They are an unscrupulous third party collection agency, buying old debts that are paid or not. In our case, it was a decade old debt that had been paid.
Get the name of the person you are talking to. Ask for a supervisor and get their names (first and last) and file a report at www.ftccomplaintassistant.gov
The more complaints, the more likely the FTC lawyers will take action. I filed my complaint a few minutes ago.

MK, this collector has not ''been warned'' of anything on a caller database site it does not control. Complaints with the FTC and attorneys general are fine, but don't sit waiting for a rescue. If you have a problem with FNCB, take it to their doorstep and do it the smart way as discussed previously in this thread. Remember that just like in the military, if it's not on paper it never existed.

@FNCB guy .. yes you are only doing your job but in quite a few cases debt collectors and yes including yours do not follow the rules of the game . i get calls past the curfew time that is set up . i have had calls made to other family members that is not allowed . and this 48-72 hour thing really hardly happens . i have received calls lately that one call was there is a lawsuit against me for an unpaid debt from 8 years ago . and just another from Columbia house saying i owe them all this money and i asked her if i owe this money then were is the product that i was to get . and she just hung up on me . i was not rude just asking a simple question . on the lawsuit thing . i get them calling and they ask me to verify . sorry i do not give my ss# out even the last 4 . going to have to take there word and my word . they give me the street address yes this is me . they tell me some case #.s and tell me to call a phone number . sure i call they cannot say hardly anything cause the officer is not in but if you call this number they can help you after all the phone numbers which by the way go from coast to coast and north to south .
but we the people can be nice and talk but all the collectors want to do is curse yell bitch carry on which yes is against fair debt policy . and yes i have so many recordings of you collectors .and yes with recordings yes i do also say that i.am recording the conversation and 98% of the time they automatically hang up so this would not be a legite debt which yes some i did owe but with the recordings was able to have them paid in full because of the fact of rudeness .

I receive calls from these people from all over the country. They never leave messages nor do they send anything through the mail. I DO NOT conduct any business with a company that refuses to send hard copies of bills or invoices as there is no way of proving the bill is acutally legit without them. This company is on the watchlist in Texas as "potentially criminal".

BTW, if you pay 1 cent towards any bill that has been placed in collections, the "timeclock" for the statute of limitations is restarted and full out collection efforts are doubled. Even if you do not owe or think you do not owe a debt, ask for proof of the debt in writing. 9 times out 10 a debt collector will give up as they can not produce it in writing. Legally you can send them a certified 'cease and desist' letter with return receipt to stop them from contacting you. If they refuse, then to court you go and the debt collector loses as you have proof you asked them not to contact you.

Telling these companies they have the wrong person, number, etc does not work. Neither does asking them to remove your number from their system. To them, this is confirmation they have the correct person. They will also contact your family members and neighbours with the scare tactic "We have an emergency phone call for ????". NEVER, NEVER give in to this as all you are doing is legitimizing their tactics.

Debt collectors are the bottom feeders of society. Very few are legit. Only deal with the original debt holder, ie the credit card company, loan company. NEVER use a debt consilidation company either. This is reported on your credit report and you can be sued while waiting for the debt to paid by the consilidation company (they Do Not pay any debt until you have sent them a certain amount of money - usually 6 months to a years worth of payments).

That's excellent, Linda. You invoked FDCPA without even trying. (I didn't do so well my first time fighting bogus debt. Took me two years and four collectors to learn my errors.) I'm sure this scam railroaded a lot of people, and most still don't realize how much power they have to dispute random strangers demanding money. I imagine the bad buzz from the class action helped your FCRA disputes. Yours was a clear "not me" case, which gets into fraud territory I suspect the bureaus want no part of. From that example the worst collection agencies could take notes.

The bogus account was a telephone account opened by a telco insider. Shortly after I discvered the account on my credit report, there was a class action lawsuit in the midwest because there were a lot of bogus Ameritech phones out there. When I called the phone company, they had no record of it.

Since the amount owed was less than $500, I offered to pay it in full. The only thing I required of the collector was that he first send me a copy of the phone bills so that I could deal with the accountholder myself. (The account number is usually the phone number and that's enough info to find an address.)

