The reason is that, "these types of calls" are not covered by the Do Not Call list.
Specifically, we gave our information out when we purchased/ordered things from companies that then sell our information to "3rd parties offering goods and services we feel may be of interest to our customers."
This type of crap is buried in "privacy policy" statements (i.e. there is no privacy -- they are going to "share" our information).
The DNC list (and law) specifically allows this.
The tortured logic being that this is "different" than being blindly harrassed by telemarketers we didn't give our information to (grrrr...).
Also, this is why we get calls on our cell-phones (which is, up until now, illegal with cold-calling solicitations), as this was the phone number we provided when we purchased/ordered whatever in the first place.

I know this sucks, but at least WhoCalledUs allows us to share -- to know -- who the bad actors and phone numbers are. And, to help each other avoid being further harrassed and/or scammed.
Just knowing what's going on is helpful (e.g. your identity hasn't been stolen or hacked).

FYI, I haven't received any more calls since the 8th (on either this number, or 727-712-0382, both Quality Resources). So, this episode lasted two weeks (which is about what I experienced last year, when I went through the "Quality Resources experience" after an online software purchase).

I haven't answered, as I've been aware of these people (i.e. Quality Resources) from a purchase I made online *last* year.
This time around, I recently purchased a WaterJet online. The calls started coming from 727-712-0152, and have now switched over to this number (both Quality Resources).

The company responsible for WaterJet (for those of you now receiving calls from Quality Resources because you bought one) is:
Primary Contact/Website Owner: National Express Online, 2 Morgan Ave., Norwalk, CT 06851 203-852-0024).

Here's the comment I left on 727-712-0152:
I also recently ordered a WaterJet, and the calls have started today (twice already). I see the name here of "Quality Resources" over in Clearwater, and I recognize them as the same outfit that bothered me in the past, after I had purchased some software online. If I recollect, "Plimus" was the outfit who processed the software purchase (Google "Plimus" when you have the time, LOL).
Do not give them any information, as they really have no business having your name, phone number and last four digits of your credit card number!
They use multiple phone numbers. Let them all ring and never answer them. In a couple weeks, they will stop calling.
If you think you can stop them by talking to them, you're insane!
Even picking-up the phone confirms to them they've reached an active phone number, which only makes them call all the more. If you accidently answer the phone, do not confirm that they have reached who they are asking for. Instead, ask them who's calling. They will persist. Confirm nothing! Tell them that you do not know "whoever they ask for," and to not call this number again. Tell them nothing!
Realize this... these people have been complained about, and reported to, every government agency, police department, phone company and consumer protection agency in the state of Florida -- for several years now -- and they're still in operation!
God help you if they get your full credit card number, and whatever missing identity information they still need, in order to clean you out. A**holes.

Just started getting called from this number tonight.. twice so far. I'm just a little pissed off that they have to bother me while I'm trying to watch Big Brother and AGT.. I'm not worried about them having credit card info as the card is a pay-as-you-go card plus it expires this month (And I only put money on it the day before Dish network or Square/Enix need they're subscription payments.

I think the next time this pricks call I'll start trying to sell THEM something XP See how THEY like it XP

My husband just got a phone call from these people on his prepaid cell phone saying "because of recent purchases he made he is eligible for free gift cards and gas cards." Then told him about a money saver plan at $1.00 for the first 14 days and after that it's a monthly subscription. Then proceeded to tell him he would get his "gift cards" in about 2 weeks. Hmmmmm 2 weeks....14 days...yeah, ok. When my husband asked them what it was he purchased they told him that it was private information that they could not disclose. They refused to tell him where they got the information from and wanted him to punch in his birthdate (which he did not do). They also had the last 4 digits of his bank card.
Now, here's the real kicker......My husband has only made ONE purchase on that card other than gas....that purchase was cable. From TIME WARNER CABLE!!! How convenient!!! Yesterday he orders cable which he did give his card number for and his phone number and today he receives that call. So Time Warner is one of the companies selling our information!!! WTF?? This really irks me. But at least now we know about one of the companies they are affiliated with.

After going over 10 calls from this company I started calling back. They all knew my name but one wanted to confirm my HD order. I had looked at HD sunglasses on line, but they wanted $10 for two pairs. When I closed the web site, a pop up offered me 2 pair for $5 plus shipping. I ordered the two pair but they wanted me to buy something else. I refused. On confirmation of the order I found I did not qualify for the $5 offer and the shipping was $15.95 plus $10. That's $25.95 for 2 pair of $5 sunglasses. Do you think I'll confirm the order. I think not. DO NOT ANSWER!!!!!

I keep receiving calls from this number. They stated that I am a preferred customer and would be receiving $40 in gas vouchers. It sounded funny to me so I told them I was not interested and to take me off of the list to be called. I will see if this works.

hello friends, i just received a clal from the number, didnt get a chance to answer so i called back, the people were talking quite fast, and made an offer and i accepted, they didn't mention anything about charging me, i dont think... i never gave them my CC info, but they said they'll be sending me somet kind of gas voucher in the mail and a 25$ wal-mart card, so ill let u guys know what happens, wether they try to rip me off or not, now im kind of wishing i didnt agree but we'll see...

