In 1999, Alliance One Receivables Management Inc. was created by mergers and acquisitions of five different companies. Under Teleperformance, Alliance One has facilities from South America to India, from the U.S. to the Philippines and even the Caribbean. Teleperformance boasts over 275 call centers and is positioned in 45 countries. Alliance One has also is in a wide variety of sectors, such as health care, retail, telecommunications, utilities, financial services, and even the government. Their client roster includes over 500 government entities and courts

Most collection agencies operate on a contingency basis, which means that they do not get paid by their client unless and until they collect from the consumer. If and when the agency receives monies from a consumer, the agency then gives their client a pre-determined percentage of the monies recovered. The remainder belongs to the agency.

Oftentimes, debt collection agencies buy these debts for just pennies on the dollar. The debt collector is free to seek as much money from the consumer as they can regardless of what they paid to buy the debt. This amounts to large profit margins for them.

Typically, employees of debt collection agencies are motivated with performance-based bonuses determined by the amount of money they are able to collect from a consumer.

Regardless of what specific methods a debt collection agency uses in their attempts to collect a debt, it is clear that the agency is in the business of making money first and foremost. And that money comes from you – the consumer. Hopefully, you now have a better understanding as to why collection agencies use such aggressive behavior in their interaction with consumers.

Consumers around the globe have long complained about the unfair and often unethical tactics used by debt collection agencies and thus, the FDCPA - a federal law meant for the protection of consumers. It encompasses a set of rules governing the activities of collection agencies.

Find out about their illegal activities, trying to collect old SOL - STATUTE OF LIMITATION expired debts from clueless people!

Google: "portfolio recovery scam".

Report them to the Better Business Bureau or your State Attorney General - and block their calls:

Google: "phone call blockers" - they can be purchased for little money at eBay

Some call blockers:
• Uniden DECT1288 blocks up to 20 numbers, plus Private and Unknown, with the reject tone, without ringing the phone.
• Panasonic KX-TG106 blocks up to 30 numbers, plus all unidentified callers, with a busy tone, after the phone rings once.
• JF Teck Caller ID with Ring Controller blocks up to 70 numbers, and can be set to always allow up to 100 to ring through.

That is not a "solution", that is a prank. Rickrolls and air horns and whistles are childish tactics making you no better than the devious collectors. From your entry you must have at least four solid violations on PRA. Since you obviously know what the FTC is, why don't you see what they have to say about your FDCPA rights and work up a lawsuit already?

Ok, guys, here's the solution that'll get them to stop (or at least moderate) calling you, at least on your cell phones.

For all calls that aren't recognized (i.e.: all telephone numbers that aren't in your contacts list), forward the calls to the Federal Trade Commission, at 1-877-382-4357. Once the FTC looks at all the times Portfolio Recovery Associates is calling them, they'll start looking into why, and discover that PRA is harassing a lot of people who don't owe anyone anything.

These scum used to call me about a half-dozen times per day (the maximum was 11 times in one day), despite the fact that I don't have any debts, and don't owe anyone anything. They also used to harass my family (who I haven't seen in decades), even telling my sister that they'd sue to take her house away from her if SHE didn't pay them.

All because some other scumbag committed identity theft against me. Despite the fact that PRA has been notified (over the phone and in writing) that this was a case of identity theft, despite the fact that they looked up the police report and sent me a letter telling me that they were no longer going to try to collect from me, because they now realized that it was an identity theft, they STILL called me non-stop.

That is, until I started forwarding their calls to the FTC. Now, they call about once every month to month-and-a-half, and they still get forwarded to the FTC.

They called me today for the 4th time since September, 2010, looking for Gregory. This is invalid number and I told them so, they were very persistent, could not believe that this is the wrong number. Their rudeness is unbelievable. Will report them to FTC.

Lisa: You might want to pull your credit report (free via FTC) to be certain PRA is not reanimating zombie debt.

