These guys are spoofing the caller ID here is the last thread

http://whocalled.us/lookup/571-214-5430
also
http://whocalled.us/lookup/208-758-0218

Since they are spoofing the caller ID reporting the number to www.donotcall.gov does no good at all.
Also, surveys are allowed by the National Do Not Call law. Nothing we can do but to just not give them any answer whatsoever.

A recording asks you a question like "do you have a small dog?"

I said no.

I'm getting scam calls at home with a caller ID of Wash. DC and telephone number
202-643-1993

Its a rip-off. A recording asks you a question like "do you have a small dog?"
and if you answer "yes" they record you saying "yes" to authorize charges on
your phone bill.

If you say "no", they play a recording asking "did you have any problems with
your charges?" then record you saying "no."

Some people report a caller ID of THINK SAY ACT 10

Just telling you what happened in my case this morning, thus the reason I was on here looking up the number. The voice of a man even mentioned my Senator and Representative's names. It was an automated call. When I said hello and no one said anything, I thumped the phone, as not to use my voice again, and the recording began. Tried to call the number back and it says that the mail box if full. I don't know why everyone else is getting all kinds of weird stuff.

If these people are some organization calling to let people know about the No Ask, No Tell debate in the Senate, why are they asking if you have a small dog? Because they left that message on my machine. Doesn't sound legitimate to me.

I received a call from these people yesterday, but since I didn't recognize the number, I didn't answer. I saw all the information here and called my mother to let her know to be on the lookout. She said she received a call yesterday while she was out, but a friend of hers did answer the phone and answered their question. I have notified our local TV stations so they can get the word out. I also notified our local police, who say they can't do anything until someone actually has charges applied to their phone bill. So please notify your local police department if this happens to you. Maybe we can put a stop to these buzzards.

It was not a scam. It was an organization calling to let people know what the Senate is doing. It was about the No Ask, No Tell debate in the Senate today and also covered the fact that politicians are trying to make it possible to have abortions at military facilities, which means tax dollars will be paying for abortions. I am online trying to find out who the organization is. The reason it is a DC prefix is because that is where Washington DC is, the District of Columbia. It may be circulating that this is a scam because some people may not want you to know that you have the option to contact your Senators and Representatives about this.

I just got a call from these people. I didn't answer. They left a voicemail, asked if I had gas service at my home, and then claimed they were my local gas company conducting a survey. How stupid do they think people are? Why on earth would my gas company call to ask if I use gas service? Of course I do, or they wouldn't bill me!

WARNING! This is a serious scam run by criminals.

The caller says, "Do you have a small dog?"

If you answer "yes" to the recorded question, "Do you have a small dog?", they record that as proof that you said "Yes" to some rip-off service or product they're selling, and you'll get billed for it on your phone bill.

DON"T ANSWER OR SAY ANYTHING.

If you say "no," they can record that as showing that you found no problems with their service or the bills.

Called cellphone 2x on 2 days, did not answer. However, this is a Very STRANGE one !! I am finding other 'do not call' forums with similar details / complaints = (Do you have a small dog?). Is this really a nuisance call, a phone verification scam for a hacker, telemarketer or survey firm, Political group (timing) a criminal working to gather personal identity, a dog napper, or someone attempting to increase paranoia ??

It is clear that they are calling a number of phones. Is the CallerID being spoofed ? Are these nuisance calls 'legal ? What agency or jurisdiction has resources and incentive to investigate = who to report for action FCC, FTC, FBI, which phone company, local / county / state Police ? Caller ID: 202-643-1993 Caller Company: Unknown

This is scam. They are trying to record you saying "Yes" or "No" so they can have your voice authorization on tape and purchase things in your name. DO NOT ANSWER!!! HANG UP IMMEDIATELY AND REPORT TO THE FCC!!! It does not matter if you say "Yes" or "No". For "Yes" they show you authorized the charges by saying "Yes", for "No" they play a recording asking if you "have any problems with the new charges?" and then play the "No". Either way you get charged on your phone bill.

Called at 8:30 pm. I answered the phone and said nothing, then a recorded voice said "This is Survey 2010. Do you have a small dog?" I said nothing and hung up. I received other calls from a similar number, 202-630-1956, that I didn't answer, and saw online that other people reported the same thing with that number. We've been on the Do Not Call list for years.