Same here. The last 2 weeks getting calls from these idiots. I answered once and they hung up. I'm also getting calls from Avalon Mktg from 1-616-980-2382 out of Michigan. I called both banks and my credit card company (Visa) and gave them all the info i could find out about these scammers. They will worry the hell out of you.

I am adamant about not answering unrecognized phone numbers so if they want a call back they're going to have to pony up with a voicemail at least explaining why they're calling. From all the other comments, though, this sounds like a scam call for sure.

I purchased the Electronic Cigarette from Smoke Assist for my husband to try and quit smoking and the company that I purchased it from sold our information to this company that sent us all this crap in the mail gas coupons, food coupons, etc and they CHARGED my card TWICE! I had to report them to the BBB and now they are still calling me because when the sales rep asked me if I wanted this "program" I said HELL NO I JUST WANT THE SMOKE ASSIST AND THAT IS ALL! They refunded my money early last month, but now they are calling me so I don't know what the hell to do now! I am afraid to answer the phone and have them use my answering the phone as some kind of twisted acceptance of the crap that they are trying to push! Such a nightmare! I swear it was like opening the flood gates!

The comments here convinced me I was scammed, so I cancelled my card. They are so convincing that they seem to be a partnered promo vendor for my credit card company. They had my address, phone number and last four digit of my credit card. I was duped into giving out my month and date of birth as a confirmation. They at first state there is no charge for the promo but when transferred to another person, that person stated that there is the one dollar charge and that a cancel can be done after the packaged is received but I assume that by the time (14 days to cancel) the packaged is receive that there is monthly charged. I am wondering if the card number was received by them from pingo.com (calling card company) because two days ago I made a purchase which was my first and only credit charge in three weeks.

Thane corporation who sells H2o mop, Dog Training program, and other infomercial stuff gives them your information. I ordered from Thane and got calls on my cell phone. Ended up canceling my credit card. I ordered from Thane for the company I work for - got an H2O mop. Now they keep calling my work asking for my boss - his name is on the card. He is never there and knows about what they do now but it is annoying. All our phone numbers are on the do not call list. If I order online or over the phone again with anyone I will buy a disposable Visa card at walmart with that dollar amount on and give them a bogus phone number.

Woman identified herself as Wanda. She was too busy talking about free gas card to hear my sexually-charged comments. When she finally stopped to listen, I asked her if she lift weights. She said she used exercise bands. Then I ask her if I could feel her biceps. She said that was getting personal. I entertained her long enough to find out the 4-digit number credit card they have of me. Quality Resource is a blessing in disguise. It gives me the opportunity to practice inappropriate conversations with their female callers. Can't wait for them to call again.

they part of my credit card info,where i live, my unlisted cell phone number. Others have reported that after talking to these jerks charges have showed up on there credit cards/debit cards for services and or items they did not order. Beware of this bunch, they are very bad news.
Why the fbi IC3 has not shut them down is beyond me. Be safe, dont answer calls from numbers you dont know !

I called back once but I got a recording saying, "please stay on the line, your call is very important". I then hung up and googled the phone number (based in Florida per area code) then found numerous complaints by the simple google of the complete phone number.

Received several calls on my cell phone from these guys, using both an 800 number and the 727 number. Called me late at night, not to mention called my cell phone, which I pay for. I got pissed and filed a complaint against them with the FTC, you can file online and it costs nothing. Maybe if FTC gets enough complaints they'll fine the company.

I first received a call from this number two days ago, i answered, there was a weird sound and they hung up, the second time i picked up they hung up right away. so from then on i ignored their calls but they continued calling me. about 5 times the next day that i got tired of it. they called me again this morning twice, i didn't pick up but by the third call i picked up and said "STOP FUCKING CALLING ME" and hung up and they never called me again for the day until at about 8 pm i received a call from a different number (727.712.0382) which i ignored and wonder when will they fucking give up!?!

If you get this call. Call back the recording will ask if you want to be removed from their list. Indicate yes, it will ask you to enter you 10-digit phone number and inform you that it may take up to 72 hours to completely remove your number from their database. Good Luck!

got one call, answered "hello", a woman's voice said "hello ... " kinda hesitantly, then the signal cut out. Rather creepy.

A friend of mine who lives in Germany got a call from this number while she was staying in America with her boyfriend. They had her address, and when she had her father research it, he said that they were some kind of "gangsters", as he put it. I can't believe they've been getting away with this since 2006, and no legal action has been taken.

They are very aggressive and talk very fast and are rather pushy. Even when you say that you're not intereted they insisst on sending you information.

