I ran a whois on the domain usavoters.org
the registrant is Prince Uchendu.
I did some additional digging and came up with this

I received a call at 4 am on 6/1 that rang once and hung up and then another today 6/6 on my cell at 8:55 am from this number that left no message. It is quite disturbing.

For all the people who live in Texas that are getting these annoying calls, please file a complaint as soon as you can with the Texas Attorneys general Office (online info link: http://www.oag.state.tx.us/consumer/complain.shtml) and report that the non-profit political action group USAVOTERS.ORG is responsible for making these illegal calls. (They are illegal because, among other things, "telemarketers" are prohibited from calling at the times these calls are being placed.)

Clear Lake area too. Got the one-ring call at around 2:00 AM last night.

One thing for sure, the phone number that shows on everyone's Caller ID is false. They use a process (readily available on the internet) to spoof whatever number they want to appear. However, the post above that stated their Caller ID showed "USAVOTERS.ORG" is interesting because it appears from posts about this number at other sites (like 800Notes.com) that they are trying to convey some sort of political message. So maybe they screwed up and forgot to spoof the Caller ID info.

Another thing for sure is that whoever is doing it has a low IQ, because they obviously don't know how to program the thing so that the victim's phone rings more than once or gets answered so they can leave a prerecorded scam message.

20080531 - Telephone rang, I picked up, they hung up. However, the caller ID showed USAVOTERS.ORG as the caller from this number.

Missed call no voice mail and when you return the call a message is heard that the call can not be made.
