All Caller ID says is, "NAME UNAVAILABLE".
Please help me figure out who is calling and what they want

This is a legit collection agency. A couple of reasons why they seem shady: 1) They're calling you, and the reason why you're complaining on here is because you're not the person they're looking for. This leads me to number 2) They're not going to give you somebody else's collection details (thats against the law.)
If you've signed up for the NDNCL (National Do Not Call List) congrats, but nice try. Again, this is a collection agency. They have the right to call every number they have on file to collect the debt that is owned to their clients. This is the law also.
So, you got a new number, and you're an innocent, here are a few pointers
A) Be nice. If you're going to cuss me out, I'm not going to try to help you.
B) Explain to them the situation, offer to fax them proof that you just got this service. Remember, they are collection officers, they've heard every excuse under the book from everybody. Sadly, its up to you to prove that you're innocent. According to them, they've already proven you're guilty.
C) If the person you're talking to is rude, and is not cooperating, there is always a manager/supervisor available to take the call and speak to you, demand one; and be done with it.
