NCO Financial. They are NOT collectors. They are scammers. They prey on all who are impacted by the poor economy and figure the majority of us are behind on one or more creditors. They phish for information and make a card-written speech about how they'll collect pennies on the dollar against your owed debt(s). Once you've given them enough info, they make you a handful of promises to expect all further collections to cease and you're home free; just the opposite: You just financed another cyber terrorist. Yes, phone lines are part of the National Cyber Security realm. How do they stay in business? People keep falling for it and they have your legal recorded consent. Total scammers, not legit. Go ahead, dial their number and see if it's in service...

i have never given my cell phone number out. i just got it in march 2011. they filled up my voicemail with hold music twice when i left my cell phone off (what i there was an emergency in the family ???) when i left my cell phone off. if i reject call they dont leave message. and i start my outgoing meassage with SIT tones. havent had a message in my cell voicemail when i not answer cell phone. in fact i have a ringtone that is silence. every now and then i see if someone IMPORTANT called. nope. just them. much more of this and i will get my cell phone number changed. i only use it for outgoing calls..i dont want to call from other than a pay phone and i cant find one anymore to tell em that there is no way the call is for me (in fact one caller asked for jah-el sp? ... not me !!!).

i think, according to the FDCPA, it is illegal for debt collectors to call cell phones as it makes the amount owed higher having to spend cell phone $. basically it is making the debt more without going through proper legal channels, which is a no no. so tell them they are calling a cell phone and you think they are in violation of FDCPA since its costing money to talk to them.

btw: Once a debt passes beyond the statute of limitation in your state, a debt collector no longer has the right to sue you for payment. You may still have a moral obligation to pay back an old, forgotten debt, but you can't be sued over it. Any debt collector who threatens to sue you over a debt that is beyond the statute of limitation in your state is in violation of the Fair Debt Collection Practices Act (FDCPA).

We've also gotten calls from these folks from 3 other numbers, 240-210-7142, 703-656-9956 & 804-234-9068. Neither my husband or myself have any delinquent accounts.

Started calling at 8am this morning. Unknown Caller ID. I answered and same thing as phone number 240-210-7142 which is NCO Financial, recording to hold. Immediately hung up. Something needs to be done with all these unsolicated calls!

Caller is persistent in calling at all hours. Both spouses have answered cell phone and recording asks you to hold for an important message and we hang up. Must be a scam!

Getting calls from Capital one on these numbers.....240-210-7142, 410-202-0069, 703-656-9956. These are nothing but harrassment calls. Reported them to FCC and the SC AG's office

The FDCPA bars collection calls outside certain hours and to mobile phones always. Series of repeat calls can be "with intent to harass or annoy", thus also illegal if you establish a behavior pattern. So read the law, already, Some Other Anonymous Resident.

Pity the caller wasn't asking for "Bueller". The DNC registry is for telemarketers, meaning sales. Charities, debt collectors, political speech, and surveyors are all exempt. If you are receiving misdirected or abusive calls from a third party debt collector, you may find relief in the provisions of the FDCPA, which regulates bad collector behavior. Learn your rights at FTC-dot-gov.

Call my house and then cell at least 3 times a day. Were calling from another number for about 2 weeks and then switched to this one. NEVER leave a message. And I never answer!!! I don't owe anything. SCUMBAGS!!!!!!!

Here’s the company that constantly called my home looking for a person that never lived here. They called 4 times in an hour after I told them they had the wrong number. This constitutes “harassment.” NCO failed to do their due diligence to gather the correct information. NCO violated the law by refusing to connect me with supervisors upon my request.

When will our politicians and government officials act to protect Americans from this scum?

Same as some of you, I have no capitol One card and the phone number is on the Do Not Call Registry. This is criminal behavior.

calls frequently regarding balances that are not due. Capital One Card services says that they are not associated with them. Verified 9/09

Received 3 calls today from this number. We were out for the first one at 6:40pm but no message was left. At 8:23pm they called and my husband picked up, said hello, and a message played..."all our representatives are busy..." He hung up. 7 minutes later, the call came through again. This time I picked up. A woman, with an Indian accent asked for Clark. I screamed into the phone...you F!@!@! have the wrong number, and do not call here again! I then blocked the number. From what I've seen on another website this is NCO - Capital One. All the complaints said they were foreign accents looking for people who did not live at the location being called. Others said they were asking for the Capital One account number. If they are calling on behalf of Cap One they should know the number.
