This group is in total desperation. The whole industry is headed for disaster in a sinking, debt-based economy. 800-355-1085 - aka - 866-925-7109 - aka - 800-294-7691 - aka - 800-427-7142 - aka - 800-473-7994 - aka - 800-772-1413 - aka 757-961-3544 and SO many other numbers is a company called Oxford Law LLC - aka - Portfolio Debt Recovery - aka - Portfolio Recovery Associates LLC - aka - Portfolio Management Inc - aka - Enhanced Recovery Company LLC - aka - Credit Services - aka - PRA Disputes - aka - PRA, LLC - aka - Portfolio RC - aka - 800-Service. They have been calling my business for a few weeks now, and the calls are coming in between 11PM and 7AM! My business isn't even open at those times. They never leave a message, so I have no idea who they are or what they want, but after a little digging I found out the above info about them. My business does not have any debt, so I'm curious as to why they keep calling our main office line repeatedly. Either way, the calls are being reported to the FCC.gov website as Harassment, to the FTC for clearly violating the FDCPA, and finally to the AG's office in VA.

Portfolio Recovery is a junk debt buyer. DO NOT PAY THEM, it will not help you at all to pay them anything. Look up their address and send them a cease and desist letter from making any further contact with you.

Portfolio Recovery Solution have been using 757-961-6544 and many other number to call ad try to have me pay a debt for a loan my husband got back in the 1990s and defaulted on up in Chicago. I met him in 2010 and we got married now in 2013 they keep calling me to pay off the debt. I have explained my husband had a heart attack and is disabled and cannot work and will not be paying off the debt and it is not my debt so I have no intention of paying it but they keep calling. Each time I tell them I cannot have them calling me because I am at my job they push and push until I hang up. Then they call back with a new number. These recovery people really do go too far and it only started after I added him to my bank account in Ohio so I know for a fact where they got the info from!!

They are not a real collecting agency!i know this because this morning at 3:11am they called my 12 year old daughter asking for her to pay for her dept! this is a scam to get money from people what ever you do dont pay them its a trick and its very annoying. They call her everyday and its just really rude and i would like this to stop but sadly we have no way of stopping.

We are in a war against these trash bags to gain control of our communications privacy. In the USA, the laws were changed in about 2006, and that opened the floodgates for these "monsters" to discover how to circumvent the law, and inundate us with junk phone calls. Vote out of office the scalawags who voted for the law changes in 2006, and vote into office people who will respect and honestly represent "we the people".

Some great spoof names are: Mai Wang, Big Phat Dik, Mitch Komestainne. Another fun ploy is to answer the phone as (Insert name of choice) Law Offices. Mirroring their language is also kind of fun. Listen to them and repeat what they are saying as they say it. Telling them that you are recording their call is also fun. Maybe answer the phone using the name of a local television station...or a church name that you make up.

When someone shows up as unlisted, private, or whatever, I do the following: I answer the phone in either Japanese or Korean. I use the name of any J-Pop/K-Pop singer I can find. One time I answered as Akihito, who is the Emperor of Japan. I put it this way: It is my phone and I will talk to the people I choose to talk to, not some scumbag trying to collect timed-out debts that they buy for pennies on the dollar. I have also answered in English as "Hugh Jorgan" (think about it). For the record, they use multiple phone numbers, none of which is their number. It is fun to just screw with them. It wastes their time, which cuts into their commissions. If you speak a foreign language, use a name in that corresponds to that language. Go to Google Translate and type in the most vile English sentence you can think of...then push translate into the language of your choice. I have also been known to just utter a continuous series of insults and profanities. These people are sharks...and they will never take their claim to court...so, abuse them as much as they are abusing others.

