You need not rely on luck to peel skip tracing collection monkeys from your back. To a ''not me'' case I always recommend putting the agency on notice, just as you would if you were the target and the debt claim was invalid. Send a cease-comm notice via USPS Certified with return card. The FTC and many consumer watchdogs explain how to draft one. This will set a legal landmine, as such a notice is ignored at their peril. As demonstrated by the experience of RedRidingHood, a ''verbal cease and desist'' (spelling corrected) is as worthless as the paper it's not printed on.
Hopefully you're aware by now that the DNC registry is for telemarketers, meaning sales, meaning all debt collectors are exempt. The FTC never kept this a secret, and practically begged you all to read the linked FAQ at registration time.
It would appear from this thread that a magazine sales firm abandoned this number circa 2010. Other call forums report this sales activity straight through Nov 2011. RRH is the only commentor reporting Zwicker, and one report cites another debt collector, ER Solutions. Possibly these are reporting errors, or spoofs from known lawbreakers in collections. I think we'll need to wait for more comments to be sure that anything has changed.

Collection Agencies: After I returned home after being an evacuee from Hurricane Katrina for 1.5 years elsewhere, I got myself a new phone number from AT&T. Immediately, I began to get phone calls for an Amanda, Angelle, and a whole slew of other women's names. That was when I signed up with the DNC registry; this did no good.
Finally, when I got one such call, I held my temper and spoke civilly to the operator. "I have only had this number since August, 2007. The number was owned by this other person until 2005." The operator was very civil with me, and cleared the problem right then and there.
There have been no more calls from collection agencies for these women whose names start with "A", or any other letter. If you are lucky and civil, some action might get taken on your behalf.

Man called and asked for a name of someone I don't know and never heard of. I asked where he got the number from to correct these calls and he was a wise-ass and told me the "information operator" gave it out and slammed the phone down. After googling the number I found it attached to the above supposed legal firm that debt collects and called them directly at 800-370-2251
I explained what took place, this was the third time someone called after my initial verbal cease and decist to them calling my number for someone we don't know, and if another call was made I would fill out an FTC complaint. She was very apologetic, took ownership, and swore I'd never get another call as she was "adjusting this person's file we have on record."
Only time will tell.

About the fifth call from this number. Lengthy delay before they hang up. When I call back I get a recorded message, "Your call cannot be completed as dialed."
They've called a number of times & it's getting frustrating because I'm disabled & it's difficult answering the phone & now they are hanging up or not saying anything..
This Mother F**ker called us in March of 2009 and we still get calls from the turd up to this date (June 2011)... Nothing is going to happen to him - so just blow it off. Don't answer and certainly don't buy anything from him.
Person would not give me employee number/badge number or a supervisor. Told me his name was John. I asked for initial of last name...wouldn't comply and hung up.

Have not answered this caller, but to summarize others' comments, sounds like a scammer from Arizona who sells or purports to sell magazine subscriptions.

.....there has to be a way to stop these jerks from calling...we had a few days without them, but maybe they actually spend Christmas doing other things. Filing complaints does nothing...they switch phone numbers so often. Maybe the government can do something besides screwing up our health care.
I got a click click then hang up when I said hello. I then called the number back. It rang several times then a voice mail response saying the person was unavailable please leave a message at the beep. I just got this call. I only answered it because I have family that just moved to the Phoenix area and we don't have all their cell/home numbers memorized yet. The guy sounded foreign so I'm not sure if he was really calling from Phoenix or not. Either way, I reported the call to the DNC registry. I've been getting more and more of these kind of calls lately and I've been on the DNC list for a long time. They've even started using local numbers to try to trick us into answering the phone. I would ignore them, but my mom gets calls from work and for the band she manages music for so I'm stuck answering the phone most of the time. I've learned not to answer the Toll Free Call or Unknown Name/Unknown Number calls because those are almost always those scams that offer to lower your credit card interest rates. No one in our house even owns a credit card.

This company has been harrassing us for many years. My wife once had a subscription to Soap Opera Digest which she did not renew in 2002. They call wanting to talk about her subscription which does not exist. We have ask repeatedly to be removed from their call list but they keep calling. If you are rude to the caller they will keep calling back but there is no connection on picking up the phone. Contact your senators on this.

