I received a call from this 954-689-0539 number this morning and the man says his name was Sergeant Ray something, he was speaking so fast I was unable to understand him. He asked for my wife, I told him she was not available and I was the husband, so how could I help him? He says he will call her back later and hung up. I informed my wife of the matter, gave her the number, she called and told me she was unable to get through to someone when she called.

This is a scam robocall...if you answer they know they have a "live" number and continue to call back...so don't answer the phone. We've stopped answer any long distance numbers we don't recognize...especially 1800 and 1-877 numbers.

Ever since we gave money to the ADA for some one's mother funsral we have been getting calls from all kinds of charities. Then we found out the ADA rented out our information because their info goes through a telemarketing company called INFOCISION Management Corp in Ohio. We will never donate to the ADA based on what we found out. Infocision and Police Protect are SCAMS they take in 80 % and only forward 20% or less to the charities.

In 2010 less then 1% went to Police Charity and they the Police Protective Fund pocketed 4.3M out of the 4.4 Million they collected. They don't operate from a Virhinia number anymore the FEDS and the real police shut them down. Now they call from either a Florida (727)863-5033 number or some state where the AG hasn't gone after them yet. File a complaint with your State AG office if you gave them money. All you are doing is lining their pockets. They have been operating this SCAM for over 10 years and claim they have collected over 40M . Most of the money going to 4 people and 1 address in Florida.

Said it was the "police protection fund". They SAY most money goes to the actual charity but everything I read seems to indicate they do alot to cover their tracks in how they use the money. They seem very prepared to say that they are tax exempt and when I asked what % goes to the charity the guy said close to all of it (usually they will sheepishly tell you that 15% goes to the charity and 85% to the fund raising company). I suspect this is what they do but having been thumped on for this, they are hiding what they really are.

Raising money for officers KIA. I never give to charities that call...and I always ask what % goes to the actually charity. He said close to 100% but hesitated to send me any info. Caller I.D. indicated Pol Prot Fund. Sounds similar to another caller from the same area code "supposedly' asking for money for police widows, etc. They were RUDE and cursed me when I told them I was out of work. (704) 542-9359

August 31st, 2010 James NC

I ignored this caller and blocked it. As you would expect from scammers timing-wise, they are just exploiting the deaths of two police officers here in Charlotte which has been all over the news lately. Let me tell you from experience, if you even talk to these guys, it will ruin your entire day.

The last time I got a call from a police fundraiser, I had just moved in, so I think they especially go after new residents as easy marks (not sure where they get this info). It was one of those guys who will not take -no- for an answer, and I kept politely turning him down for almost a half an hour (since I'm one of those people who find it hard to just hang up). He kept getting more aggressive until it turned into thug-like intimidation. He said he would send a couple of officers over to "rough me up", reading out my name and address to show he knew where I lived. Of course they can get that stuff from Information or the Internet, so it's no proof they're really the police, but threatening me using my personal information still works as a scare tactic; I was angry and upset for the rest of the day. After 15 minutes I'm sure he knew he couldn't convince me, so he threatened me for the remainder I imagine purely out of spite. What kind of persons can make these hateful, threatening calls all day? Criminals, I would say.

These people specifically use the "police" (as opposed to, say, firefighters) for their so-called charity so they can get at you two ways: first through your compassion, then through intimidation if that doesn't work. They will target new residents or even people with foreign-sounding names, thinking they can scare them easier. If you hear or see the word "police" in the call, you should ignore, hang-up, or block them. Save yourself the grief.

Finally, in general these "tele-charities" are just businesses in themselves. Even the honest ones chew up most of the donations in administrative costs like paying their own salaries and commissions, and for your trouble your name will then be added to a whole bunch of other telemarketer calling lists as an easy mark. The dishonest ones, the majority I fathom, will take all your money, and the personal/financial information you give them will open you up to even more fraud. Be careful and take care.

August 19th, 2010 J NC

When I refused to give any information I was told: "Maybe we won't show up if there's a crime at your home." I told them off. I'm sick of these thugs.

THIS IS NOT ABOUT THE GROUP ON THIS PAGE< BUT IT IS ABOUT ANOTHER POLICE GROUP>

THIS IS OUR PUBLIC EDUCATION CAMPAIGN ABOUT POLICE FIRE VETERAN"S AND CHILDREN'S CHARITIES. It can happen anywhere and when it does we would love to hear from you. revjames@pfcl.org www.badgefraud.org

As for the group on this page, it would be a good idea to let your fundraiser know we are out here and now you know that we are looking at them too. I would not let them misrepresent because the first time they do and we catch them, it's all over with but the crying.