Although I didn't realize it at the time, I asked the collector to 'prove' the debt, something he probably couldn't do.

It only took one letter to each credit bureau to get the account removed from my record.

Correct, ''AnnualCreditReport'' is the honestly free FTC source, found via the link I suggested.

Credit bureau disputes are way beyond the scope of this site, but let's just say some play out faster than others. A ''not mine'' dispute is simpler than ''wrong amount'' or the murkier issues which accompany many debt disputes. You might get a correction in a single letter, or it might take a dragged-out lawsuit.

Do some reading on e-OSCAR, a dumbed-down email protocol the bureaus use to ''investigate'' and ''confirm'' data using only two-character codes. (... and you thought Twitter was restrictive ...) If you can't get your problem boiled down sufficiently for a bureau rep to classify it -- within the FOUR minutes on average they spend on a case -- your path to an accurate report will be twisted and require persistence.

Sometimes the Credit Bureaus can be helpful. Don’t count them among your enemies too soon.

I was hired by a woman who had been convicted of fraud to write e-learning for a major telephone company. In all, she screwed 8 people across 7 states out of their money.

When I realized that the woman had my SSN (as well as SSN’s for the other writers), I contacted the credit bureaus immediately. They were very helpful in providing the right contact information to enable us to put a ‘watch’ on our credit reports to look for unusual activity.

In an unrelated case, I had the credit bureaus remove a bogus account from my record (one that I never knew about until it was purchased by some collections scumbag).

I believe the FREE credit reporting service is at annualcreditreport dot com.

Costco also offers one that is reasonable priced (and I trust Costco to select good products). I use that one.

Much of the comment from ''1998toNOW'' is correct (and badly in need of paragraph formatting) but critically misleading on the much misunderstood topic of the legality of collecting severely aged debt.

The seven year FCRA time limit for reporting of accounts to the credit bureaus has NO bearing on the ability to collect for them. Under federal law debt collectors may pursue an account until the end of human time. Past a certain account age, however, they cannot get a judge to help.

Each state has its own Statute of Limitations for different debt categories, the true legal ''shot clock''. That period ranges anywhere from three to fifteen years. Curiously, not one state has a seven year SoL on any form of debt, putting the lie to any confusion of SoL with bureau reporting.

A dirty collector might sue for debt past SoL, hoping you're too scared and ignorant to realize how easily an SoL defense will shoot their bomber from the sky. This is partly why early dispute of all debt claims of whatever age is critical. The favorite game of all junk debt chasers is trying to get you to admit liability and/or send a payment to reset SoL, and therefore standing to sue. A precious few states have a Staute of Repose or something akin, a powerful weapon which renders illegal *all* collection activity past SoL.

The mere act of answering a live collection call DOES NOT RESET SoL, as many paranoid types have come to preach. You do have to guard what you say and try to direct the flow of information one way only, from the nasty collector to you. If you can't handle this, get off the phone and move the discussion to Cert Mail paper.

It is also wise as ''1998'' indicated to keep watch on your credit reports for false entries. The credit bureaus are hardly pro-consumer and make disputes difficult, but they and the collectors AND the lenders can all be sued by consumers under FCRA for reporting or refusing to erase bad data.

DO NOT get mixed up with any sly subscriber service like CIC Triple Advantage to obtain your reports (better known as the heavily advertised ''FreeCreditReport'' and ''FreeCreditScore'') unless you want a monthly fee which will require dynamite to unhook from your bank account. The FTC thoughtfully demands that the major bureaus give up a freebie report each year on your request.

