Checked answering machine, and it was off, so they couldn't leave a message if they wanted to. Internet search on AC 849 revealed this call originated in Santo Domingo, Dominican Republic, which means nothing but damn scammers. I've received 3-4 calls a month ago from the same area 849-963-4853
) with same Caller ID as NAME NOT FOUND. This is usually a robocall, and a woman with a very heavy accent. Like other bloggers have stated, they hand up hoping you'll call back so you can be billed astronomical long distance charges for the call. Best to just let it ring. One trick I use when I do answer is when they start talking, I hit the # key on the phone, which produces a very annoying beep. You can use short beeps, or a long one for as long as you want to hold the button down. Usually by the 3rd or 4th beep, they hang up. If it's a robocall, they'll continue to talk. In that situation, just give them the raspberry's and hand up.
Bottom line is .... stay away from unidentified strangers calling any of your phone numbers, or contacting you in any way. This world is full of people who are trying to commit crimes and scam others out of everything they have...so, stay safe, ignore these attempts to contact and eventually maybe they will just stop calling. Do not answer or discuss anything with strangers...you do not know what information they are looking for, so just don't answer. That is the advantage of caller ID, after all.

The DNC is USELESS to keep your phone quiet. Robo-dialing spam callers either disregard, or are outside US jurisdiction. If you do not want to be bothered by robo-dialers (including the political, charitable, and survey exemptions from the DNC list), then you must take matters into your own hands. I did. I bought a Digitone Callblocker, a device that lets me "invite" wanted callers, silently block individual pest numbers, and also silently block offending area codes entirely. That covers the most important features, but the Callblocker also performs a few more interesting & useful tricks. Altogether, Callblocker guards my telephone line so well that the phone only rings for callers that I want to talk to. DISCLAIMER: The Callblocker works for me, not vice versa; I don't have any financial interest in Digitone.

Assuming the caller ID is not also spoofed, Area Code 849 is an "overlay code" of 809, which includes the Dominican Republic.
That said, though I too am on the Do Not Call registry, it does not apply to International calls. The FTC's writ ends at the Straits of Florida.
The only defence against such a number is to block it.
Do not bother with any opt-out suggestions - that shows them there is a person there and not a machine, and the number is good (so it can be sold along as a verified telephone number).
I was too bleary-eyed when they called at 8:49 MST to read the Caller ID. They hung up as soon as I answered.

I got the same robo-call offer for free treatment paid for by Medicare for my diabetes and back pain. I'm on the do not call list also. I do not have diabetes and I am not on Medicare. I thought it was government sponsored fraud.
No message. Did not answer. I have gotten calls from this number before. Some of the out of country calls are scams or attempts to get your credit card number, etc. Bad news! DNC registry seems to help very little if at all. Agreed ... Caller ID is the best defense.
Just don't answer and when they repeat I check here. Appreciate this site to verify my suspicions.

I think they are Phishing and using medicare/diabetes as a guise to get response. When I pressed 2 (to be put on the do not call list) the call went to an actual person. This guy used my name and asked if it was I. I stupidly verified the name, then got a busy signal. They have been calling at least 3-4 times a day for the past two weeks. The number they call from is reported as "not in service."
I suggest people either don't respond and let your voice mail/answering service take it and delete it later with all the other nuisance calls, OR Pick up and promptly hang up. Don't waste your time by pressing 1 or 2.

When I pressed 2 to have my number removed I got a human. When I asked him why they were calling me since the number is on the Do Not Call List he hung up on me.

I received TWO calls from this number. The first one said something about diabetes and back pain... I hung up. (1:04 p.m.) At 1:06 I received another call from the same number and didn't answer. I am on the do not call list and had 2 other calls from different places today.

Here is the real issue. Most of these calls come from foreign countries The US has no jurisdiction over most of these and their own goverments simply do not care
They have so much poverty and other problems in their countries that they do not feel phone calls and/or scams are a serious issue, certainly not top priority where thousands of people live in sub standard housing and children die of malnutrition and other preventable causes
MOST people in these countries truely believe that ALL Americas are filthy rich and selfish - compared to the third world countries Americas are rich - we feed our pets better than many of these poor people eat.

Fortunately, I was just entering the house when the call came in and no message was left but caller ID said Dom(inican) Repub(lic)? call so I assume it must have been some call that I didn't need to receive.
This is the second call in a month.....I've never spoken to anyone but looked up the area code and found out it is from the Dominican Republic....Why aren't the phone companies doing something about this mess? Or the government agencies with the 7 or 8 figure budgets intervening...? HMMMMMMMMMMMMMM?

Name came up on caller ID as UNAVAILABLE. The phone rang three times I did not recognize the number so I screened the call with the answering machine.The phone rang three times then whoever is was hung up before the answering machine picked up the call. I also was inundated with political calls during the election. Isn't it great to be on the NO CALL LIST!

I have been following this site and one other, where people post their gripes about spam and scam phone calls, for some three years now. I do wish that one message could be gotten out to every person who nowadays owns a land line or cell phone:
Your Caller ID is your best weapon against spam and scam phone calls. If you see a name and/or number you do not recognize, do not answer the call. Jot down the call information, including date and time, then report this to the FCC and/or and FTC. Persistence produces results.

Hey Resident47, while I appreciate the links and suggestions, all those FTC "Enforcement Actions" tend to be " a federal judge has ordered the defendants...to pay a total of $30 million". I've watched people ignore judgments for years, and that was actual breathing people. Most of these scum, if they have a legal existence at all, set up shell corporations that will have about $1000 that the feds can grab.
That being said, it's still better to report it than not, if you have the time. It may discourage some of them.
My suggestion: If somebody wins the lottery, see if you can hire a mob enforcer on retainer. When he's in a town on business he looks at his list of scammers and "visits" them. Pick one with a good name like Blow Torch Bob or Kneecaps Malone.
Due to so many calls from unknown persons/those who do not show proper caller ID, I have turned the ringer off on my phone unless I am expecting a call; all my friends know this...so...I check caller ID several times a day and return calls of those I know; the rest...nope....and a silent phone does not bother me.

Received call at about 12:20 pm, Friday, October 12, 2012 with an "Urgent Medicare Message."
My number is on the Federal Trade Commission's (FTC) national Do Not Call registry.
I have received a call from this number before. My Caller ID displays only the telephone number. It is likely a fake telephone number but that does not matter. It does not matter what the live or automated (robo) caller says, it is likely false information until you are sucked in. After you return the call to the number they provide (or punch the number they suggest), you find out the real reason and originator of the call.
EVERY TIME I receive an unwanted call such as this one I report it to the FTC using its online complaint format. It doesn't matter if it is a fake number or not. I provide the date, time of the call, what the Caller ID displayed and the message if there was one. This action lets the FTC know that people are tired of unwanted calls - and if they (the FTC) want the reports to them to stop - or be reduced- they must stop the unwanted calls by imposing heavy fines or allowing the commercial providers such as Verizon, etc. to block the numbers.
These companies/individuals know that most people will not bother to complain to the FTC - that is what they are relying on. Thus, they stay under the FTC's radar. Complaining to this website, other than identifying the caller and letting others know they are not unique, does little to stop the calls.
If more people would complain to the FTC and not just complain on this forum, the FTC WILL take action against these annoying callers. The FTC does not act on one complaint alone. It takes many complaints before they will take action - but they DO take action if enough citizens complain.
