It's a scam. They claimed to be calling to offer me a lower interest rate on my VISA card, but they had my balance on the card incorrect, and then they wanted ME to tell THEM my card number to confirm that I have the card.

I called 866-246-7196 scam (thanks Dashiel) and spoke to someone, they said they provide this do not call request service to a small number of companies that want to minimize complaints and save time not calling people who don't want to be called. Sounded reasonable so I gave them the caller's phone number which they verified it was on their list and then I gave them the receiving phone number to add to the do not call list. It took a day and a half but the calls did stop.

Got this missed call today. Googled number. Came here. Thanks for your reports. I saved the number as "Scam NJ", so if Heather calls again, I won't even think about picking up.

These guys have taught me to never pick up a number I don't recognize. Seems to work pretty well. I only get one or two of these per year.

Recorded message about lowering my credit card interest rate...I pressed 1 to speak to a rep...it sounded like the rep was at a party or a club! I asked about what credit card this was for, and he(she?) named a long list...I asked if this was for Visa or Mastercard and he/she said yes...I told him/her that I don't have a Visa or MC, and he/she hung up on me! LOL!

This number called me and woke me up on 6-26-13. After answering, no one said anything since I said hello sleepily, I suppose. After saying hello three times, I heard a click and they hung up.

I feel all of your frustrations. Now they called the wrong guy at a secure witpro location and the boys over at the agency will be knocking on their door shortly. You see it doesn't matter what spoof caller ID displays when all incoming calls whether from landlines, VOIP or burn cell phones are immediately tracked for the physical location. Whether the low life scammers and identity thieves are in California, Florida or Manila Philippines, there will be a knock on their door shortly. Tick, tock!

This is at least the second time. The first time I listened to nasty individual. We exchanged some vile words. I recognized that it was a fraud and asked to be removed again. This time I hit 2 to be removed from list. I doubt that it will work. These individual should be prosecuted.

In other words, he will not be allowed to re-register anywhere in the USA, without going through the Colorado Springs office of USA Swimming. It appears that USA Swimming is aware of these (or other) allegations, and has flagged his membership, if and when he tries to rejoin USA Swimming.

In the many messages posted here, several of you have tried to block the offending number. Agonizingly, that will NOT work. In the last few months, I have received such "credit card" call from TWENTY-ONE different numbers. More, there are EIGHT additional numbers which I was unable to record. My phone base only allows ten numbers to be blocked. Paltry defense. I have the weapons and the will to respond. FCC, are you listening or not? (Stupid question.)

I have received TWENTY-NINE(!) calls the last few months from unwanted callers who offer to reduce my credit card rate. I don't need it. But THIS is the FIRST time such a caller has called in on my closely guarded CELL PHONE NUMBER.
The FCC has been notified of these activities MANY times by MANY people and has NOT shut them down.
I am WAY over the top on this! At 76 and in reasonably good health, I survive to care for my wife and my mom, but I have finally notified the last caller that if it weren't for them, I would hunt the caller down and kill him. Just so you understand this clearly, I repeat: If it weren't for them I would hunt the caller down and kill him. I have been telemarketed beyond endurance. Bayonne, NJ, indeed. That's a start. Stay out of my way!

My cell phone showed I missed a phone call from 201-243-3365. failed to pay attention to the area code and called it back. I was thinking it was a reply to my inquiry on a vehicle as I left my name and phone number on my email. When I called the number I got a msg to hit 2 for the do not call list. I just hung up as I did not know what hitting the number would actually do.

I just received a call from the number on my cell phone...I NEVER give my cell phone number out unless I know the person. "Heather" (automated voice) said she was calling to inform me that I could lower my interest rate on my credit card. Here's the kicker, I DON"T have a credit card....I just hung up when I heard the word credit card.

I recommend that anyone receiving this call or other solicitations/scams on a cell phone that it be reported to the FCC Complaints. I have reported several calls over the past two years, and the FCC has notified me of the receipt of the complaint and personal actions that can be taken. As noted in a comment below, the telephone companies take no actions against these solicitations/scammers, and, unfortunately, the "fines" are so inconsequential, even if assessed, the scammers don't go out of business. Perhaps, common suit against the providers of phone services might, in fact, jar some corporate responsibility. Until then, caveat emptor!

These guys called me and I pressed 1 for information about lowering my credit card interest rate. They make it seem like I have a card with them but I don't think I really do. They named off three competing banks and tried to tell me my credit card balance. I told them the balance was incorrect. And they responded with "even with both cards combined?" Ugh.

Do not give these guys any personal information.

I told them I do not feel comfortable talking to them about my credit cards because they called me, and when I am interested in lowering my rate, I will call them.

Then they hung up on me. Assholes.

Received a call from this number, it was an automated message in reference to lowering my credit cards interest rate. After the automated portion was over, I did not click on 1 or 2 to speak to a live voice. Not sure where this originated from as I am on the DNC list. However, it seems there may be a loop hole in this once again. I have contacted my card issuer to make them aware.

