Caller ID said "Texas Call". Called at 12:20 p.m. I was not home but would not have answered when I saw the caller ID as assume it would be a telemarketer or scam. Did not leave a message on the machine. From all the comments below, it sounds like it is one not to answer. I do get frustrated at all of these not legitimate calls as I pay for my phone and its space and should be the one that determines who calls.
No message left when I did not answer...they called twice in February and once so far in April.

Here's a quick and free way to send these calls straight to voicemail so you don't even have to hear them ring your phone. This works for Android phones, I don't know about iPhone but I'm sure there is a similar feature.
I created a contact and named it "blocked". You can name this contact whatever you please. (Telemarketer, Scammer, Low life, etc.) While creating the contact, select your menu, and check off "All calls to voicemail". Now, any number associated with this contact will not even ring on your phone and will be forwarded directly to your voicemail. In my experience, NONE of them have left a voicemail so these callers have completely disappeared from my life :)
Now - this is important. Any time a new call comes in from a suspect number, long press and "add to existing contact". Add the new number to "blocked"
My phone used to ring from these scammers about 4 times per day. After doing this, I've reduced the number of calls that get through to me to once per week at maximum.
Here is my list of numbers that I have added to my "blocked" contact so far. Feel free to start off by adding these numbers to yours for immediate relief from unwanted callers.

If you call the displayed number and you get a message that says it's not in service or hasn't been set up, the caller ID has been SPOOFED. This means the telephone number and any information with it was replaced by the criminals, and it's completely separate from the real phone number. This makes the "do not call registry" necessarily impotent because there is no owner of that number for them to go after. Blame the phone companies, who do not enforce caller ID veracity and protect the data stream from ID spoofers.

They called me at 8:42 am. I picked up and nobody was there, the did not say a word.

Called twice in two minutes on my cell phone!! No message - Did not answer. Why bother with the Do Not Call list if these morons are going to call anyway???!!!
We have been receiving calls from this number back to back for the past 15+ minutes. As soon as it hangs up, it calls back. It will call back while we are on the other line with the original recording. Calls to the Telephone Company are of no use, they "couldn't do anything for us" and referred us to the Do Not Call list, for which we are already registered. It has been so bad, we have had to take the phone off the hook to stop the incessant ringing. Pressing prompts does nothing, and you can't actually get to a live human being to tell them to go pound sand. SO FRUSTRATED!

This is the same old tired "Take a survey to win a free cruise" SCAM. PRE-RECORDED MESSAGES are ILLEGAL. Period. That, for one tells you that these are CRIMINALS. This is a CREDIT CARD PHISHING SCAM. The local news did a story last night about how all the people who fell for it ARE UNABLE TO USE their "free Cruise vouchers" because THERE IS NOT FREE CRUISE. They've been DUPED, wasted their time AND MONEY (HUNDREDS of Dollars, each) and now they are S.O.L.

I think this is Bank of America. They called my home, then my cell phone.
I rec'd 2 calls today from this # on my mobile phone, here in TX - my mobile # is an out of state #...
The number shows up on my caller ID - they call both my cell phone and my land line at the same time (can you say robo-caller?). I'm not answering.