Call was from a magazine aggregator... a service that solicits magazine renewals. I never renew by phone anymore -- a similar aggregator from Phoenix (maybe even the same one) ripped me off for a magazine renewal that was never renwed with the published.

This number is continually calling our number, but no one answers! How can we stop this?
Caller claims to be from National Enquirer telling me rates are going up and they can save me money if I pay before the price goes up. When I checked before as they have called me about 6 times I found out it was a call from a cellphone in Phoenix. The National Enquirer does not make phone calls. When I tell them I have no charge card number and can I send cash they refuse me. Caller had foreign accent. Dont know why this cant be traced....

Called and asked about one of my magazine subscriptions. Somehow knew I was a subscriber. Offered some kind of special renewal offer (I just renewed the subscription via mail with a check) Told him I was not interested and the caller hung up.
ring twice... hang up... I believe I've received calls from this number before and they asked to speak to my wife about her subscription to National Enquire....
Called today and asked me about my Soap Opera Digest subscription. Funny, since I haven't gotten that magazine in over 10 years. She then asked me if I wanted to renew or get another magazine. Getting these calls made me wish I had never subscribed to any magazines. Shame on those companies for passing along our information to these people who are unable to understand - not interested or please stop calling.

"'Publisher Services' employed by TV Guide" I got scammed by these scumbags who said there were National Enquirer. They will bill you forever with fast talking. Andy magazine calls from Phoenix, run the other way fast, they are not legit. Most magazines have a disclaimer in the front do not give these people money, they are not affiliated with their magazine.

I answered "hello" twice and heard only silence on the other end. I hung up.
I received an Out of Area call, and the number was 601-714-8745
. When I answered, I heard a modem handshake tone. I have received calls from this number before, and it hangs up. If I knew where these calls were originating from, I would go whip somebody's ass. I called AT&T, and as a 20 year customer who has NEVER missed a bill or been late on a bill, I told them I dialed "1" for English and listen to what I have to say in English. I tried *60, Call Block, but it does not work on this number. You are about to lose a long-time customer.
This outfit has called a few times. They claim to be TV guide and ask for by name on the subscription, so they sound legitimate.
A check with TV Guide confirms though that it is not TV Guide calling. On subsequent calls when asked they say they are 'Publisher Services' employed by TV Guide. TV Guide does not employ them.
Even though asked to stop calling they continue to call.

I've received numerous calls and they always hang up before my answering machine's outgoing message is finished. This evening, I finally answered and the man asked for my husband regarding extending a subscription renewal. I told him I'd handle it and he then wanted to sell me something like 250 issues for some astronomical amount over $500.00. I declined and he wouldn't let me hang up, so I finally just said "Not interested--Goodbye" and hung up. Best not to answer if you have caller ID.

Saw this missed number on my caller ID. No message left on answering machine, so I guess it wasn't very important.
Said they were TV Guide and asked for my grandmother. Thought it was kind of weird that TV Guide would call at 8 pm.

This number called me at about 6:30 this evening. I called the number back and just got a message that the voice mailbox was full.
It hangs up after a short pause when my answering machine picks up. I don't answer if I don't know who it is. It can't be very important if they don't leave a message.
Whoever this caller is, they don't leave a message when my answer machine comes on. I suppect this is one of those calls that is from some scammer trying to see if anyone will answer and what time the phone is answered. By answering your phone, this tells the caller you are home at that specific and gives them a time to call back with a real person next time to talk to you. It could be someone trying to run a scam on the unexpected person they are talking to. So be careful, and don't ever answer these calls. The best advise I have is to get an answer machine and just let the machine take care of it. If no message is left from the caller, then it is more than likely the caller has set up his phone to call randomly to numbers he may have gotten off of a list or even out of the phone book.
If you don't recognize the phone number, don't answer it! You should know and recognize your friends and families phone numbers, so any numbers other than those you know, don't answer them because they are more than likely crooks. I've found that even someone who dialed a wrong number will 99% of the time leave a message, not realizing that the person they called is not who they were actually calling.