Number keeps calling a non listed #. What I know is if you answer the phone, you have automatically started whatever debt from the beginning. I do not owe anyone. But I do not plan to help weird callers harass me either over someone else's bill because I have their #. Advice.. do not answer calls from #s you do not know who it is. Once upon a time, I had a bill that the insurance company failed to pay to a hospital. I did not know because I never received a bill stating that. One day, I had a call from a man that spoke to me about that outstanding bill. He started yelling over the phone to me and informed me he was on the way to my house to collect and I BETTER HAVE IT. It freaked me out so bad.. I called back to the hospital to speak to the Administrator. Informed them of the call. She told me it was not the first complaint she had about it. She said she would call me back in a few minutes and for me to call the police if anyone showed up. Well no one showed but she did call me back and apologized to the fact that a X employee had taken debt files and was calling people for outstanding funds .. she did ask me to describe his voice and it was exactly as others that described him to be. So see.. you just never know about these things.

this is a nasty bill collector trying to collect on accounts that have timed out. do not answer their calls, they are threatening and harassing. There is nothing they can do to you unless you make any arrangement then you start the clock over.

It's Portfolio Recovery calling...a very nasty collection agency. They called me today...about a bill from 1998! Evil, vile and scumbag creatures. Simply tell them that the phone you are on is a company phone and that no personal calls are allowed. They'll tell you that the call is being recorded, so, turn the tables on them: tell them that YOU are recording the call, have proof that you have told them not to call your company phone and not to call again. By the way, be very careful in what you say: if you admit that the bill is yours or make any statement concerning the bill, the clock could reset and you could be liable for the long, LONG ago bill. Remember...these are vile, contemptible and nasty vermin. Treat them as something you'd scrape off the bottom of your shoe after a stroll through a dog-park.

I constantly get calls from this number and have for 2 years since I have obtained my current phone number. (Portfolio Recovery)I have advised them each time they have the wrong number-makes no difference. They advise the debt is from 1998. Apparently, I was lucky enough to get this person's old number. So, the last time they called, I advised them I would pay the debt when hell froze over and to get back with me then. I have no idea who the person is they are attempting to contact and most of the reps who called have stated along the line of: lying about your identity will not make your debt go away. Can we expect a payment today? Ugh!!

The problem is that they are not a legit debt collector. They are trying to collect a debt that I paid in 1998. I have told them this. There is no debt to collect. It is past the time period in which it could be collected if it were a legitimate debt. They are trying to defraud me by pretending that the debt is valid and I have repeatedly informed them that I have already looked up their company and am aware that their collection efforts are fraudulent in cases other than mine.

They don't honor the DNC list because they are liars.

Del, ''PRA does not respect the Do Not Call list'' because it does not need to. The federal Do-Not-Call registry exists to help enforce the Telemarketing Sales Rule. Please note the operative term ''marketing''. A debt collector is not a sales person. Here are the DNC service terms you were supposed to review at registration time:

Over the past two years in this thread I have discussed the laws which *do* apply several times. I'm not repeating myself just for you. The FCC, by the way, has almost no jurisdiction in this matter. The FTC has been managing collector regulation from the start, and the CFPB staff may get around to helping once they finish unpacking their moving crates.

Got a hang up call today! I reported them to the FCC and they actually stopped in June 2012- but my cell phone rang once and
quit before I could answer this morning at 10:20 AM. PRA does not respect the Do Not Call list!!!

Bottom feeders! Shirley called on my cell phone (this number is given to NO one but family!) about a family member who has NO outstanding debts less than 8 years old. They long ago came off the credit report & are outside the statute of limitations.

But these scumbags specialize in trying to convince people to pay them on debts that are VERY old. DON'T GIVE THEM A PENNY! The debt will go back on your records if a payment is made & it starts to ruin your credit all over again....

This debt is from 1996 and they are still calling on 200 that got to 1000 with interest charges. I had just lost my job and moved away and now they are calling cell phone because its on my bank account and they can see it on credit bureau files. Tell your bank not to share your personal information / OPT OUT. And don't put your cell number on bank account or credit cards or school files.

Troubled: You may have a cause of action under FCRA. PRA needs a ''permissable purpose'' to pull credit reports. The can't just go fishing without a collection account in their possession. Obtain hard prints of the major bureau reports; those are the only ones a judge can't dismiss. The bureaus don't make it easy for consumers to correct or delete faulty trade lines, but it can be done with patience.

If a collector thinks you owe something, a dunning letter must be sent within five days of first contact. Failing that violates FDCPA.

M5: You could be leaving statutory award money on the table. Blocking and ignoring calls is not a strategy. PRA has hundreds of numbers to throw at your few.

