Second, as far as this number, a complaint to Verizon generated a "refreshing" of my "Do Not Call" preferences. It's a credit card company.

Automated message about lowering interest rates on credit cards. Press one and it forwards you to someone who barely speaks English, probably outside the US. Phishing scam to get your credit card number and info.
