My phone rings. The number ID shows 216-574-6354.
I answer, but nothing from them. No message. Nothing. Just a disconnect.
When I auto-dial them back, I get this message:
"The number you have reached has been disconnected or is no longer in service."

OFFENDER: DENIS KALTCHEV (FORMER OLYMPIC BUL SWIMMER) CASE # 12A003894 OFFENSE: FRAUD – THEFT Denislav Kaltchev is currently listed in the USA Swimming registration database with a note saying that the National Headquarters clearance is needed for him to re-register with USA Swimming. In other words, he will not be allowed to re-register anywhere in the USA, without going through the Colorado Springs office of USA Swimming. It appears that USA Swimming is aware of these (or other) allegations, and has flagged his membership, if and when he tries to rejoin USA Swimming.

Do what I do. Set up a contact on your phone named telemarketers. Set that contact to go directly to voicemail. Add all future telemarketer phone numbers to that contact as additional phone line. Then you'll never know when they call a second time. Your phone doesn't ring it just goes to voicemail.

These people have called me at least 30 times in the last 3 months. I have told several people that my number is on the Do NOt Call list and not to call me back - they hang up immediately when I say this.

This number is repeatedly calling me and hanging up. Once someone on the other end said, "Hi, this is card services." Yet another scam. I'm so tired of this type of call. My number is and has been on the nat'l do not call list forever.

Received this phone call this afternoon but didn't have my phone to answer it. That's too bad.

If you really want to fight back against these scammers, keep them on the line as long as possible without buying their product. If they ask, give them a fake name and/or address: Joe Schmoe, 1313 Mockingbird Lane, Yourtown. Make their phone call to you as costly and unprofitable as possible! Listen to their spiel for 5 minutes while you watch TV, check your email or surf the web and then suddenly find a reason to say "No Thanks" and then simply hang up. If they want to scam you, you might as well scam them right back.

Country code 216 is the telephone country code for Tunisia, a country in Northern Africa that sticks out into the Mediteranean Sea.

Generally only North America countries use NANP which means North American Numbering Plan and it uses 10 digits. Other countries typically use 11 digits. So now here in America we are being overrun by the masses of the world who have nothing to do but call us using their new computer or iphone.

Some people who have those coveted 'office jobs' in developing countries are wasting the s*** out of American productivity because we are answering all these phoney and scam calls!!!!!

Sometimes when you get a "foreign" call, it might have a real U.S. business's name or person's name. This happens because the number is "sent' with the call but that number is matched with a US data base. This happen to a relative recently and they started getting about 50 irate callers a day calling them some very bad names. Their number was the first 10 digits of the 'foreign' caller's 11 digit number.

I have a great solution to virtually stop these calls and spam.

First call on my cell from this number. Caller ID said CLEVELAND OH. I didn't answer. Can't block numbers for free with AT&T Mobility but can assign them a Silent Ring Tone if they call back. They are now in my contact list as SCAM-CARD SERVICES.

I just received a call from this number a figured it was a scam when they said they were calling about my Visa and MasterCard. I have a Visa, but I have never owned a MasterCard. Also, when the person asked how much credit card debt I have, I responded with "$0" because I don't have any credit card debt. He responded with, "Well then basically you're wasting my time" and hung up before I could respond. I kinda hope they call back and I'll just answer every time because it seems to piss them off. Maybe I'll pretend I can't speak English, or just mess with them for as long as they will let me lol.

Called my cell phone and when I asked if they knew the number was on the do not call list they stated they had no idea what that was. Filed a report They are a credit card servicer-but wont tell you anything about which of your cards they are calling on which makes them telemarketers. Rec'd call at 3pm CST from this no. which I didn't answer. I have a policy of not answering calls from "Wireless Caller" or "Caller Unknown". They do not leave a msg when ans machine picks up. They have called here before but not for several weeks. AC indicates Cleveland area of northern Ohio, USA. My advice: never answer a call from an unrecognized name or number. Instead look it up on "Who called us" or Reverse Lookup if you think there is any chance it might be from someone you know. Easiest way to do that is just Google the number.

Many of these calls are coming from Costa Rica and India and they are using spoofed (false) numbers, which in itself is illegal. They do cold calling for or sell the leads to numerous companies in this country and they all know that what they are doing is illegal. Tomorrow this same number may be selling Cruises, Timeshares or Security Systems but if you follow the money it usually ends up in the hands of an American LLC.
Most of the inbound robo call numbers are spoofed, as most of the bolierhouses, both off and on shore, are using Voip SIP Trunks services. Throwaway DID numbers are also used. Some of the robocalling is operated by the end use scammers directly. Others are contract services who earn a referral fee once you are transferred to the scammers.

The criminals behind this operation aren't going to pay attention to you asking to be removed from their list. Their calls cost them almost nothing and they make millions of them so they have no intention of ever removing someone. When you press a key to talk to them all that is accomplished is to verify that they have a working number.
Unfortunately blowing an air horn or whistle doesn't work either. Their headset have noise dampeners plus they are expecting it. However with that said if it makes you feel better then by all means give it a shot.

The banking system is also at fault here, without merchant accounts and ACH processing these criminals could not collect the scammed funds. Though the criminals use obfuscation, layered corporations, multiple bank accounts and offshore stashing, patterns of obvious fraudulent activity become apparent after a very short time.

This is an all out attack from these scum suckers! EVERYONE should be reporting them everywhere that they can. Since this is an obvious attempt at identity theft the FBI should be forced to get involved. (Prosecute them in criminal court instead of civil penalties).

If you want to stop these calls then you need to dry up their revenue source. Your phone company is charging you a fee for Caller ID. Your phone company pays the scammer for sending their Caller ID information. Your phone company pays only a fraction of a cent per call and you pay your phone company to have the Caller ID displayed. The scammers send out millions of calls which amounts to a significant amount of money however your phone company is charging a large amount to millions of customers. This may have something to do with the phone companies inability to stop these calls.
In order to stop this we need legislation making it illegal to charge for caller ID. If a phone service wishes to operate it would need to provide the Caller ID at no charge as part of the service. Here is the $50,000 solution that the FCC is looking for and it doesn't cost anything.

The FCC has temporarily halted 7 minor unprofitable boiler rooms who will receive a slap on the wrist and be back at it within a few days. In the meantime the calls will continue since they are making money with what is called a CNAM revenue-sharing program through companies like http://www.telephonemanagement.net and http://www.CallerID4U.com

You can now see why the criminals keep calling even though they know you won't fall for their scam. They are making money even if you don't answer the phone. If someone does make the mistake of answering the phone and falling for their scam then it is just icing on the cake for them. These people are the lowest form of filth on this planet.

Owner of the company, Johan Hendrik Smit Duyzentkunst, denied any knowledge of this operation and claimed that someone was using his platform to place the calls without his knowledge. At the height of this telephone debacle it's been said that Rachel was making 27 calls a second, which is a whopping 2.4 million calls in a single day!

Advance Fee Fraud


Advance fee fraud, also called upfront fee fraud, is any scam that, in exchange for a fee,

Promises to send you money, products, or services;
Offers you the opportunity to participate in a special deal;
Asks for your assistance in removing funds from a country in political turmoil; or
Asks for your assistance to help law enforcement catch thieves.

Whatever the scammers call the upfront fees (membership fee, participation fee, administrative or handling fee, taxes) all have one thing in common: the victims never see their money, or the scammers, again. Debt Elimination Fraud

The guy didn't sound like a professional hired by Discover Card, just some middle-aged guy. Sounds like a scam.
