This was an unauthorized pre-recorded telemarketing call (which, by the way, is illegal.) The recorded message urgently informed me that the call was their third attempt to follow-up on a post card they supposedly sent me about my car warranty. (This is the same old schtick used on many of these illegal recorded calls.)

This call was from a Verizon-provided line in La Plata, Maryland. This is at least the second time I've received a call from this same telemarketer in recent months. This was apparently a randomly-dialed call with a prerecorded message, which is entirely illegal. If you get one of these calls, you may want to report them to the FCC (which enforces the federal Telephone Consumer Protection Act.)
