This call is a recorded message about hawking extended warranties for cars. It asks you to press 1 to talk to someone. The call is from a UK (country code 44) and, specifically, from London (Area/City code 207) number. It says it is a "courtesy call" about warranties. Despite coming from the UK, neither the recording nor the live person had a British accent. As I remember, it sounded more like a U.S., probably midwest, accent. Who knows, though. If it is a VoIP phone, it could be anywhere there is an internet connection.