I have been receiving calls from collectors from crap back in 1998. Sorry, but that debt has expired. AND using all caps "The Law" only proves, not just what most people are blogging about here about the rudeness of the collectors calling, but the fact that this is the M.O. of most all collectors. The holier-than-thou attitude, degrading people, enraging people by accosting them over the phone on a(n) old debt - I am guessing this is becuase they are bored and are in a internal competition amongst one-another to see who can be the most obnoxious. Or the fact that someone is the victim of Identity Theft and the coward "The Law" makes stupid comments like, "...not my problem..." only gets a prompt disconnect. I have come across only ONE person eons ago that was actually courteous and was flexible in getting the debt cleared...she was not rude, nasty, or abusive...she was also very flexible on the terms. However, I believe that is an art that has died. As Anonymous mis-quoted "You can catch more 'flies' with honey than with vinegar.." ->"You can catch more BEES with honey than with vinegar"...who the heck wants flies!?!?. Anyways...I digest...The point is that those of you whom are defending the collectors (which are obviously collectors themselves) need to realize that that is your bane. You will get either people that are abusive and go batshit crazy spending, or the thieves that have stolen credit cards/Identity, or god forbid if the economy take a serious spiral downward (which is predicted to be like this for another 4-8 years) that you get 'your' money. Statute of limitations expires after seven years. No one in the US is required to pay on that debt...period. It is also advised that each person check their credit and make SURE these douchebags don't try to screw with your credit even more by putting fake account numbers and bloated amounts as debt owed (which happened to me). I did them one better and admitted to the credit bureaus on the real debt, pointed out that it was over 7 years, stated that the company has also done multiple postings of the same debt, only with different account numbers and amounts and dates. I received within about 3 or 4 weeks the corrections, deleting that mess from my credit, including the aged-out debt. Another note those who are being harrassed by these 'people'....just don't answer the phone...period. I was told by a friend, that as soon as you establish some sort of contact with a live person, they can re-establish the debt (not sure how that is really legal though) back onto your credit report. I just received a call from this FNBC today...and I knew who they were. Resident47 provided excellent advice that can put a stop to these menacing individuals. To the comment made by "FNBC Collector"....you would be a rare one in-deed. As I stated before, the art of collection has obviously been lost never to be discovered again. How one can take up a job like this now with what our country is experiencing, is beyond me. Let's not forget also, that the original debt, which is bought and sold so-o-o-o-o many times, is NEVER what you actually owed from the beginning...all these companies that do the buying and selling of these debts add their administrative fees, processing fees, interest, etc....thus making the debt from hypothetically $1,100 to over $15,000. This is no joke...that happened to me. This was what I was referring to about getting removed from my credit. My favorite is when they send you something in the mail 'offering' you the reduced debt to clear it out from your credit. If the amount is low enough (based on the original real debt), and you're wanting to clear this debt out (for moral reasons or otherwise)...GET IT IN WRITING!!! Have a signed and dated letter on company letterhead, stating they will make corrections on your credit report within set number of days/date showing as PAID OFF .....NOT CHARGE OFF PAY OFF. You will also make notations on your credit report as to the agreement(s) made to reflect whom you spoke to , what company, and the specifics of the agreement. DOCUMENTDOCUMENTDOCUMENT. This is a Chase Bank number for the credit card services group, but they should not be asking for your personal info (SSN, etc.), unless you are looking to do additional business and they need to confirm who you are. However, since they initiated, they should be able to confirm identity without asking for your complete personal info, since they already have it.

Also, they should respect your wishes if don't want what they are offering--simply ask to be put on their "do not call" list.

Cue the violins and hail the humble debt collector, who is just doing his job ... chasing the wrong people for the wrong amounts on severely aged accounts by carpet bombing with calls. Or some combination thereof. Maybe they're still smarting from a huge 2009 judgment for TCPA violations.

The industry apologists all insist we should stop running and call them back to correct their errors, but the complaints form a familiar pattern indicating that won't work. Not one ever reveals that voice contact is optional, lest they disarm themselves of a primary weapon, the telephone itself. The arrogant catcallers in these discussions regard alleged debtors as abusive and ignorant, negligent and hypocritical, when so often the reverse is true.

If you are receiving repeated, misdirected, and/or abusive calls from a third party debt collector, you may find relief in the provisions of the FDCPA, the Federal law which regulates collector behavior and provides you simple tools for your own defense. It grants you control of how you are contacted, and collectors can be sued for their crimes. Learn your rights and first response tactics at FTC-dot-gov. See also your state laws for additional support.

