These people call all day and all night. Thanks to all for all the advice on how to report these people. I will be sure to call my local phone company on monday. I feel bad for you parents out there for whom these calls are not just a nuisance but a disruption to your sleeping children. Let's all hope these call stop soon.

Same story for me - also in Arlington, VA. We must be in the "target" zone for the lovely examples of humanity behind this mess. On hold now with the Level 3 Communications Fraud section - either they've stopped taking the "fraud" calls or are just swamped. Tried with Verizon, but after 20 minutes in limbo, I gave up. Registered an on-line complaint with the FCC. There must be some sort of financial incentive for these jokers or they're truly sick and bored and just want to read all our whining on these chats! Good luck to all affected.

I see that this has been happening for some time and that many have called the police and Level3 to complain. What can be done Verizon to stop this intrusion into our homes in the middle of the night? The call block feature - STAR60 - has been turned off so I am at your mercy Verizon. Please help.

According to the log of calls received on our phone's caller ID, we have received at least 7 calls recently from this number, the latest being today during the "middle of the night" at 3:30 am and then at 1:12 p.m. this afternoon. These calls do seem to be targeting Arlington County, VA, phone numbers. I will call the Level 3 Communications Fraud people, and I will also advise them that I work in Congress for a Committee with jurisdiction over the FTC and the FCC and will raise this problem with officials if something isn't resolved soon. Not sure if that will help get them going, but I will also try to learn from people at my work if have heard of this. It is ridiculous that this annoyance can't be stopped. I suspect that this phone number is some kind of "spoofing" where the real phone number placing the call is masked by a fake number (which I believe is only possible using Voice-over-Internet-Protocol (VoIP), which is phone calls using computer IP networks (internet). That may be why the land-line phone companies aren't able to block or help very much. It is also possible that this is some type of electronic auto-dialer, such as used in robo-calls in political campaigns, some that only activates when an answering machine comes on. Since none of us know what this caller wants, I am wondering if think is a system that has gone awry. But it is really too hard to determine. I did answered the call received this afternoon and said "Hello" and it immediately sounded as if someone was trying to disconnect the call -- it clicked about 4 times while I was still on the line repeating "hello." I waited until it was just silent and then hung up. Thanks for the information, particularly on reaching the fraud technicians!

I've been receiving calls from this number all night and morning. Here's how to take action.

1) Call Level3's security hotline and register a complaint about this number (they are the company the number is registered with ). I just spoke to them and they say they are already aware of the number and are working to resolve it. But I believe the more people who call, the more they'll take this seriously and pay attention to the need to shut this number down.

It's frustrating to wait through all the automated crap they have up front, but that's what you need to do. Here are the instructions to follow to get to a human (follow them carefully):

Call 1-800-348-5457

Then, WAIT THROUGH ALL THE AUTOMATED TALK, ALL THE WAY TO THE END (ignore the stuff about how if you're not a Level 3 customer, they can't help you--just keep listening)

At the end of all of this, they will say, "To speak with a fraud technician, please press 2"

Press 2 and someone will eventually come on the line with whom you can register a complaint.

2) Call your own phone carrier and report the number to their "harassing phone call" department. Unfortunately, I have Verizon and their dep't. is closed on the weekends, but call them when they are open and report the number.

Good luck!

Like other posters here, have received a succession of calls from this number at all hours. I do not pick up on calls coming from "Out of Area" or "Unknown" on my caller ID, so I have simply had a succession of "messages" amounting to the sound of a hangup. I see by my caller ID that one of these calls came through at 3:30 this morning; somehow I missed that one. Another one just came through at a little after 8:30. Hard to guess what anyone hopes to accomplish by doing this.

I went to the website level3.com and called the customer service line. They told me that it is definitely one of their client's phone numbers and put me through to the fraud dept. I spoke to a lady named Mary who said that she has received numerous complaints about them (she knew the phone# before I even gave it to her) and they are working with law enforcement and the "client" to get the calls to stop. She couldn't tell me who they were but assured me that it will be resolved soon. I hope this info helps the rest of you exhausted people too.

This number has called several times a day in the last 2 weeks if you pick up the phone no one speaks. The first week they called about twice a day. This week they have been calling about 3-4 times a day and they are also calling with no number showing a few minutes after the first call. I have seen reports on this number on other websites as being from caller who is a telemarketer trying to sell a program for a company selling educational materials The College Network I also found some unfavorable information on this company at Consumeraffairs.com from several people who are very unhappy consumers. This is a real eyeopener and a must read for anyone receiving these phone calls. I suggest going there and checking it out. I personally do not accept any sales phone calls because I don't buy anything over the phone or the internet and I am on the do not call list but I guess these scammers will stop at nothing to get money from people who are just trying to better their income potential and provide a better life for their famiies. I don't have anything against salespeople in general because they also have to make a living but when their tactics are such that it could financially ruin or cause irreparable harm I have a big problem with that. If you are getting these phone calls I would recommend that you file a complaint with the www.donotcall.gov or call 1-888-382-4357, www.ftccomplaintassistant.gov or 1-877-382-4357,www.fcc.gov FCC Abandoned calls complaint form, www.bbb.org Better Business Bureau and of also your states attorney general.

This should be illegal as it is a form of harassment - many calls and no one answers when you respond and they keep calling. I have left a message that they should stop as my line is used professionally.