Help 2: The word you want is "validation", though "verification" works too. So PRA won't validate, keeps bugging you meantime, AND the SoL has presumably expired (stress here) under your state law. On that third point PRA can't do anything but harass you at a distance. I should not have to tell you what the FDCPA is, and that you have clear violations for which you can sue the collector when you've had enough abuse. Should you be shy about going pro se, a good consumer attorney should work on contingency, since legal fees may be rolled into the settlement you are bound to win IF you have kept good enough records of contact with the collector.

Len: Sounds like you have them cold, but prank responses may irritate some rep enough to put you on the express train to legal action. I grant you PRA's antics deserve double the grief they create, but real revenge is when you can show _they_ lost control while you kept calm.

I spoke to these idiots ONCE...they told me I owe a debt on a credit card from a company that I already HAVE a card with, and it has a zero balance! I told them that they were full of sh*t and to send me proof...of course I never got anything. If I'm in the mood, I pick up the phone and use a 'fart machine' on them...great fun! :)

I have gotten at least three calls from these scumbags between August 28th and today, September 8th. What is unbelievable is they are trying to collect on a debt that is over 10 years old!! We already told them at least on one occasion we don't have to pay them because of how old the debt is yet they persist in calling. They are harder to get rid of than fleas on my dog! Scum of the earth is what I think they are!

Selective Call forwarding works great just set it so it forwards the calls back to one of the many toll free numbers Portfolio Recovery owns. Makes me feel good knowing that they are paying for both the call to me and the call going out to them and ties up two of their scumbag reps so double win!

James: I don't believe there are fixed numeric answers to your questions. There is nothing legally to stop a debt account from being indefinitely resold until the affected credit report notes a final settlement. Your state's Statute of Limitations sets the only firm deadline, but even that does not deter some collectors from trying to wring what should be uncollectable funds.

How long a DCA pursues an account is at its discretion. An account is really inventory in a way, and we in America don't much tell businesses what to do with their property. I've seen debt buyers flip an account to the next 'Buffalo Bully' within a week of receiving my dispute notice. Others dance with me for eight or ten weeks, and one nursed the same account for a half year, badgering me without actually sending a dunning notice.

These debt collectors keep selling these accounts from one to the other. What started out as 200 dollars has ended up being over 1000 dollars and the "threats" of so-called criminal prosecution.

I'm helping an elderly relative with what seems to be debt collectors calling on skip-trace for another relative; this account has been passed from several collectors (NCO, Portfolio, Allied Interstate; First Fincl). Ive told the others not to call, which last about 2 months, then they pass the account to another collector.
MY QUESTION IS: how many times can they sell a debt and how long do they ttempt to collect before selling it to another.

Call your local phone company to see if they have a service called "Call Intercept".. there is a monthly charge to have this service. With "Call Intercept", you can block any number in the United States. I have "Call Intercept" on my home phone thru Verizon and I am able to block 25 numbers. The person calling your number will get a recording saying "THE PERSON YOU ARE CALLING DOES NOT ACCEPT CALLS FROM THIS NUMBER, GOOD BYE." It's GREAT blocking Portfolio Recovery Associates from calling all day from different numbers. I am hoping that Verizon will extend call count from 25 to 50 numbers.

Called my mother today and asked for someone whose where-abouts have not been known for 7 years. The female caller REFUSED to tell my mother who she was or what company she represented. My mother sobbed for hours because we are DESPERATE to find the person this company called about.
THIS WAS CRUEL. I'm surprised they don't get the names off the missing children milk cartons and start calling their parents. JUST CRUEL.

Called at 5:30 pm, did not leave message. Caller ID said Portfolio Recov, so I blocked their number. The last time I spoke with them, they were looking for someone who does not live here, and I ended up filing a Better Business Bureau Report against them. Guess they forgot. ARG!!

PRA has been calling us for more than 5 years attempting to collect a debt from 15 years ago. I use the following method to stop them, although it takes quite a few attempts but eventually they stop. DO NOT ATTEMPT TO ENGAGE THEM IN ANY WAY. ANY CONVERSATION LEADS TO MORE CALLS.

