Left message, after a full minute of blank tape, said to call 1-800-860-0644 for a debt collection, but did not say who this was for??? Then stated their main office was in Virginia.

They also called from three other NEW Numbers, this month, but did not leave a message. I just keep blocking their numbers. They never say who these calls are for, and they seldom leave a message. Most times, they get my Voice Mail, use up 1-2 minutes of blank tape, then hang-up.

Call your local phone company to see if they have a service called "Call Intercept".. there is a monthly charge to have this service. With "Call Intercept", you can block any number in the United States. I have "Call Intercept" on my home phone thru Verizon and I am able to block 25 numbers. The person calling your number will get a recording saying "THE PERSON YOU ARE CALLING DOES NOT ACCEPT CALLS FROM THIS NUMBER, GOOD BYE." It's GREAT blocking Portfolio Recovery Associates from calling all day from different numbers. I am hoping that Verizon will extend call count from 25 to 50 numbers.

Total Scum buckets from hell! Violate every rule there is in debt collecting. They don't validate anything, they just keep sending you what on the original letter. Cease means nothing to this ass wipes. Norfolk is a meca for collection agencies as they get seasonal help that flow through the town like the bad water!

Called but no message. Portfolio Recovery has been calling me for months based on a debt my ex-wife ran up. I have tried to push them to go to court but they refuse. The last time they did so, on a differnt Credit Card, I responded as required by law and they didn't pursue it because they know they will lose. Seems they add a new number every few months. With modern technology, I am able to forward all their numbers direct to Voice Mail (never rings), so they don't even bother leaving messages anymore. Here are all the number I have collected:

There is much controversy over statute of limitations in all states. Even within the states, judges don't agree on the dates which really does a lot for the whole situation.

Most of the time, if you approach these bozos with a formal letter sent certified mail, return receipt requested and tell them to cease communications until they fully validate the debt, they will sell it to another bozo collector who will proceed to attempt to collect on it. When I say fully validate the debt, I mean specifically state in your letter for them to provide documents proving you actually signed a cardholder agreement or contract for the debt they are pursuing, copies of all documents they have on file pertaining to the alleged debt and authorization from the original creditor that they as a collection agency have the right to collect upon the alleged debt. Do not accept a copy of a statement as a validation of a debt, it is worthless. They will try and use this to shun you and satisfy the requirement but it does not. That is why you must specify in detail the documents (any and all) they have pertaining to the alleged debt. Yes, it's a pain but so are they and they are relentless. In some cases, if you do not challenge it, they may turn it over to an attorney within your state and attempt to file a judgment against you for the alleged debt. They can win if you do not fight it and having previous evidence that you have fought it is necessary if it does come to that point.

Know your rights as a consumer and act against those who violate them.

The following is directly from the Fair Debt Collection Practices Act:

