All they do is leave messages to call them back at a certain number and give you a "personal code" number. They call all day long starting early in the morning and up to 9:00p.m. I finally put them on my call rejection list. That confused the robot caller. Finally, they call from this number listed to Florence, Ky. Since I have relatives in Ky, I answered it. No one there. That was last night after 8:00p.m. Then they called this morning. The call woke me up as I worked late last night( I am a cashier at a large chain store and work all kinds of different hours) and the guy asked for me by name. I asked who they were and he told me he was calling about my Citibank account. Told him we had called them and told them we were filing bk and he read me my attorneys name. I said, "so you do have the info". He said they would call him and verify.

Lets see if the calls stop now.

They have been calling me, but when I picked up no one answered. On their fourth call that I picked up, someone did start talking (I think this is their auto dialer system that is just lagging). It was someone claiming to be from Citi and my account was past due. I was very suspicious at first, since I have everything on Autopay. I told the man that I would do a little research and pay online. I would never ever ever give out information to someone calling me.

So I logged into my account, and it said:

---
Please Note: Due to upcoming system changes, the AutoPay feature will not be available after July 22, 2011. After July 22, you must pay your bill each month online, by mail, through your bank or using a bill payment service. For more information, please contact Customer Service.
---

So yes, my account was over due and now I'm using my bank's bill pay to manage this.

This was a legit call.

The first time I got this, it was a one-time thing. Now they're coming a couple times a day. I count 10 calls in my call history from this number in the past week. The one time I was available to answer, no one came on the line.

Those of you who say you got a call and you were actually late with your Citi account: could that just be a coincidence? People are in rough shape economically, and lots of people have Citi cards. Make enough calls, and you'll hit on some people who fit both of those. That's how phishers work, notice how you never get phishing emails from small regional banks, but only the big national ones?

 Jul 07th, 2011
SCAM * Scam * SCAM * Scam. Identity theft criminals. Never give any info. This scam is stealing thousands of peoples identity by asking you to verify your CC# and then SS#. Once you do your accounts will be maxed out. The real Citibank never asks for this information as they already have it. They have also made their customers aware that they never ever do that. These scammers are also on this website telling you it's legit and to just make a payment because they are easy to work with and the calls will stop. This is one of the worst scams there is as people do fall for it, mostly the uneducated elderly. Never give any info to anyone ever.

I didn't answer when it rang since I was at work. I do have a Citi credit card. It is current, never missed a payment in the 15 years I've had it. My current balance? $45. Yeah, one single tank of gas last month, just to make sure the card stays active. The auto answer thing when I called back did claim to be Citi, but I am NOT entering my card number into a system whose identity is not confirmed.

Called number back. It was CITI. Guy was very hard to understand. I asked why they were calling me. All I got was a LOT of background voices. I repeated my question and asked if anyone was there. Once again, background chatter. I hung up.

I recorded the "sound" of a fax machine into the audio of my phone answering machine. This seems to work for these companies. Two or three calls and it is listed as a "Fax Number" and the calls go away

This number is NOT for CitiBank. I have received several calls on my cell from this number and since I didn't recognize the number I checked on here to see who it was. A lot of people said it was Citi, I knew I had no late fee but I decided to call the 800# on the back of my card to see if there was any problems with my account. My account was fine nothing wrong. I did give the person I was talking to this number and Citi is reporting it. Was told you can also go to www.spoof@citicorp.com and report any false numbers.
Please be very careful out there. Again this is NOT Citi

Is it really Citi Group or a third party collector "borrowing" its name illegally? That sort of thing has happened with collectors hired by AmEx, why not another Bailout Banker? Of course, I won't discount Paul's suggestion from around Halloween, either.

This is Citibank. They were looking for an employee that works here. I told them they need to call him and not call his work place. The girl was very nice. Appologized and corrected the info in her computer. I did not even give my real name to begin with as I was afraid that it was a scam.

It is actually Citi Card collections - not a scam, I called the number listed on my card to verify and they said payment had been received and that the late fee was removed from the collection agent earlier today.

This is a scam. BEWARE!
They're phishing for your financial information.
I'd guess "John" and "Anne" and "freddieboy" are the same person.
Read "Paul"'s note. This is correct.

