The phone is ringing, and I don't recognize the number,
All Caller ID says is, "NAME UNAVAILABLE".
Please help me figure out who is calling and what they want

AMEX has told me this is a scam. A recorded message said they were American Express calling about my account and to call them back at an 800 number before the close of the business day. I called the AMEX phone number on my card and they said no one from AMEX has tried to contact me.
They left a voicemail. A recorded message said his name is "Phillip" and to call him back today at 1-800-790-4541 for a "Loan Bailout" offer.
They call many times a week. They have called THREE times today so far and it is only 1:30pm! Don't they ever give up?? Apparently NOT. I have been on the ever so helpful Do Not Call list for over a year too! @#$%#@!
Caller ID just said 646. I didn't bother to answer it.
