This number is a spoofed number. When you get a call from this number, it can be from a scam outfit that calls itself Credit Card Services, Card Holder Services, Credit Sevices, or some other non-name identity.
These people are criminals. DO NOT give them ANY information. Do not take their calls. Just hang up. Do not press 3 -- they will know they have a live number. If you pick up and hear their recording, hang up immediately.
Their calls are saturating both the US and Canada. Both governments are aware of them and are trying to put a stop to their scam. They want your credit card and/or pin numbers so they can rob you. There are thieves and nothing more.
The calls are not even coming from the US. They are spoofing US numbers. They are calling from countries that do not respond to subpoenas and will not extradite criminals.
There is nothing the law can do for you. There is nothing filing a complaint with the consumer protection department can do for you. If you give them any information of any kind, you are screwed, and that's the end of the story.
Tell your relatives, tell your friends, warn everyone you work with. Unless we can send Seal Team 6 in to take them out, the only thing that will thwart them is for every man, woman, and child in the US and Canada to know they are scam artists and thieves and refuse to talk to them.

The infamous Rachel has yet another number to use to bother people. Can no one stop these credit card scammers?
This number showed up on my Caller ID yesterday.
the same person (same female recorded voice) has called 4 different times over a 3 day period - the first time from this number, second from 503-1836 which you have listed and from 321-384-9999
. We are supposed to be on the DO NOT CALL registry.
It was Rachel from Cardholder Services again! This was the second credit card robocall today (coming from different numbers, with different bots doing the talking). Rachel wasn't quite as breathless today, but she offered to lower raters to
"notification on your credit card. There is no problem with your card, but".. I pressed 0 and it hung up on me instead of giving me a live agent to request being removed from the list. Reported complaint to donotcall.gov
scammera keep calling just change numbers on no call list at&t states can 't stop them with out changing my phone number

Called me at home on a Sat morning. Recording stated they were 'credit card services' and that I was 'not in trouble yet'. I pushed the * until they disconnected.
with do-not-disturb set on my VoIP line the robodialer attempted 6 calls within a minute, yet left no voicemail.
Score: scammer 0 - Me 6
Robocall claimed to be from "Card Holder Services". Call back resulted in "number not in service at this time".
I didn't answer and they didn't leave a message. Less than an hour later, I got a call from 407-480-9999
. Sounds like it's the same thing.
Don't ever answer these calls; do NOT press any numbers; IGNORE IGNORE IGNORE! That's the best and easiest way to get them to quit calling. You can also try turning your answering machine off; a few times with no answer/no machine and they usually give up. I honestly don't mind a ringing phone when I know I'm wasting their time!! Just makes me SMILE!!!
I didn't answer, but they left a prerecorded message about lowering intrest rates for credit cards. They then asked to press number prompts. Also warned me that this was a limited time offer. lol
I constantly receive calls from "Rachel @ Card Holder Services" I can't seem to stop them, please help!!!!
FRAUD! 407-480-9999. Be aware and do not answer calls from this phone number. They are fraud and could steal your credit card information. When you get to speak with a person, they are very unpleasant and once you ask them to stop calling, these unprofessional agents or "thieves" just "hang up" on your call. They are afraid to be questioned. They want you to answer questions without asking why they need the information. Why is it that our government does not get involved in protecting the population from these type of possible terrorist fraud callers?
Recorded message to lower interest rate on ccard. Press 3 to be removed from list and press 1 to speak to someone. I have pressed 3 numerous times and have not been removed from list. I have pressed 1 more than once and have asked the rep why I keep getting called and they hang up on me.
Pressing three just lets them know there is an actual person on the other end so they call you again.
Recorded message on answering machine and the message said "...have a great day", so it left a message before it was supposed to.
No one left message. Stupid!
Reports to DNC form a handy pool of intel for law enforcement, which is a good thing, as a mass of complaints helped the FTC choke off several credit reprice scammers in 2010. If you hope for more prompt human assistance, file complaints with the FTC and attorneys general. Individual action through a TCPA lawsuit would be a strong suggestion, if anyone manages to corner one of these scammers long enough.