Officer Down Foundation,

This is a message from Rev. James revjames@pfcl.org of the Holy Land Spiritual Church Inc. in Maryland and its integrated auxiliary Police Fire Crimeline (The Badge Fraud Tip Reporting Hotline) www.badgefraud.org

I am only going to tell you this one time. Don't you dare come out here on to this or any other board and try to say you are trying to help fallen police officers. You are not trying to help anyone but yourselves. You think I am going to let you talk to these people who are trying to protect themselves from you in that condescending manner. Let me see if I can explain this to your two week on the job backside. Officer Down Foundation's program is to teach Crisis Chaplaincy to Chaplains, it is not to provide benefits to the families of officers killed, they only pitch that because their real program would not get them one single donation, and every time you say they are providing benefits to families of officers killed it is a lie and a misrepresentation and is potentially criminally actionable against you personally as well as your bosses David Fair, Paul Kutac, Phil Leconte and David Deriks.

I will bet you did not know that those are the same group of guys that run the Police Protective Fund and American Association of Police Officers and the Junior Police Academy. These men are so honest and hard working that even after several states sued the pants off of them they had to go out and start another identical fake charity. Remember "Operation False Charity"? Yeah, wow, they were part of it, and now look at who has come to defend them and their new carbon copy of the Multi State proven fraud the Police Protective Fund and by extension The Crisis Chaplin Project.

You, a person that I already know has maybe 2 weeks experience on the phone. I am going to offer you some sage advice from one of your elders in what is left of that industry. GET A NEW JOB! This one is about to disappear.

Now, you have called into 6 of my 50 states and misrepresented yourselves, Maryland, Virginia, Indiana, Illinois, Tennessee and North Carolina and that is a problem for your organization because that is where my organization is located and our mission is to protect charitable dollars specifically raised in the name of Officers Killed in the Line of Duty. Now let me tell you what my organization does. We search out and report fraudulent Police Fire Veteran's and Children's Charities and their professional fundraisers. We protect the money of the people who protect us.

If anyone reading this wants to help with a donation for us to keep going after these scams, feel free to email me and lets talk. revjames@pfcl.org And unlike David Fair attempting to claim 501 c3 status before it is granted, Churches, like the Holy Land Spiritual Church in the United States are granted automatic 501 c3 status so you know you can deduct your donation from your taxes when the law allows.

We also recruit former professional police fundraisers as volunteers to help us go after groups like yours and you would be welcome to join us as well. And we always want to hear any tips on fraudulent activity in public safety charities so we can report them too. The days of diverting money from non profits and charities that really give their money to the families of officers killed in the line of duty, are OVER!

What a coincidence that would be huh? A church and a Minster going after a Chaplain, I would say God called one of us and the other has a big problem not just on earth, but after life too.

Do you know how much easier our job would be if your Officer Down Foundation did not exist?

I am not the kind of minister you are probably familiar with that gets up on Sunday morning to preach about Fire and Brimstone. I am the kind of minister that BRINGS Fire and Brimstone to your doorstep.

See the problem for your organization is that because of your fraudulent activity, you are making us expend our donor’s money to investigate you because you see, that is what OUR donors (Holy Land Spiritual Church) gave their money too and they knew full well that they were giving their money for us to go after groups like yours.

That would be the exact opposite of your group where the donor’s think they are giving to the families of officers killed in the line of duty but what you dont tell them is that the money they donate is really going to David Fair's personal mission of this "Crisis Chaplain" concept.

Well if you did not know we existed before I am not surprised, they never tell you phone jockey's anything, but you are about to know we exist now.

It is our duty and responsibility to protect our donor’s money and the only way for us to do that in the case of the Officer Down Foundation is for them to shut down voluntarily or we must sue the pants off of your group until you are ended. Oh and that is not all you have to look forward too, in North Carolina where you are calling, what you are doing is considered to be a class H felony.

GET A NEW JOB! THE FREE RIDE IS OVER! WE ARE COMING TO SHUT YOU DOWN!

Sincerely,

Rev. James

How To Stop These Calls
1) Contact your State's Attorney's General's Office, Charity Division.
2) Request help dealing with Commercial Fundraiser(s), and Charities harassing you.
3) You will need Both the Commercial Fundraiser's and Charity's contact information, name, address, and phone number.
4) Request the AG formally request these organizations, do not contact you, and do not sell/trade/transmit your personal information.

Wait 1 month, if they continue to call, contact the AG’s office again, and request further assistance.

If you know the charity’s name and I will post their contact information: Name, address, phone # of both the Commercial Fundraiser(s), and the Charity Associated. That you will need in order for the AG's office to take action.