This number has called our house numerouse times. After the first time of dealing with him, I have not answered his calls since. WHen he called the first time, he asked for my husband (by name, hesistating with our last name). I informed him that he was not available, and asked to take a message. He then asked if I was THE Wife. I said yes, you woke me up, can I take a message? I was irritated by this time. He said, Oh sorry, and hung up on me.

The people using this numbers ARE NOT from Citibank. When you miss a payment (or something similar) on your Citibank credit account, etc., these scammers are given your name by a Citi employee on the inside who is being paid. The criminals then attempt to kick you even further when you are down by trying to trick you into thinking they are actually Citibank and want you to give your account password, PIN number, your social security number or your Citibank security "question & answer" to them over the phone. Citibank would never ask you for any of those things over the phone. The Citibank employee who leaks this information to these criminals is one themselves and should be prosecuted immediately by their employer, which doesn't happen, because Citibank is too big an organization to do it efficiently or even at all. There, that's the truth.

Called several times in just the last few hours while I was away. I have a Citi card but it's not late and I haven't even received the next statement since it was paid early (as always). This looks like a classic spoof call to me. CAUTION! No answer on recall.

After annoying my wife with calls and no messages for days. Turns out this is an outsourced calling center from India. Both men and women called, but did not communicate with her, and left no voice mails.
She verified they were real by having them give details of her last payment and other transactions.
Think they need to supervise and train these people more to communicate with customers. Calling multiple times a day and not talking or leaving a message creates a poor impression.
Starts when you are behind on your bill.

This telephone number w/ Florence, KY on the ID screen has been calling my office telephone number for days and multiple times per day. They ask for a person who has not worked here for 6+ years. I sometimes ignore the call when I recognize the number. But sometimes I answer and tell the caller the person is no longer here and tell them my telephone number is on the Do Not Call list. But the calls continue. Very frustrating.

I've been getting weird calls from this number and from 520-662-8988, as well as 904-954-1091. This is what they do:
a) hang up without saying anything
b) Leave a recorded message that either didn't say which account they were calling about, or that it was about a Sears Citibank account (I don't have a Sears Citibank account, though I do have a regular Citi account)
c) Once, a snappy guy said that they had "business" with me and that it "was not about a Sears Account" even though they were calling from the same number that said Citibank Sears. He hung up.

I was concerned because when I checked my Citi account, I saw that I was actually a few days late on my Citibank account. So I called Citi to make a payment. But the calls didn't stop--like 6 in one day! I wondered if someone had opened a Sears Citi account in my name.

So I called Sears Citibank Customer Service Fraud Department at 800-917-7700 (this was a number I got from the representative from the number on the back of my Citibank card) and a representative in the Fraud department confirmed that I do not have an account registered under my name, phone number, social security number, or under a recent application. She suggested calling the local police department.

I next called Citibank again, the card I really do have an account with, and they confirmed that they'd received my payment and that I was not past due. The woman I spoke to confirmed that they were NOT making those calls. She said my past-due account would not have even had time to enter the courtesy call rotation yet, and that if they had made the call, they would say something like "This is a courtesy call from Citibank to let you know that your account is past due."

So I'm puzzled. It seems like somehow there are scammers or a *very* shady collections agency (If Citi is legitimately doing business with these unprofessional, sketchy guys, I'm shocked and horrified) that can access information about whether you're even a day late on your account. If you get a call, don't give any information. As others have said, contact your card directly.

I hope these calls will stop. If they don't stop in the next few days, I will report the numbers to the police and then I'll call my phone carrier to get the numbers blocked.

this number shows up on my caller ID w/out an available name. Twice I've responded and twice there was no response on the other side.
They call about 4-5 times a day.
I finally called my carrier to use a call blocker so that when the number calls, I don't get the call.

What else can be done about this?

I saw a couple of posts below saying this was a scam. This is Citibank. The guy who used to sit at my desk and have my phone number AND work cell number apparently has had financial difficulties since being fired. (eeks)
Anyway, Im constantly getting calls and texts from Citibank telling me that (his) payment is past due....
They called from this number today.

This number calls at least 3 times a day on my work phone after 1 PM, every hour or so. The calls are never on weekends, always week days. Once I answered but I said my company name and they hung up. Two other times I answered without saying anything and there was silence and then they hung up.
