"140" is not a valid US area code. This is either a spoofed number or part of a longer international number VOIP users can see. You expect somehow that such a caller will actually obey an opt-out command? That invitation is only there, I suspect, to give the false appearance of being in regulatory compliance. File complaints with the FTC and attorneys general.

Another recorded message from "Rachael" stating that nothing is wrong with our credit cards but offering a way to lower our credit rate. Then tells you to press 1 to speak with someone. We have done this and told them we do not have any credit cards and to remove our number from their list. All that happens is you get hung up on and the calls continue.
