Just a few minutes ago I had this number call me and the caller ID said PCR, this person/company has called many times before, and always looking for an Edward Rogers. I have no idea who this person is or how they got my phone number or why there is only real people on the phone when they leave a message not when you call back or when you actually answer it. Today when they called I'd had enough and was going to get a real person on the line. I answered the phone pressed 1 to take the phone call and waited, when a real person answered with "how may I help you" I politely started with, "you're looking for an Edward Rogers.... and it was a dead line, like they just hung up on me. How do you handle that, when you can't even finish a sentence? Just stop calling!!!

I am a current employee at pionneer. And looking thru the first page of the comments I see a lot of people angery about no messages being left. That is because we are legaly allowed to call one number 4 times a day. If we do call you and you are not the person that we are looking for please kindly say that we have the wrong number and that you don't know who that person it. A good 95 percent of the time we will not call you back unless we have reason to belive thaat the info you have given us is wrong. If we say you were used as a reference in our office that means our brws used you in the event that we lost contact with them and we will ask for information. I.e. demographic info and how to get a message to whom ever. I also seen a lot of peple complaning that we call people at work. I personally hae calling people at work but if we havve not references and you don't pick up your home phone well ill call the work phone. If you do not wish to recive phone calls anylonger and you are not the person we are asking to speak with yo do just need to tell us not to call any more, same with a place of employement per FDCPA we need to abide by that. You also DO need to send a written dnc letter or with in 5 business days we call again. And as for the comments about us calling 15 times a dy one one number our dialer system showes how many times a phone number has been called and we could get fired for doing so. So if you are the person we are tryinh to reach, don't dodge us that makes EVERYONES life harder, yours, mine, references, reletives, neighbores ect. Even if you have no income there are programs out there for everyone. We are here to help you get out of defult so no involentary actioons take place. N.P.: Did the ''drivel'' include ''this is an attempt to collect''? There are certain things a live collections rep is required to say. Did you review the FDCPA as suggested several times here? Did you see any relevant state laws? The answer is no. That call came within the legal hours and the rep apparently managed not to cuss or make illegal threats. So far you have nothing to complain about so far as the law is concerned. Establish a harassing call pattern over the past month and maybe you have the start of something.

If truly you're not the target of the skip trace, send Pioneer a cease-comm notice via USPS Certified with card. The FTC and many consumer watchdogs explain how to draft one. Verbal demands cannot be proven, thus are not much obeyed.

Called me at home at 8:13AM!!! I'm disabled, and don't usually arise till later. But in this case, I immediately called the number on the caller ID, got a woman, and asked her, "Who the hell do you think you are...calling me this early in the morning to attempt to collect a dubious debt?" She started reading me some drivel, which I did not allow her to finish, saying instead, "I have no idea what debt you are attempting to collect, (True - I am unaware of owing anything to anyone.) but you have just decided the issue. You can call me until hell freezes over, and you'll never see a cent - or another reponse!" The G-D Damned Nerve! this situation cries out for corrective legislation!

Anthony, let's not start the old "pay youse bills" song. People get pestered every day for debts incorrectly calculated, already paid, discharged in bankruptcy, or not even theirs to begin with. If you’re behind in paying your bills, or a creditor’s records mistakenly make it appear that you are, a debt collector may be contacting you.

The Federal Trade Commission (FTC), the nation’s consumer protection agency, enforces the Fair Debt Collection Practices Act (FDCPA), which prohibits debt collectors from using abusive, unfair, or deceptive practices to collect from you.

Under the FDCPA, a debt collector is someone who regularly collects debts owed to others. This includes collection agencies, lawyers who collect debts on a regular basis, and companies that buy delinquent debts and then try to collect them.

Here are some questions and answers about your rights under the Act.
What types of debts are covered?

The Act covers personal, family, and household debts, including money you owe on a personal credit card account, an auto loan, a medical bill, and your mortgage. The FDCPA doesn’t cover debts you incurred to run a business.
Can a debt collector contact me any time or any place?

No. A debt collector may not contact you at inconvenient times or places, such as before 8 in the morning or after 9 at night, unless you agree to it. And collectors may not contact you at work if they’re told (orally or in writing) that you’re not allowed to get calls there.
How can I stop a debt collector from contacting me?

If a collector contacts you about a debt, you may want to talk to them at least once to see if you can resolve the matter – even if you don’t think you owe the debt, can’t repay it immediately, or think that the collector is contacting you by mistake. If you decide after contacting the debt collector that you don’t want the collector to contact you again, tell the collector – in writing – to stop contacting you. Here’s how to do that:

Make a copy of your letter. Send the original by certified mail, and pay for a “return receipt” so you’ll be able to document what the collector received. Once the collector receives your letter, they may not contact you again, with two exceptions: a collector can contact you to tell you there will be no further contact or to let you know that they or the creditor intend to take a specific action, like filing a lawsuit. Sending such a letter to a debt collector you owe money to does not get rid of the debt, but it should stop the contact. The creditor or the debt collector still can sue you to collect the debt.
Can a debt collector contact anyone else about my debt?

If an attorney is representing you about the debt, the debt collector must contact the attorney, rather than you. If you don’t have an attorney, a collector may contact other people – but only to find out your address, your home phone number, and where you work. Collectors usually are prohibited from contacting third parties more than once. Other than to obtain this location information about you, a debt collector generally is not permitted to discuss your debt with anyone other than you, your spouse, or your attorney.
What does the debt collector have to tell me about the debt?

Every collector must send you a written “validation notice” telling you how much money you owe within five days after they first contact you. This notice also must include the name of the creditor to whom you owe the money, and how to proceed if you don’t think you owe the money.
Can a debt collector keep contacting me if I don’t think I owe any money?

