This scammer calls numbers on the national do not call registry in violation of the Telephone Consumer Protection Act. They further violate the TCPA by failing to have an operator on the line when the call is answered, and still further violate the TCPA by playing a recorded message without an operator on the line. When you do get to an operator, they hang up when you ask for a phone number and physical address, still further violating the TCPA. They claim you have been qualified for a discount on your credit card payments and interest. This is clearly a scam, as legitimate financial institutions do not contact people in this way. Do not provide this scammer with any personal or financial information.