I have had 3 calls in 4 days. The first one asked for my husband by name, he was the one who answered. He said, "This is he" and they hung up. This morning I answered the call, a gentleman with a middle eastern accent asked for my husband, I told him he was not here and asked to take a message and he replied, "No message". I asked who he was and he hung up. When I call the number back, it says it has been disconnected or is no longer in service. I called local phone company and they suggested blocking the number for 3.75 a month, which I have done. I called San Ramon police and they suggested I contact local police and file a report and then if local police want to follow up, they can contact San Ramon police department. This is crazy!

Just like the company that was calling with the auto warranty scams, this is a scam artist who keeps changing their phone number on the Caller ID. Unless the bills in Congress get passed by the House and Senate (HR 1258, S 30; Truth in Caller ID Act of 2009) these companies will continue to harass you without fear of prosecution. I receivd a phone call and the caller ID said "This is Fraud". I answred and they indicated that I could lower my rates and press 9 to speak to a rep. I pressed 9 to see what happens. I got to someone asking if I want to lower my rates. I said no, I just want to know who this is. They hung up. The number behind the caller ID is 818-663-9472. This is a FRAUD calling and DO NOT give them any personal information. Now... If the phone company is replacing caller id's with "This is Fraud" then they should be telling their customers.

I see I am the 48th person to add a comment. Even if the caller ID were to identify who's calling, more than likely I'd never answer. Places like Special Olympics or Miracle Flights for Kids identify themselves on the CID but if I don't have money to donate, I don't answer. When it says "toll free" or "unknown caller" I would NEVER answer. Some people must answer, however, or surely these companies would have to go out of business for lack of business. But I did get a kick out of the "Do Not Answer" on my CID. Why would I after receiving that advice?

This company has repeatedly called numerous times in the last two calendar years. They continue to call regardless of our numerous requests to be removed from their call list. Furthermore we are also on the Registry for the Do Not Call List and have been for a number of years so this is a blatant disreguard for the law period. We kindly reminded these individuals of the consequences of a repeat offense which can be up to an $11,000.00 fine per incident. This company does not represent anyone for whom we conduct business with so I cannot understand how they can reapetedly break this law without consequences?

I recommend each of you identify the caller by name, which ever one they will provide and write the name, number, date and time of day of they called. Additionally keep track of the cost incurred to yourself if for some reason as some have stated this company continues to call them on their cell phone.

This is from a place called "ACCOUNT SERVICES" that want to consolidate your bills to a low interest rate. I have been getting calls only on my cell # from them and try to get an address because they never take you off their calling list. They call from "Ghost#'s" around the country. When asked for their address they say they can not give it out. I said how can you get business from people when they can not check on you or send info. They just went thru a sales pitch then. They did state they are from BOCA RATON, FL.. that has been the most info I have gotten.

***I have not had one of their calls for some time.

Sounds like the calls I was getting about 6 months ago. These people actually seem to be under the impression that YOU CALLED THEM and swear at you if you ask them any questions. They say they can lower credit card interest rates-but are phishing for credit card numbers. I enjoy acting like I'm interested and tag them along for a bit, but they are very smart and tend to pick up on it and hang up. Am going to FTC site now to make yet another complaint, but last time, it was many different phone numbers with different area codes, etc. I'll file a claim for every one.

Service Call is the Caller ID message. Robocaller says, in a very fake British accent, "Hello my name is Sarah, and I am calling from credit card services regarding your current credit card balance." Then I hung up, don't want to deal with the crap a "representative" will then give you. We are on the DNC List, and report these calls immediately to the feds. We get these calls constantly despite all of this, but this seems to be a new number. Total scam.

reviewed all the comments and called the telephone management company who assured me my number would be removed. i hesitated giving them my number, but the woman assured me it would be removed. i also made a complaint to my local telephone company and i advised telephone management of this. she explained they are an IT company that services these phone companies and they have the capability of plugging in a number to remove it from future calls. It does annoy me, because I have call block and these shits can still get through.