1) Keep a list of the various numbers and states they are calling from.
2) Buy a coaches sports whistle. They cost about $5.00. Keep it handy by the phone.
3) When you recognize the number on caller id, grab your whistle and BLOW LIKE HELL into the mouthpiece. My husband thinks an air horn would be more effective since I have asthma.

This method effectively shocks the caller intro yanking off their head set and running to their supervisor with a blown out ear drum. After they receive enough complaints by their associates, the number is removed from the roster.

The trick is, be consistent and blow every call every time. This method has worked for me, they stopped calling for over a year. The calls just started again after the new year so I've got my whistle handy again.

Good luck!

No Message. I called the number back Portfolio Recovery. Based on comments below not sure if it's a scam or not. I have a current bankruptcy and get calls from creditors looking to collect who can't because it was included in the bankruptcy. Again not sure if they are legit or not.

Got a call from this number at 8am did not answer it so they called back @ 8:15am and now again @ 8:30am! I don't know who it is but are very persistent to say the least lucky for me I can block the ring on my cell phone for any number except the ones I want to ring so hope they have fun calling as they will never get through!!! Pretty bad that everytime you turn around someone is calling you for some kink of bull and that's got to be what this is as they never leave a message.

These people call me regularly ... asking for a person who is not myself. I have put myself on the no calls liet but to no avail. Once I answered the phone, and the person on the other end, once I stated I was not who they are looking for, got real nasty with me and tried to get my name. I told them they were high and to piss off.

My husband just received a phone call on his cell asking for me, using my maiden name that I haven't used in over 20 years. They said I owed a debt of $269.00 but if I paid half of it they would take it off of my credit report! These people are scammers! BEWARE OF THEM! AND TELL THEM NOTHING!

If you folks don't like talking to these bottom feeders, then DON'T ANSWER THE PHONE! It amazes me that someone would actually hold a conversation with someone that is insulting them, and continue to listen, get upset, continue to listen, try to argue with the idiot, which NEVER works, then come on here and complain. If it were a relative or a neighbor speaking to you like these people do you would hang up on them. Just my thoughts.

Calls me daily, finally called back, accused me of owing them $900 so I told them I'd be checking my credit to verify the validity of their accusations and "Jesus" laughed at me and asked why I would do that, that I don't know anything about credit and debt and I'm a deadbeat that needs to pay my bills. When I continually told him I am NOT admitting to owing any debt, just inquiring what they are calling me about, he kept saying "So you ARE admitting you owe this on this debt??". I told him I consider that harassment and all since he obviously doesn't understand English all communications must now be made in writing via certified mail.

you can go to the FTC Bureau of Consumer Protection - Consumer Information https://www.ftccomplaintsassistant.gov/FTC_Wizaard.aspx?... File a report with them, each and every time they call. these are legal eagles who will take thes bottom feeders to task, for there low life bag of tricks. So far today, i have received calls from Portfolio Recovery numbers 620-662-8870 at 11:33 am - 775-412-4499 at 11:19 and 877-487-5583 at 8:20 am They never stop. I am still demanding the calls stop and they are still calling, i am still filing reports on this company since they have absolutely no reason to call my home and harrass me.

Is there any way to block these calls? I even wrote to Portfolio Recovery and told them to stop calling to no avail. They have been calling me for years from several different numbers. I'm so tired of their calls! They call everyday at every time of the day and night. One time I answered and told them I owed them nothing and to stop calling and that doesn't work either. I will never answer again but it is so annoying!!! They keep changing their numbers too!

Wow another number.. Came up Kansas on the ID.. These bottom feeder scumbags must have at least 20 or so numbers.. Its got to the point that if they miss a day of calling me as they have for around 2 years now, I get worried that something must be wrong with them.. Haven't answered the phone in two years now,nor do I ever intend to.