I only check these every few months, so feel free to look them up your self. The Secretary of State of Washington state's charity search website: www.sos.wa.gov You could also try www.CharityNavigator.org

This call started "Hello I am calling from the police protective fund and this call is being recorded for security purposes." I said, "sorry, you have reached a business" he said, "well can I speak to your manager or supervisor" I said, "I am the manager" he said, "well this benefits the police and we asking $25 to help..." I interrupted, "please put me on your do not call list" He said, "sir, this is the police and we ..."

The guy wouldn't stop. The phone number 804-225 exchange is similar to a Commonwealth of Virginia exchange in Richmond so to some 'victims' this may seem intimidating but just remember - IT'S A SOCIAL ENGINEER/SCAM ARTIST that they are hiring to make the calls. Say "put this number on your do not call list" and hang up before he responds (he will not call back)

This guy who calls for the "Police Protective Fund" is a scammer. He has been under investigation in Maryland for several years, but our feckless liberal cops seem to be unable to find him and bring him to justice. And he's using the Do Not Call list to get his targets -- he'd never called my office in the previous 22 years but after I signed my work phone up for the DNC list a month ago, I've received ten spam calls from him!

November 10th, 2009 Thurmont Person MD

Just for the record, I NEVER answer these calls. It just gives them a time to call again when someone might be home. (They only let it ring 3X tonight.) They'll never get an answer here. People, with the advent of Caller ID, we have the option to NOT EVER ANSWER calls we don't know/aren't interested in - USE IT!! I never answer any number I don't know; if they want me so badly, they'll leave a message. Plus, if they DO leave a message, I delete it (matching call time to vm time). They are not worth my time and energy and they can call 'til the cows come home - their call will NEVER be answered!! If more of us just didn't answer all these phishing scams, maybe more of them will fall off the map.

Please be aware that this company has been written up for poor "charity" practices. The caller stated that he works for the Police Protection Fund and that he wanted to speak to my mother to thank her for her last contribution toward a fallen police officer. After a very rude conversation, I googled the Police Protection Fund here in Indianapolis and found that in 2006, a very small Indy newspaper had broken a story with the help of the Johnson County Sheriff's Office that the office here and nationwide was a Telephone Solicitation Scam. Tax information showed the organization had a 2002 income of $4.2 million dollars.

This number calls our home once a week at least and my husband always tells them we can't afford to make a donation with the economy the way it is. They never take no for an answer and we just have them send us stuff in the mail and then we throw it away. September 29th, 2009 Lynda W. MD

The caller asked for someone else and I indicated they had the wrong number. He explained why he was calling. He wanted a donation for the police officers killed in the line of duty throughout the state. He said he was calling from Rockville, Md. and I asked him if he was a police officer. He said it was against the law for offices to solicit donations from the public for any reason and that he was a fundraiser for the cause. I told him I believed it to be a worthy cause and to call back when the homeowner returned and talk with her. He asked me why I wasted his time if I was going to tell him to call back. He didn't have time to waste talking to me if I was going to tell him to call back. I asked him if he was 'FOR REAL'. He said 'yes, I'm for real, are you?' I told him to take the phone number off of his calling list and never call back. He was the rudest person I've talked with in years. The call upset me. I need to check my blood pressure, now.

I see a lot of comments about being on the DO NOT CALL list. If this is a legitimate charity, the DO NOT CALL list does not apply. If it isn't legitimate, they don't care about the list.

Okay. The "Police Protective Fund" is a legitimate 501c3 non-profit charitable organization. They offer a $10,000 death benefit to the families of officers killed in the line of duty in a few states scattered nationwide. What they don't tell you on the phone is that the officers have to sign up to receive the benefit and in most cases don't even know it's available to them. The people who used to call you were actually United Funding Organization, a company subcontracted to call and raise funds for the charity. I think we used to keep 75% of the money raised. UFO (United Funding Organization) recently purchased the PPF (Police Protective Fund) and are now calling on behalf of themselves. This is a VERY profitable business with hardly any expenses. Think about it: How many officers are killed in the line of duty in the 3-4 states they can call in each year? Out of those, how many have signed up for the benefit they are never told they have the right to receive? Even if they pay a benefit to a family, so what? That's $10,000, not a big deal when you pull in 6 million + plus a year! More power to them! It's tough to make money in this economy...I wish I would have thought of it first!