Today's call is but one of a number of this type of call that I receive with monotonous regularity. They always start out same way.

1. I hit nine to speak to a 'live' operator.
2. They speak as if they are actually handling one or more of my accounts. They are not.
3. I do not respond to the agent's requests for information - ever!
4. I ask them to verify which of my accounts they are referring to.
5. They reply vaguely that they are concerned with lowering the interest rates on any Visa or MasterCard CCs I hold.
6. I request MY account details from THEM - my bona fide suppliers have these.
7. I require them - in a gentle but assertive manner - for further details.
8. 'Click!'


Dialling the number goes to computer press one to be removed from our call list.

A company that is inaccessible to callers, and that curtails the exchange when pressed for nminor details of their company and iots operations, is crooked, is at best a phishing scam.

So --- what can be done, by whom, is it being done, are they doing it?

I have been getting calls from these people for months now. I got into an argument with the one guy and hung up on him. His supervisor called me back in 5 minutes (left a message amazingly enough), then he called me back the following day. I asked to be taken off their call list, and I got hung up on. I like Dancer's solution, and I am getting my Air Horn ready for the next time they call. I hate to be that way, but I gave them the opportunity to stop calling me several times. Time for them to play by my rules now.

Well those are bad, but the call I got from (818)-663-9472, traces to a cell-phone co. out of Sherman Oaks, CA. Apparently the company that "owns" that phone # is Digitcom Services, Inc., but when I go to their site it refers me to Telephone Management Caller ID, LLC!

What pisses me off is that they called US asking if we wanted to lower the interest rate on our Credit Card(s). My wife stated that we are already ON the National No-Call List & asked to speak with his supervisor.

My wife asked his name (& get this. . .) "Michael Landry", stated "Oh that was some other Phone #". When she asked to speak to his Supervisor, he transferred her over to perhaps a colleague? His so-called Supe picked-up (by the name of "Robert Blake") & HE asked what kind of underwear my Wife was wearing SEVERAL TIMES before the little bastard disconnected her!

NOW - she & I BOTH work in respectable call centers & are called Customer Service Representatives. You call us with a problem, we FIX it, professionally & respectfully. We want these "boys" reported & fired if nothing else. . .

In fact, I'm taking this one as far up as I can go - - hell if you all want on board, I'd like to get a Class-Action Suit brought up against them. These companies & their vile ways of conducting business have got to be DEALT WITH.

CONTACT THE F.C.C. & MAYBE YOUR ATTORNEY'S GENERAL, THIS IS ILLEGAL!

Digitcom owns the number. They rent it out to Telephone Management Corp. who in turn rents numbers out to other entities, some aboveboard and others which are scum like this "Card Services" outfit.
I called Telephone Management Corp., spoke to a very nice lady who said they sometimes get a customer who is out of compliance. She can put your phone number on their internal "Do Not Call" list for all of their phone numbers so their customers cannot call you. You can reach Telephone Management Corp. at (503)223-7747. Tell them you are getting illegal calls from one of their customers (818-663-9472) and request that they shut the offending party down. "Card Services" undoubtedly uses multiple intermediaries, but at least you can stop this number from calling you.

I made poor decisions and put myself in a poor situation. One thing I will say for FNCB is that they have been very patient and have actually worked with me. They helped me to set up reasonable payment options and to settle this situation for less than I actually owed. I have come across other agencies that were incredibly rude and the customer service reps did seem to feel they had the right to harass me, but FNCB hasn't done that. The difference being I ANSWERED THE PHONE AND WAS POLITE. They are people too, just doing their jobs. While I agree it is unnecessary to be rude and condescending, especially when a person already feels embarrassed and upset, it is also unnecessary to act that way to the people calling you to try to get you out of your jam. I called 800-824-6191 today to review my account and the associate was very nice and very accommodating.
My suggestion to those of you who are angry because you owe money, or angry at calls made to you for someone else, is to answer the phone and end it.

Then tell your senator that these folks are violating the Do Not Call list and that you want your senator to vote against any issue that benefits illegal immigrants. Any issue.