§ 809. Validation of debts
15 USC 1692g
(a) Within five days after the initial communication with a
consumer in connection with the collection of any debt,
a debt collector shall, unless the following information is
contained in the initial communication or the consumer has
paid the debt, send the consumer a written notice contain-
ing—
(1) the amount of the debt;
(2) the name of the creditor to whom the debt is owed;
(3) a statement that unless the consumer, within thirty days
after receipt of the notice, disputes the validity of the
debt, or any portion thereof, the debt will be assumed
to be valid by the debt collector;
(4) a statement that if the consumer notifies the debt col-
lector in writing within the thirty-day period that the
debt, or any portion thereof, is disputed, the debt col-
lector will obtain verification of the debt or a copy of
a judgment against the consumer and a copy of such
verification or judgment will be mailed to the consumer
by the debt collector; and
(5) a statement that, upon the consumer’s written request
within the thirty-day period, the debt collector will
provide the consumer with the name and address of the
original creditor, if different from the current creditor.
(b) If the consumer notifies the debt collector in writing within
the thirty-day period described in subsection (a) that the
debt, or any portion thereof, is disputed, or that the con-
sumer requests the name and address of the original credi-
tor, the debt collector shall cease collection of the debt,
or any disputed portion thereof, until the debt collector
obtains verification of the debt or any copy of a judgment,
or the name and address of the original creditor, and a copy
of such verification or judgment, or name and address of
the original creditor, is mailed to the consumer by the debt
collector. Collection activities and communications that
do not otherwise violate this title may continue during
the 30-day period referred to in subsection (a) unless the
consumer has notified the debt collector in writing that the
debt, or any portion of the debt, is disputed or that the con-
sumer requests the name and address of the original credi-
tor. Any collection activities and communication during the
30-day period may not overshadow or be inconsistent with
the disclosure of the consumer’s right to dispute the debt or
request the name and address of the original creditor.
(c) The failure of a consumer to dispute the validity of a debt
under this section may not be construed by any court as an
admission of liability by the consumer.
(d) A communication in the form of a formal pleading in a
civil action shall not be treated as an initial communication
for purposes of subsection (a).
(e) The sending or delivery of any form or notice which
does not relate to the collection of a debt and is expressly
required by the Internal Revenue Code of 1986, title V of
Gramm-Leach-Bliley Act, or any provision of Federal or
State law relating to notice of data security breach or priva-
cy, or any regulation prescribed under any such provision
of law, shall not be treated as an initial communication in
connection with debt collection for purposes of this sec-
tion.

Just as everyone else has said, these are scumbag, lice sucking, lying, conniving, cheating SOB's that have harassed me for MORE THAN twenty years for an old debt. I was sick and unemployed for about 1 1/2 years, husband cheated and ran off with another woman to ANOTHER country and of course, things fell behind. When I did talk to these scumbags, I explained my situation and they refused to hear my situation or attempt to work with me. When someone is forced against a brick wall, you are forced into survival mode and will come out fighting. I refused to talk with them after that and have moved on with my life. I remarried, have more than enough money to pay this $700 debt, but I REFUSE because when I tried to work with them, the SOB's wouldn't hear it. THE HELL WITH THEM AND THEIR OLD RECYCLED DEBT. P.S. Since that time, I have bought two new cars and looking at the purchase of another, by anything I want, go where I want, eat any foods I want. ALSO, this debt has not been on my credit report for more than 7 years. Why on this green earth would I REESTABLISH AN OLD debt and have it REAPPEAR on my credit as PAID FOR ANOTHER 7 YEARS. Go figure.

Oh yeah, this cess-pool officially goes by the name "Portfolio Recovery ASSociatES." They are based out of Norfolk, Virginia and are suspected to be in cahoots with another infamous cess-pool known as NCO. (Another septic tank masquerading as a "legitimate collection agency" located in PA)

This is a classic cess-pool operation masquerading as a legitimate "collection agency." This pack of scrotum lice seems to reinvent the term "low and underhanded." They have been known to have their employees (Allison Moon comes to mind) falsify and swear to court documents among other underhanded dirty tricks. These dirtbags have even gone as far as issuing 1099's to people and then writing the same debt off on their own income taxes! Talk about creative accounting. It never ceases to amaze me how all of these scum-bag "collection agencies" are the first ones to accuse the people they're calling of lying and all sorts of other insuting accusations. The fact of the matter is, most of the scrotum lice that works in these dens of thieves are trained to lie, con and berate anyone they call. They even cloak their own phone numbers. Do yourself a favor and stay far away from this pack of ex-cons. Record their abusive phone calls wherever legal. Report them to the FTC and your state Attorney General!

This phone number is for a "bottom feeder" debt collection agency, trying to collect on old debts that are past the statute of limitations for collection. They will use whatever means possible to obtain your information. If you do pay them, it is possible the payment will show up on your credit report as a paid overdue account, and will be there for seven years. Also, these "bottom feeders" continually change their 800 phone numbers. Remember, if you call them on an 800 number, they will have the number you are calling from.
