Been getting calls from this Card Services for a few years. I have told their incompetant staff that I am not interested in their services. This is because I do Not use credit cards. I wish there was some attorney out there that knows how to get these calls traced. Then I would have them served with an anti-harrassment order against them.

Nothing that you do will stop them from calling you. The major players behind this have made millions of dollars, which means that they are too big to fail.
One of the major players specializes in aiding the rich with tax evasion and shell corporations set up in Belize. You can bet that the well to do in this country are not getting lower your credit card interest rate calls and due to that fact our government just considers a few phone calls a minor annoyance.
The FCC has temporarily halted 5 of the minor non profitable boiler rooms. They will receive a slap on the wrist and be back at it within a few days. In the meantime the calls will continue since the major money is being made with what is called a CNAM revenue-sharing program through companies like http://www.telephonemanagement.net
In their own words: Every day your company makes thousands of outbound phone calls. Every one of those calls generates revenue for many companies, why not yours? Our CNAM revenue-sharing program helps you make money every time a Caller ID request is made by a phone carrier. A high-traffic call center can lose hundreds to thousands of dollars a day to phone carriers by allowing them to charge for access to your own data.

You can now see why the criminals keep calling even though they know you won't fall for their scam. If someone does make the mistake of answering the phone and falling for their con then it is just icing on the cake for them. These people are the lowest form of filth on this planet. The only way to stop this is to contact the FBI and ask why this crime family is allowed to operate and facilitate the ongoing criminal operations. This is one of the reasons that the RICO act was put in place, so why aren't they using it. Is this because this isn't a high profile, news worthy operation or is the FBI too understaffed and busy with Homeland Security issues. Maybe if we were rich they would take this seriously, but then if we were rich we would be using that criminal organizations services and protecting them.
There is a blog site that has information on one of these operations: http://telemarketerspam.wordpress.com

With all of the people here on this site experiencing the same BS predatory, illegal and annoying calls from the same number, we all need to come together and ask around, ask friends and with a network of like minded people someone may know someone who either has or can design a "Denial of Service" attack program. If you know of such a person, have them deny 701-671-9447 from making ANY more calls!! Since the FCC and FTC is unable to put a stop to this, lets cut out the bureaucracy and get this done.

OK, folks, Listen up...

They WILL NOT remove your number if you attempt to opt-out. These people are scam artists and will continue to call your number because they now know that it is a live number. Read the blog at http://telemarketerspam.wordpress.com to better educate yourself on this company and their tactics. Then complain, complain, complain. That is the ONLY way we are going to get anything done about it.

This morning, I sent the link above to Brian Ross of ABC News Investigative Division. Please, everyone else do the same, the more people looking into their operations, the faster they'll stop.

I had several of those card services calls with the same area code and prefix so I tracked down the origination and sent them this email thread:

I have been receiving calls from a number that has an account with your company, xxx-xxx-xxxx.
This person is in FULL VIOLATION of at least a dozen FCC regulations concerning telemarketing.
Please disconnect them immediately before I report you and this scam to every one of the NATIONAL news services.

Their reply:
Thank you for contacting Pacific Telecom. We are a B2B phone company specializing in inbound origination services for large scale commercial businesses.
The number you are reporting, xxx-xxx-xxxx, is associated with a Pacific Telecom subscriber. If you would like help with preventing future calls from this subscriber please feel free to contact our office. Pacific Telecom can issue a “do not call” demand on the subscriber for any number(s) you provide.
Please note, such requests can take up to 48 hours to receive compliance confirmation from the subscriber. In the mean time, if you believe the call(s) are in violation of the national or your state’s Do Not Call list please contact the appropriate regulatory entity to file a complaint.
If you have any further questions please feel free to contact me.

This was my reply back to them:
It is not just that I want you to issue a DNC order, it is the fact that this company is violating at least a dozen FCC regulations regarding telemarketing.
I have found well over a thousand complaints on various internet sites regarding this company and their bank of phone numbers. I am sure that what they are doing is against your own TOS.

If you do not suspend their account or prevent them from placing these types of calls, I will report your company to the FCC for allowing this company to continue to violate FCC regulations as well as to the national news services for your reluctance to prevent this from occurring after it being brought to your attention. I have already issued several complaints with the FCC for violations to the National Do Not Call list.

I no longer get any from that ac/prefix but they continue to come, just like roaches!

''Other telemarketers'' have been domestic and respectful of our laws, Mickey. The credit reprice scammers use ''opt-out'' provisions as a means of confirming that a human will answer your phone, and then keep on calling and/or selling the ''lead'' to fellow criminals. This is the same business model as seen among email spammers.

