This scammer calls numbers on the national do not call registry in violation of the Telephone Consumer Protection Act. They further violate the TCPA by failing to have an operator on the line when the call is answered and further by playing a recorded message without an operator on the line. They fail to provide a phone number or address when asked because they do not let you speak to an operator, further violating the TCPA. Their recording is all about a get-rick-quick scheme, most likely a pyramid scheme. They never mention any product or service they are selling, just guarantees of $5,000-$10,000 or more every month in income by joining their team. They claim there is no selling or convincing, you just get the money by using their automated calling system (they don't mention it violates federal law) and free web site. This is clearly a scam, most likely a pyramid scheme.
