I blocked my number and called back 301-723-7009. A recording answered saying, "Thank you for calling the Maryland Chief of Police ASSOCIATION, we are processing your phone number". I hung up after that and am not sure if there was more to the message. My guess is that it is a solicitation site for money and a scam. The Chief of Police, and his association would be the very ones warning people not to donate to people who call you on the phone when you did not provide them with your number or permission first.

some jerkoff from the far end of the state wants to come inspect my smoke alarm battery? When I can change it myself without trouble? PUH-LEEEZE! What kind of fools would fall for this BS?

Didn't answer this. From the dates posted above, looks like this scammer was inactive for a couple of years. Guess he's back at it now.

SCAM WARNING!
Sat 1/3/09 12:05pm; caller ID "not available"; reverse phone look-up says
'unlisted land line Cumberland, MD'; american male voice w/hick accent, slick con-man type attitude; offered to "come and check your smoke alarm batteries" (yeah, right, let some stranger into your house); when we said "we already have that service", they responded "oh, what kind of service is that? don't you want to have your smoke alarm batteries checked?" sounds like a scam to prey on gullible or elderly to come & rob you and your house.