I was called again from 407-660-9999
at 1:29 pm. I pushed a button so that I could talk to a human to get my number removed from their list. When I told them That I am on the Do Not Call list, the guy that refused to give a name said "We aren't afraid of the Do Not Call list". I just happened to get the phone to speaker and my wife heard it too.
I then received another call at 2:56 PM from 407-358-9999
. When I picked up the phone it said "Hi this is Rachel...."
What can be done to get these felons away from any phones and stop the calls?
Automated msg. saying my credit card was okay (didn't mention which one), but this was a chance to save money and contact them for a reduced interest rate. Scam.
Wasn't home so caller left a message saying they could lower my interest rate on credit cards. I've asked them to stop calling several times and pushed 3 to be removed from their call list. It obviously doesn't help. They just keep calling.
Receive calls everyday from these "cardholder" scammers...automated,I hang up,or ignore-if I ignore they never leave a message, just keep calling back...find these people & end the harrassment!!!
I have received 3 calls today from these jerks-they never leave a message,if you answer, the call which is automated, says,"there is nothing wrong with your account....."that is when I hang up on them;I am called daily by these & other scammers-I have a Private/Unlisted # plus I had put all my phones(cells) and landline on the "Do Not Call List & I still get these calls...am fed up with them.
Other Numbers are: 407-545-9999
Call purportedly from "Card Holder Services," wanting me to reduce my interest rates and to hold for an operator. See also the number 407-660-9999
(same call, different CID). --SJR
Claims to be a credit card company and wants to lower my interest rate. No ID as to which card or who they wish to speak to. Fraud caller. Do not answer. Do NOT press 3 or 1. Just hang up if you did answer that phone.
Press three to stop these crooks and the next day they are calling, does that do not call list ever do anything with these crooks?
Recording " This is Rachel with an offer to lower your credit card rates ...... PRESS 3 TO BE REMOVED & STOP ALL FURTHER CALLS " I have been pressing 3 to stop calls but they keep calling, waking me up & pressing 1 for a live operator gets a rude person when asked to stop calling. They should be shut down, I can't block them, they keep changing their number !!!
It was Rachel from Cardholder Services again. She didn't sound as breathless as she has in years past and this time she said she could lower my credit card rates to "only" 6%.
I elected to speak to a live operator and as soon as we were connected I began punching keys on my phone. "Hello? Hello? I can't hear you!"
Rachel's colleague hung up on me!
Rachel calling from another area code offering to relieve me of my funds through the ruse that she can reduce my interest rate. What a stupid bitch!
It's Rachel, again.........
Want it to stop? Don't reelect ANYBODY next November. From President to local dogcatcher, they are all being paid off to ignore this blatant violation of the law. Since nobody will ever actually use their "services" how can they afford to continue to operate? Funded by George Soros, perhaps?
As soon as I said "But Rachel said she was from Cardmember Services" they disconnected. Total sleazeballs. If these people lead super exemplary lives for the next three, they can hope finally to be reincarnated as puke.
You will, however, waste your time repeating the same unhelpful remark thirteen times in 17 minutes. You have credit reprice scammers, surveyors, sales calls, and debt collectors, all of which take different approaches if you want the calls ended. Running here to tell everyone you didn't answer and don't know anything is not helping the readers of this site.

I do not waste my time answering unknown numbers; no message was left.
They are calling me at 3:30 a.m. I answer the phone because I think it is an emergency. I want this to stop
7-11-11 12:46 pm cellular call 407-480-9999 press 1 to lower your interest rates is what I got. pressed 1 waited for someone to answer just music playing. no human at all. why are you calling and tying up my business line? cannot be taken off the no call list if you do not bother to answer your own call to me.
8 July 2011 -- 12:05 pm -- Caller ID said "unknown name". No message was left.
A recording regarding mortgage or credit. Report to do not call list.
They call every other day or so, Caller ID says "Florida". If they only knew how we block and don't answer their calls, such a waste of everybody's time, their's included.
call id says cell phone florida. did not answer.. assume t's just another junk call
Robocall from from Rachel of Card Holder Services.
It's Rachel again! Just an FYI. The Federal Trade Commission went after them starting in December 2009 and action against them was finalized in February 2011 with a permanent injunction and fines of around $9,000,000 (yes, that's million) which was suspended due to the people claiming they were broke. The $9,000,000 was based on estimated losses incurred by people due to the actions of the Heather gang. If you wade into the FTC stuff their is actually a phone number to the individual FTC attorney's office that handled it. I called and the woman that answered said they get calls all the time from Heather, Rachel et al. She said she had talked to the attorney in the office and they all agree it's illegal, they try to stop it, but these people clearly don't give a shit (Heather, Rachel). So, there you have it. Look for yourself - http://www.ftc.gov/opa/2009/12/robocall.shtm
Rachel. I guess Heather was busy, lol/
phone rings once or twice then stops before I can answer or check caller ID
It was "Rachel" (again, and again, and again!) with Credit Card Services. I, too, have reported this so-called company many, many times to the FCC. They need to be put in jail!
Yet another in the daily calls from "Rachel" of Cardmember Services. I have reported all of these to the FTC, and complained to my Senator, Richard Blumenthal (D CT) but of course that doesn't do any good.
This came up Unknown Caller 1-407-480-9999. No message.
This number is very important for the every person but it number is not response any time. and receiver said the wrong number.
This is still "Heather" with Account Services trying to scam your personal credit card information in the name of saving you with a lower interest rate. Right!! This number is actually a "spoofed" number which tricks your phone into thinking it is a real number. Pressing 2 to be taken off call list DOES NOT work! This is just 1 of about 4 numbers they are using now. Got a call back to back this afternoon from this "FLORIDA" number and "O C CONSULTANT" - they are the same recording with spoofed numbers that are not real. Neither are they!!
still annoyed May 10th, 2011
THIS IS A CALL VIOLATING THE FEDERAL DO NOT CALL, LIST. THESE PEOPLE TELL THE CALLERS THERE IS NO SUCH THING A LITTLE FINE MIGHT CHANGE THERE MINDS......
I answered the phone and got a recording saying that they wanted to fix my credit card problem. I believe this is a company that charges for lowering your credit card rates.
We don't even have credit cards and yet they still keep calling.

Credit interest rate reduction scam
Left no message when the machine picked up. Called back ... got a weird recording on some answering machine. Called back later and this morning, got a 'this number is not in service' recording. Clearly telemarketers (probably about your 'credit') spoofing a number.
this call came in at 2:07 pm, i did not answer it. the name on the caller ID said this V042-714-0627
0091 which is a certain that it was a scam. they did not leave message.