The usual, credit card/lower interest. Back in the 1970s when the problem was obscene calls, the recommended countermeasure was a loud blast from a shrill whistle. It seemed to help. I have been using it these days against the junk callers, after reaching a live person. It is unfortunate that it targets the eardrums of worker ants rather than the sons of unwed mothers who mastermind the annoyances, but so be it. Those who disregard do-not-call, and their low-level flunkies, do not deserve the slightest politeness or consideration.

Got a call today to lower my credit cards bills. When I asked who and what company I was speaking with they hung up. Call back to the number simply asked if I would like to be removed from their list. If they used the US DoNotCall list they would know not to since my number has been on it since 2008. I have recieved this identical call to lower credit card bills since 2008 (this call/company is the reason I signed up to be honest). Hard to beleive that they still operate, at 10,000$ fine a pop they should be bankrupt and our gov't out of debt. I filed a formal complaint with but somehow this company goes on unabated.

Somehow they now have my cell # and I've repeatedly asked them not to contact me in the future. They said they were Card Services with Bank of America, CitiBank, and Chase. When I asked them to tell me which card I had since they were trying to "decrease my rate for me", they hung up. When I attempted to call back to finish once again telling me to remove me from their contact list, 1st I received a scrambled recording that I couldn't understand instructions but it was something about a "do not call list", but it hung up when I was trying to hear the msg again as I couldn't understand. On 2nd try, the msg was that it was a non-working #. Bastards!

They are offering to lower your interest rate. It's a third party company. I was almost fooled by this but ended up hanging up the phone because it didn't feel right. They will charge you an 800$ fee to lower your interest rate to 6.9. DO NOT ANSWER THE PHONE.

After putting up with these calls, I found a way to stop these calls; 866-246-7196 scam. Just give them the caller's phone number to verify it's on their list and the receiving phone number to add to the do not call request list.

Rachel. Ann. Heather. The famous group of voice recordings from California in 2006. A bank set up a robo-calling device to contact its customers about lowering fees. (This information has been collected from sites like 800notes and others as well as Who Called Us.) The machine and its recordings were sold to, allegedly, Pacific Telecommunications, that leases the recordings to third party companies. PacTel describes itself as merely a middle man operation; they do not inquire into what those third party companies do with the systems being provided. You can bet that the women who made those original recordings get spam phone calls just like we do; what makes it worse is that they have to hear their own voices parroted back at them!

Same situation as everyone else, and yes it was a male on the other end, probably from India using a party line. When asked what credit card, he named the major cards, but failed to mention the issuing bank, when asked again, he just repeated the generic list. When pressed for the name of the person he was trying to reach, all he said was "you". Again...I asked who he was trying to reach but said nothing.....at which point I told them to stop calling from India. Although the number shows as a landline, it is just a holding number for them to dial into....so when they make these calls it appears as tho the call originated from the U.S.

Since I have only given out the number to a handful of people, and none of them would be calling me from a New Jersey number, I assumed it must be a racketeer/criminal and came here to see what others say.

The caller was foreign, of Indian descent. He told me that since I pay my bills on time, he would give me an interest rate of 6.9% on my credit card, and he named the institution in which my credit card is the holder of. He was very unproffesional. When I began to ask questions, he hung up!

Call came in, I answered and a recording from "Heather" mentioning about credit card important info. Please hit one to continue, etc, So I wanted to have a little fun.. I hit one and a Indian male answered right away talking about reducing my credit card interest because I was a very good customer of the bank, I asked which bank and he replied Citi, BOA, Chase, and Capital One, I asked why since I was OK with my current interest rate and not complaining would a Bank want to lower it and make less money on me...hmmm. He kept up the good customer bit, I asked what happens if I miss a payment and he said no problem , you can miss four of them and if you miss a fifth the interest rate goes up by a single point.. I said how is this possible, what about fees then if not interest rate change ? He said no none...He kept asking for my last name and strangley my expiration on my card which I provided neither..He also said he could not legally ask for my SSN, Mother madien name, DOB, something I forgot around those lines, and So he kept on pushing me go for it and I said "No thanks" and this is the best part.. His reponse was you kept me on here for over 6 minutes you blank blank.. I have never heard and Indian person swear or get mad, very strange and he hung up...I would never give any info over the phone to a stranger, but I did keep him on the phone so he had less time to bother others..and provide entertainment to me. I would guess it is a phishing call..I am also on a DNC list too..

I just got this call and even tho i knew it was trash i decided to speak to someone.. some indian guy picked up the call and tried to give me the BS about lowering my interest rate.. the minute i asked which credit card is this he avoided the question.. i kept asking and he hung up.. geez i wounder if this was a scam lol

Just called me few minutes ago; an automated female voice said her name was Heather and to press 1 for more information on lowering my credit interest rates and that it was urgent to call for more information. I pressed 1 and it automatically hung up. I didn't call back. I will block this number.

I have blocked BARTLETT INC's # but they just call from another phone number. I have blocked 5 of their phone numbers just in the last week. I am going to try just not answering to see if the calls stop!!!! Yes, I am on the DNC registry. Hasn't helped me yet.