They said they got my number from something I bought online. Well they called me told me about the free $40 gas card,and that I would recieve some packet full of coupons or something like that.He said I'd have two weeks to cancel membeship and be charged nothing. Then he directed me to a "billing" person to verify my info then that man told me I would get something else for free and another packet in which i would have to call to cancel my membership in two weeks to not be charged.I said I didnt want it and they said they'd send it anyways and that regardless the free gas card and other thing(i forgot what it was) is mine to keep even if i decide to cancel my membership. Then the asshole asked me to verify my birthday twice by typing it into my phone. I think they are trying to steal my identity. Two weeks has passed since this phone call and I have recieved nothing and I am scared they are going to charge my credit card or steal my identity. So i called back the number to see whats going on and it kept on saying all agents are busy and that if i want to be removed from their calling list to enter my phone number. Well i just did that 2 minutes ago. If they call back they are going to hear what i have to say.

This is the same deal as the calls from 866-280-4252. I yelled at them the first time for calling my cell and eating up my minutes unsolicited. Then they said they got my # from someone I had done business with, but refused to tell me who that was for "privacy reasons". I continued to yell at the dude and then hung up. Didnt hear anything back for a while, but now I'm getting calls from both #s numerous times a day.

Same thing as everyone else. Had my debit card, last 4, the card I use on line to make purchases. Offered a $40 gas card. Called at 8:59 for the last 3 nights in a row. Were very pushy & persistent. That debit card expires at the end of this month anyway, but if it didn't I'd be canceling it.

Unpleasant experience. Salesperson said that he would be brief and that I had been contacted because I was a "Preferred Customer" and was being sent $40 in gas coupons for looking over materials for a value package. I was trying to not be rude and patiently listen to his talk. I would be charged $1 for the first month and then $19.95 for each month if I didn't cancel. He transferred me to Amy who was to confirm my address. She confirmed my address and asked me to verify the month and year of my birth by entering it into the phone key pad. Then she started talking faster about a second and then third value program so I asked that she cancel all of the transactions because the conversation had exceeded my definition of "brief." Her supervisor Carrie Smetzer (727-712-0382) came on the line and tried to make me feel guilty that I was canceling and that Amy was just doing her job. I asked for her name and information in case any transaction was charged to my credit card or if I received any more calls from her company. She asked, "Why would we charge your card or call you again when you've said that you don't want to be contacted?" I asked, "Why would you have called me when I didn't ask to be called?" She said that my information had been obtained through a marketing partner when I made a purchase through the internet and that I should expect to be contacted by tele-marketers as a result of internet use. I wish I had hung up like "bergie" did or checked this site before answering.

omg! they offer 40$ gas money that they will send with some packet. and they offer you some other stuff that they will charge you later next month or something. minutes after i hang up another number call me 188-822-91411) about some sweepstake after saying ok. they will offer u a magazine that cost 6$ or something. omg i need to change my card. i think i just got scammed!!

I have been receiving a call from them twice a day. I have ignored it until today when I finally answered my cell phone when they just kept saying hello and then hung up. I don't know if they couldn't hear me or if they were just seeing if it was a good time to call since I haven't picked up for the last two weeks of calls at all different hours of the day. I decided to punch the number into google to see who it was when I came across these postings from people. I'mn sure they will call me again tomorrow at the same time. I'll be ready for them when they do.

Just received another call and said we had ordered purchases from someone and they gave us a good reference. I asked what I was supposed to have purchased and she couldn't tell me because they din't tell her my personal information. I told her I didn't purchase anything anywhere and she said she just wanted to give us a $40 gas card. I then proceeded to tell her that I knew it was a scam and we were reporting her to the authorities and better business bureau. She just hung up then............We get these calls from all kinds of numbers. It is all a scammmmmmmmmmmmmmmmmmmmmmmmm.................................

this person had the last 4 digits of my credit card - just wondering if any others who rec'd this phone call just recently ordered from QVC. I didn't get this until I ordered from them and had to stay on the phone for 20 mins turning down other offers the were trying to give me. I only wanted what I ordered. This is just a thought.

i called their other number and asked them where they got my credit card info and they wouldn't tell me. they just said from their partners. they don't tell you who their partners are. i told him to remove me and he kept saying the wrong number, so i doubt im removed. this company is garbage ass scum. fuck you pricks trying to scam people. someone sue these fucks and their 'partners'.

I repeated i wanted to cancel over and over and they hung up on me. I called them back and it's busy....

These morons have called my home as late as 8:30 pm. Contact the attorney general in your state and representative. Do Not Call list is a phony operation and when you register a complaint the response is all ways the same. Nothing will be done unless they get "a certain number of complaints", which number that is ......is never specified.

Got called on our cell phone, man said he was going to be sending us some free vouchers or gas cards or something. Told us the last four digits of our credit card, which thankfully is an out-of-date one. Indicated that after the "free period" or something, we'd get charged for having the cards, don't know, hard to understand. Immediately replied with "I want to opt out now". He responded with "What is your problem with saving money?" Repeated "I want to opt out now", he repeated "what is your problem with saving money". Back and forth like that three times. He asked one more time "What is your poblem with saving money", replied "none of your business", he replied "Yes it is!" Extremely rude. Finally he gave us another number to call to opt out, but he rattled it off so quickly, couldn't write it down, he hung up.
