216-371-9590 received a call from this number 9/16. I recognized the 371 as a local Cleveland exchange. When I answered, it was a robo-recording asking me to "press one" for "reduced rates" for some financial product. I hung up, then called back the number to see who would answer, and lo and behold got a recording that the number I'd dialed had been disconnected or was no longer in service. Clearly, whoever is programming these calls is making them under the cover of a false local phone number to entice the recipient to answer it, thinking that the caller will be someone local. I don't know how this works, but it's not the first time our Caller ID has recorded a number that didn't in fact belong to the scam caller.
