Callled my house with some sort of automated message. I am on the do not call list. What is the deal here?

Called late at night. No one on the line. Did not leave a message.
We are on the National Do Not Disturb list. This is RUDE!!!
I want to find them and POKE THEIR EYES OUT!!!!

Offered "free water testing" available for the next 2 weeks in my area. No identifiers.
