The FDCPA cuts two ways on this issue, Mea. A collector must make "meaningful disclosure" of its identity yet respect the privacy of whoever is named on a debt account. Hence the obfuscation in messages and demands for identifying data in live calls. Privacy is about the only consistently followed rule, as being shadowy works in their favor to make call targets anxious.

There are case rulings which say that collectors cannot break one law to follow another, but this is something without a definite answer within the FDCPA as written.

got a call from joel anderson at this number. left a call back number as 1 866-350-4275 x6376. when i called back he just asked for my date of birth. when i asked why he needed it, he just said it was in regards to a personal matter. i asked if it was an attempt to collect a debt and he responded he needed my date of birth before he could answer that question. in the US, bill collectors are supposed to say "this is an attempt to collect a debt" before asking for personal information, so i asked if he was in the US. he said he wasn't. i hung up. off-shore spammer / phisher. no thanks.

They just called me from the number 202-449-6077. I don't owe anyone anything, and they didn't leave a message. BRIVIA COMM LLC is another one of a million bogus companies trying to steal something from you I see.