Bothered: PRA does want your money but is not a telemarketer to be blithely ignored. It can and does gleefully haul people into courtrooms to enforce its bad will.

I'm glad my January prediction about the spamming ''Hater'' was wrong, though his sloppy approach to debtor defense was almost as bad as the sloppiness of junk debt collectors. Don't follow his example. Be smart about the industry rules and make them benefit you.

Any day now the 'PRA Hater' will find this thread and hijack it with his ongoing copy-pasted crusade against a single agency. Also known as 'Scam Alert', 'Junk Debt SOL', 'Scam Fraud', 'Junk Dept', and other handles, let's save him some trouble. Without actually reading this thread, he'll dump one or more of the following:

- A stupidly redundant copy of the blocking device tag found on the bottom of EVERY page on WCU
- A self-contradictory and misspelled rant against PRA by 'Jonathan' made on this site in December 2009 (first appearance 888-854-8938, which also has an early entry from 'PRA Hater')
- The front end of a blog post from 5.5 years ago (http://credit.typepad.com/credit/2005/04/junk_debt_buyer.html)

No attribution is ever given to the authors, and the overall agenda is unclear. Defining the broader debt industry problem is a good long discussion to have, but beyond the scope of this forum. Blocking or ignoring calls and defeating bad collectors are incompatible strategies, as anyone with experience in debtor defense would agree.

Along with the frequent name changes, at times the poster has dropped his load on the wrong threads, unwittingly emulating the runaway skip tracing behavior of the collectors. As with any offered advice, always consider the source.

Changing your own number is a VERY last option, KV. There is plenty you can do before that. As you and most others have found, verbal demands never work on these rogue debt collectors. Send a cease-comm via USPS Certified with card. The FTC and many consumer watchdogs explain how to draft one. This makes your demand actionable in litigation, therefore very hard to ignore.

"Rude and combative" handily describes the typical rep for these firms. Depending on how severe the hostility, you might have grounds to threaten suit and win a settlement. Read about the FDCPA as I've plugged before and see if you have such options. Document all calls meantime.

The FTC is more than happy to seek million-dollar judgments against rogue collectors, but that only happens when enough victims complain, and NOT via the DNC registry, which, for the umpteenth time I repeat, does not apply to debt collectors. You won't get personal relief from PRA and NCO by wishing, CT. You have to do the homework and confront the agencies yourself, which should not be too hard if you cannot effectively be dunned. Learn how to exercise your rights as an alleged debtor at FTC-dot gov.

I keep getting calls from Portfolio Recovery, they will NOT leave me alone.

I do not owe them anything, and their pre-recorded messages they leave certainly are not going to get me to call them back!

With everything I've been reading that says they are a scam, I HOPE that someone will shut them down!

I have been filing complaints on the Do Not Call website every time I get one of these calls. I HOPE others will file the complaints as well!

I wish they would leave me alone!

Absolutely. Like many other industries, collectors are farming out to call centers in India and anywhere else the labor is cheap. Can't speak for PRA myself, but it's quite possible. You could also have someone stateside with faulty English. Collectors are also known to hire jailbirds.

The caller ask for my wife's grandfather who doesn't live here. His name is Richard, which is easy to pronounce, but she pronounced it "REE-SHAR". Like in French. Are collection calls moving overseas too? If this person is really in Virginia, they need to learn English.

Warsun: I think the answer is that collectors are not going to look at court records but credit reports to see if they can make a jackpot. You might want to pull your own credit report, free via the FTC, to see if you have any derogatory trade lines attracting the wolves. Maybe your bank sold the debt account? In a perfect world your court case would be the last word, but sadly damaged credit needs continual vigilance.

Portfolio Recovery has a poor record of FDCPA compliance and has been quite busy lately to judge from all the recent complaints. Could be they are becoming desperate as the Great Recession erodes their profit sources, mainly destitute borrowers. If they're insane enough to dun you for a discharged debt, they can do it on paper like the law says. You may challenge politely, sending a copy of the judgement in your favor with your cease-comm. Else maybe can sue them instead. Not sure how the FDCPA would apply since yours is not a bankruptcy discharge, but I doubt the FTC would think PRA's behavior is justified, so it's possible you have some means of defense.

