Privacy manager asked if we wanted to accept charges from this number

I am tired of this person (company?) calling me at all hours and on holidays. Also, I'm concerned about the "Press 3 if you do not want to accept the charges" option. Is this some kind of trick to get the callee stuck with an astronomical phone bill? I want answers.
This person left a message but I could only make out my name.
It would ring once and hang up. Same time each day. I tried to call back and it would not except incoming calls.
the caller ask for name and I refuse to give the caller the where about of the person she was looking for, and would not give information or company, just simply said they would call back later. Then the caller calle my home number when I attempted to call back the number on the ID it said that it was diconnected.
the person that called said something to the extent of "hang up and I`ll disconnect your card (car)" not sure it was somewhat muffled.
calles 12/15/06, 12/16,12/17 more than once a day and at odd hours
