Always a dead line when we answer. I don't bother to answer, as I can set my clock to it every day! Why bother with DNC Registry when these calls can continue?

We got a letter from the State of Washington telling us that we might be contacted to answer questions for a health study the State is conducting and it was up to us if we wanted to participate. They also said that we could call and pre-arrange a time to participate if we wanted, however they did not specify the name the company that would be calling. So scam...or maybe not?

This is most likely a scam. If it is not then the public officials who hired ICF should think again.

They claim to be working with the Washing Department of Health and the CDC and conducting conducting a study. If it is a true scientific study, they are conducting it in an unprofessional and unethical way based on my training in the treatment of research subjects.

Their tactics are similar to a sleazy sales person. They state that the call is being recorded, but they don't ask for consent, which an ethical research would do. They don't ask if you'd like to participate, they simply start asking questions. When you say that you are not interested, they do the classic sleazy sales tactic of doing whatever they can to keep you talking. I recommend not answering.

missed call on my cell. no message. I'm on the DNC list for my cell as well as home. Wish they could not get around the law so often
