I have not received a paper nor do I intend to. If they wanted me to sign up or renew, then why hang up when I answered the phone right away? They have called my house 5 times in the past 7 days and never leave a message or say a word when I do answer.
I would think this is an expensive game they are playing to call so many people and say nothing.
The only thing I can come up with is that they are phishing for valid phone numbers. Numbers that go to a person and not a business.

Didn't answer and no message left. Previous comments indicate outbound calls for news paper subscriptions and are not part of DNC because of a previous business relationship. This is not completely accurate as I have never subscribed to a newspaper.
These fools have called multiple times. They don't leave a message. When I am near a phone, I grab it, but barely get out a "hello" before they hang up. I have no idea what their game or purpose is. I am on the Do Not Call list. So far, all these folks have done is raise my blood pressure.
This number calls at least once a day & has called 10 times since & on the day of the death of someone in the family including today. I do not have kindly thoughts for these jerks. If they had legitimate business, they would leave a message but know what they are doing is illegal. I am forwarding this number to my congressman's #. Maybe if Congress gets enough of these disturbing interruptions they will get off their behinds & do something. Have reported them to the FTC but they do not do squat...ever. They are disburbing the peace, especially during a time of such grief.
If you have or had a subscription to a newspaper, these people will call you to renew, etc. DNC does not apply since you've had a business relationship with them.
If you don't want the calls, ask them to stop. Posting uninformed information or threats here will do nothing for you.

Have had several calls from this # in the last few days. I don't pick up. DNC list does not help. If the NSA and other govt agencies can be checking millions of numbers why can't they catch these numbers and put them out of business. They could be soliciting for terriosts.
OK, I got some justice. I did a caller ID blocked call back to this repulsive spammer caller's number. Obviously no one was there to answer the calls and of course the voicemail was full. So I used *8 to look for other extensions and randomly picked 19. Sure enough EILEEN picked up and told her what I think of her company she hung up. Hopefully more will call and say COME ON EILEEN on Extension 19 and see if she leaves this company and we try other extensions next. :-)

They are continuing call me, I called the number back and the telephone was disconnected.
5-10 until 5-30-2013. now
There was no one on the line when I picked up, so I am sure it was a telemarketer of some kind. Their auto-dialers don't seem to recognize when my cell phone is answered.
THis number has called and hung up on me - numerous times daily for months! I want them to stop!!!!!
Someone trying to get me to subscribe to the Cedar Rapids Gazette.
This number calls my cell at least once a day. I don't recognize the number and they never leave a message. I checked the number on reverse lookup and it states that the number belongs to Metro News Service. I'm sure that they are trying to solicit new business. I'm not interested.
Second call from this number in two days. It's an automated dialer. First call I got from this number (yesterday) was a recorded message saying "This is Metro News Service. Our number is 210-587-2213. This is a marketing phone call." This time there was no message.
I called the number back and the message said "Metro News"