I am Tilden Counts III and I owned Community Funding Company. Community Funding Company is no longer incorporated or in business in any way. Community Finding Company has not raised money for the Police Protective Fund since 2001. These call were not made by Community Funding Company. The Police Protective Fund, in 2001, was a very fine organization headquartered in Austin, TX. They conducted fundraising campaigna in many states through licensed and bonded professional fundraisers. I found this when searching my name and want to be clear that the "anonymous" post has her facts or memories wrong. I do not know who she is but I am certainly willing to put my name on my own words. As for the comment from "Gu",if Community Funding Comapny had annual sales of $2.1 million, it would still be in business today. Please verify your sources or at least reqire a real name with this kind of forum. You are talking about real people with real lives and real reputations here. be stand-up enough to put your name on your words. Thanks.

rep acted as if he was a police officer. when i continued to ask info and not give money he got more and more aggressive. reps are not police officers, call your local law enforcement, they have never heard of them. these guys are crooks running under the label "non-profit" they will try to keep you on the phone and will use anything from fear to sympathy to obtain your monies.

Company is a fraud nonprofit -- find out just they give to law enforcement -- very very little. They hide behind there "non-profit" status and take money from hard working folk. They are rude and try to scare people into giving up there hard earned money. Ask the person who is on the phone how they are paid? No one in law enforcement has even here of these charlatans.

May 20th, 2009 R.A. VA

My mother got the rudest call from "The Pol Project" -- I had her hang up and took over -- I asked the swine to identify himself and he said "I just did five times" -- I wanted to know who he was representing -- he would not say -- he kept asking for my mother's name repeatedly -- very rude and shady. I told him to go to hell and hung up. Some phone set-ups are not listed on the National Co Not Call Back List -- I think they go through the internet. As mentioned on this page, we can block the specific number.

I'm so tired of the bad guys being able to do anything they want -- and we are left with the hassle of trying to do something. The phone company does not know how solicitors can have unknown caller ID. I don't know if the FCC can help us. But this and other solicitations are maddening! Look for our privacies and securities to erode with the Hussein admin.

Dude called all sweetness and light and crap, hitting me with the guilt, "We've had a number of police die this year in traffic related incidents," then the appealing to the good in me, "...and I urge you to slow down when on the road..." and then asked for money.

I suggested he send me some literature. He responded by telling me it would cost $15 to have it sent to me. Choking on laughter, I said, "I don't donate money over the phone like this." As I said "this," he hung up the phone.

Hi. I can only say that I am a female, 27 and wish to remain anonymous. I worked as a secretary for the company you are trying to figure out. The name of the company is called Community Funding Company. It is called that so you will think it is legitimate. Technically it is but the bosses hired any thug off the streets, usually teenagers who came in drunk or dropouts who came in high on marijuana. They hire anyone and raise all kind of money that mostly goes to the owner of the little telemarketing firm. His name is Tilden Counts III. Kind of an arrogant man, all of the females who worked with me thought so too. Sorry for your troubles.

We've had the same experiences as many others on this post. Everytime they call, they ask for my husband. If he is not available, they never leave a message and never solicit me. On the most recent call, they did not even identify themselves - I *69'd the number (we don't have caller ID) and looked it up online where I found several sites like this with complaints about this so-called Police Protective Fund. We are also on the Do Not Call list (first Indiana, now also federal) and I will also start a log of these calls in preparation for a complaint to the Attorney General. This is obviously a fraudulent - or at most barely legal - operation. If you want to support the police, give to your local FOP for their charitable events like children's summer camps and the Christmas "shop with a cop" for low income children.

I don't buy that these are people asking for donations or are charity-related whatsoever. My main reason is because I specifically have this number BLOCKED from calling me (due to the ridiculous amount of calls I get from them!) and they are STILL able to call me! The so called "Graphics Lab" doesn't even exist. The 804 area code is based in Richmond, VA and there is no company that matches that name whatsoever. Even if it WAS legit, how would they be able to call a residence who has specifically put that number on their call block list? Impossible. That means they're forging the number/name that they are calling from and that confirms this is a fraud. NO legitimate business of any kind would take illegal steps to conceal their identity and you need specific equipment to be able to do that also.

September 19th, 2008 Anonymous NY

Probably usual deal, though some are claiming this particular org may even be a fraud - at best they probably give pennies on the dollar to the cause and pocket a vastly larger share for themselves. Pretty stupid they keep calling people on the do not call list (yeah, they're not required to obey it as fundraisers, but still stupid). Even more stupid are people who give out money to some chucklehead who just called them! Just don't do it. Give to the charity of your choice directly, or better yet, just hook up with United Way or some reputable organization and tell these idiots to go pound salt.

Regardless if you are on the DNC list or not, charitable organizations (such as this) are not bound by the list. Do not call doesn't cover charities, police organizations or anyone similar to this who are seeking donations.