Here's a link to a site which helps explain the scope of the problem and why the credit reprice scammers are hard to control:
http://telemarketerspam.wordpress.com/2012/08/14/telemarketing-call-from-pacific-telecom-communications-group-customer/

It also advocates a strategy similar to that adopted by spam combat veterans. In that realm, it's reporting to ''upstream providers'' like an ISP or a web host. For these junk calls, you contact the state regulators who have oversight of the various phone number blocks in use. Two states have thus far revoked licensing for what is thought to be a major player in illegal calls.

Like many people, E, you're convinced that nothing has been done by federal regulators and attorneys general to kill off credit reprice scammers and junk callers with autodialers in general. If you spend only a few minutes on the problem that belief dissolves. Here's what the FTC has been up to for the past few years:

Enforcement of the Do Not Call Registry (summary, links)
http://www.ftc.gov/opa/reporter/donotcall/enforcement.shtml

Enforcement Action Announcements - Alphabetical
http://www.ftc.gov/bcp/edu/microsites/donotcall/cases.html

Press Releases - Chronological
http://www.ftc.gov/bcp/edu/microsites/donotcall/mediacenter.html

Here are some credit reprice scammers in Atlanta headed to jail this year:

Adams Sentenced To Over 17 Years In Prison For Multi-Million Dollar Telemarketing Fraud Scheme
http://justice.gov/usao/gan/press/2012/02-09-12.html

The FTC held meetings all day long a few weeks ago to better define the problem and do more than rely on rules which the criminals are always going to ignore:

Federal Trade Commission to Host Robocall Summit
http://ftc.gov/opa/2012/10/robocalls2.shtm

FTC Challenges Innovators to Do Battle with Robocallers
http://ftc.gov/opa/2012/10/robocalls3.shtm

Complaints to DNC form a handy pool of intel for law enforcement, something you are all prompted to read about at registration. Those complaints have helped the FTC choke off several credit reprice scammers since 2009. If you hope for more prompt human assistance, file complaints with the FTC and attorneys general. Individual action through a TCPA lawsuit would be a strong suggestion, if anyone manages to corner one of these scammers long enough. People, this is not a sprint, it's a marathon. You won't see relief tomorrow, but it will come if you do your part to fight for it.

I've received many, many calls (I started to write them down) from various numbers across the country on my cell phone, never my home phone. It's a robocaller named "Anne". If I press "1" to speak w a person once I ask for their name they hang up on me. When i call back or if I miss the call & call back, I get a fast busy signal. How does one stop these calls. This has to be illegal but how & where do we report this to that will take these complaints seriously and do something. After reading these posts and others when I've "filed a complaint" it seems many people have the same issues. Will some organization, government official, etc please take notice and do something about this already!!!

I got a call from 701-671-9447 today at 2:15 ET on Oct 31st. I called AT&T and got info from them that the provider of the number is CallerID4u,Inc. Their Web site is: http://www.callerid4u.com/

I caled them and talked with a person by the name of Rick.
He gave me a case number, and told me to report any other calls to them and give them my case number.

These calls are a scam, and we all know it. What we need to do is for EVERYONE who gets calls from this number and others, is to call CallerID4u and make a complaint. Their contact number is: 206-792-9399, which is on their web site.

At least we now know one of the providers of the numbers these scammers are using.
These scammers use Card Member Services, Finincial services, and various other simular names, and most of them want to lower your credit card rate.

Our local phone company says they can't do anything about this, but I was lucky to get the name of the provider of the scam number that called me.

Getting this annoying call on my cell and at home from multiple areas/numbers. I've tried multiple methods to get them to stop calling; from "pressing" the number they indicate to talking with a live person. All of my phones are registered with the National No Call Registry. Nothing works. Just keep getting the calls. Now, if I get a call I don't recognize I don't answer. I figure if it's a call I need to recieve the caller will leave a message. These numbers NEVER do! I feel it's a violation of my privacy. It's also theft if/when I do answer and am charged minutes on my cell plan for the call. But no one seems to be able to do anything about it. I've wondered if recipients banded together in a class action against the telephone/cell phone service providers if they wouldn't figure out how to stop it. Afterall...these folks are getting their phone service from some company. As it is the companies acutally benefit....$$ paid by the caller and minutes used on the recieving end. What's their motivation to stop it? If phone companies were forced to pay damages to call recipients they might be more motivated to find s way to stop it. I've called to complain to my service providers, land and cell, and have been told that they are unable to identify the caller account. REALLY??? They don't know who purchased the service??? I don't buy that.