Has continously called my number.I haven't turned on my call blocker yet but i think i know whats going on. They want a collection over a 3000 dept that was run up by my bank and not me. I won the court case on it but they still call me. I was told by the judge if they call me again or try to solisitate to me show them this paper with my court case indicating THEY LOST and i WON.

I get the calls and sit here an think. Why in the hell should i have to tell them to stop calling me. Once it went through the court it should have already been posted "This guy is to be removed from your records.". So i have not talked to them.Even if you tell people hey stop calling me. This court case says i won an you need to delete that info from your records. They are STILL GOING TO CALL YOU! So wtf?

Call your local phone company to see if they have a service called "Call Intercept".. there is a monthly charge to have this service. With "Call Intercept", you can block any number in the United States. I have "Call Intercept" on my home phone thru Verizon and I am able to block 25 numbers. The person calling your number will get a recording saying "THE PERSON YOU ARE CALLING DOES NOT ACCEPT CALLS FROM THIS NUMBER, GOOD BYE." It's GREAT blocking Portfolio Recovery Associates from calling all day from different numbers. I am hoping that Verizon will extend call count from 25 to 50 numbers.

Called our company during business hours looking for one of our employees. It sounded like a collection agency call. I hung up on them.

The caller wanted me to verify my social security number so that she could make sure I was the person she wanted to talk to. I would not give her my number nor did I have any bills that are due for collection. She insisted that I was beligerant and would call back later when I had calmed down. The nerve, she called me and has been calling and leaving messages on my answering machine. It is a recording and they say if I do not hang up I am accepting the call as the person that want to talk to. What kind of scam is this? Do they think I am uninformed about their mess. I will report them to the Better Business Bureau.

Sick to death of these calls! My answering machine is very clear as to who the number belongs to yet they keep bothering us...as often as three times a day-even late at night. My husband and I are Seniors and do not have outstanding debts. Something should be done to these people to get this to stop!

Total Scum buckets from hell! Violate every rule there is in debt collecting. They don't validate anything, they just keep sending you what on the original letter. Cease means nothing to this ass wipes. Norfolk is a meca for collection agencies as they get seasonal help that flow through the town like the bad water!

Called but no message. Portfolio Recovery has been calling me for months based on a debt my ex-wife ran up. I have tried to push them to go to court but they refuse. The last time they did so, on a differnt Credit Card, I responded as required by law and they didn't pursue it because they know they will lose. Seems they add a new number every few months. With modern technology, I am able to forward all their numbers direct to Voice Mail (never rings), so they don't even bother leaving messages anymore. Here are all the number I have collected:

They have been calling me for years. over a bill i didn't make and i made arrangements and never one payment went on the bill. they crooks. They can't be blocked by *60, they have another number 757-961-3544, 253-363-9001, 727-344-6293, 800-294-7691, 757-961-3545 and 866-428-6581. they will get rash enough to cuss u out. they are rude. and when you start asking questions they say well it must be u cuz you wanna know too much and i am gonna document i talked to you and you were rude and you did this and that.... and i said no - but if u want an answer from them i need more information otherwise this number is going in the trash.

This is a collection agency called, Portfolio Recovery Associates. They do not put their name on the phone. It just says UNKNOWN NAME. If they want people to pick up the phone, then they need to show their name.

another phone number used by Portfolio Recovery, another bottom feeder collection company that tries to intimidate people into paying old debts that are way past the statute of limitations. Do NOT let companies like this intimidate you! Know your rights & the law pertaining to fair debt collection practices!

If you make ANY payment to them, you start the statute all over again, since it is based on the date of last payment activity!

Calling my home to try and find my ex husband because he went default on some debts. They keep calling me (guess the jerk gave them my number instead of his own) about it I'll be reporting them to the authorities. (When the answering machine picks up, they don't leave a message now, just sit there with the phone line open for a few minutes before hanging up.)

yep, they call me all of the time. do they really think that someone would pay them for a bad debt they bought. well if I do, I will offer them 10cents on the dollar. So for a $1,000 dollar debt, they get $100. Take it or leave it, then sue me. After all, "pookie" did never have an agreement with them, only the original creditor has an agreement with Portfolio, as I understand the rules of the game.