If you send the debt collector a letter stating that you don’t owe any or all of the money, or asking for verification of the debt, that collector must stop contacting you. You have to send that letter within 30 days after you receive the validation notice. But a collector can begin contacting you again if it sends you written verification of the debt, like a copy of a bill for the amount you owe.
What practices are off limits for debt collectors?

Harassment. Debt collectors may not harass, oppress, or abuse you or any third parties they contact. For example, they may not:

* use threats of violence or harm;
* publish a list of names of people who refuse to pay their debts (but they can give this information to the credit reporting companies);
* use obscene or profane language; or
* repeatedly use the phone to annoy someone.

False statements. Debt collectors may not lie when they are trying to collect a debt. For example, they may not:

* falsely claim that they are attorneys or government representatives;
* falsely claim that you have committed a crime;
* falsely represent that they operate or work for a credit reporting company;
* misrepresent the amount you owe;
* indicate that papers they send you are legal forms if they aren’t; or
* indicate that papers they send to you aren’t legal forms if they are.

Debt collectors also are prohibited from saying that:

* you will be arrested if you don’t pay your debt;
* they’ll seize, garnish, attach, or sell your property or wages unless they are permitted by law to take the action and intend to do so; or
* legal action will be taken against you, if doing so would be illegal or if they don’t intend to take the action.

Debt collectors may not:

* give false credit information about you to anyone, including a credit reporting company;
* send you anything that looks like an official document from a court or government agency if it isn’t; or
* use a false company name.

Unfair practices. Debt collectors may not engage in unfair practices when they try to collect a debt. For example, they may not:

* try to collect any interest, fee, or other charge on top of the amount you owe unless the contract that created your debt – or your state law – allows the charge;
* deposit a post-dated check early;
* take or threaten to take your property unless it can be done legally; or
* contact you by postcard.

Can I control which debts my payments apply to?

Yes. If a debt collector is trying to collect more than one debt from you, the collector must apply any payment you make to the debt you select. Equally important, a debt collector may not apply a payment to a debt you don’t think you owe.
Can a debt collector garnish my bank account or my wages?

If you don’t pay a debt, a creditor or its debt collector generally can sue you to collect. If they win, the court will enter a judgment against you. The judgment states the amount of money you owe, and allows the creditor or collector to get a garnishment order against you, directing a third party, like your bank, to turn over funds from your account to pay the debt.

Wage garnishment happens when your employer withholds part of your compensation to pay your debts. Your wages usually can be garnished only as the result of a court order. Don’t ignore a lawsuit summons. If you do, you lose the opportunity to fight a wage garnishment.
Can federal benefits be garnished?

Many federal benefits are exempt from garnishment, including:

* Social Security Benefits
* Supplemental Security Income (SSI) Benefits
* Veterans’ Benefits
* Civil Service and Federal Retirement and Disability Benefits
* Service Members’ Pay
* Military Annuities and Survivors’ Benefits
* Student Assistance
* Railroad Retirement Benefits
* Merchant Seamen Wages
* Longshoremen’s and Harbor Workers’ Death and Disability Benefits
* Foreign Service Retirement and Disability Benefits
* Compensation for Injury, Death, or Detention of Employees of U.S. Contractors Outside the U.S.
* Federal Emergency Management Agency Federal Disaster Assistance

But federal benefits may be garnished under certain circumstances, including to pay delinquent taxes, alimony, child support, or student loans.
Do I have any recourse if I think a debt collector has violated the law?

You have the right to sue a collector in a state or federal court within one year from the date the law was violated. If you win, the judge can require the collector to pay you for any damages you can prove you suffered because of the illegal collection practices, like lost wages and medical bills. The judge can require the debt collector to pay you up to $1,000, even if you can’t prove that you suffered actual damages. You also can be reimbursed for your attorney’s fees and court costs. A group of people also may sue a debt collector as part of a class action lawsuit and recover money for damages up to $500,000, or one percent of the collector’s net worth, whichever amount is lower. Even if a debt collector violates the FDCPA in trying to collect a debt, the debt does not go away if you owe it.
What should I do if a debt collector sues me?

If a debt collector files a lawsuit against you to collect a debt, respond to the lawsuit, either personally or through your lawyer, by the date specified in the court papers to preserve your rights.
Where do I report a debt collector for an alleged violation?

Report any problems you have with a debt collector to your state Attorney General’s office (www.naag.org) and the Federal Trade Commission (www.ftc.gov). Many states have their own debt collection laws that are different from the federal Fair Debt Collection Practices Act. Your Attorney General’s office can help you determine your rights under your state’s law.

My phone rang once, I didn't take it because the former user of my new number gets harassing collection calls, obvious reason for a number change I think. On the second nearly immediate call from same number I decided to answer and attempt to let the caller know, we, I were not who they may be looking for. After saying hello to the caller they then started asking personal questions about my husband and then asked if I was his spouse, I said yes but who are you and why are you asking such questions, I don't know who you are, my caller ID only showed : State,city and number. The man then rudely said this sentence; "you know what? Never mind" and hung up on me. I called my husband and he called the number back and found out it was PCR (Pioneer Credit Recovery). Needless to say but hubby has a 25 year old student loan in default and now they could threaten and inflict as much financial pain as deemed fit via the government umbrella of "thou shall not get away with owing uncle sam anything.

Be sure your complaints are not misdirected. The DNC registry is for telemarketers, meaning sales. Charities, debt collectors, political speech, and surveyors are all exempt as they are not included in the FTC definition of "telemarketing". I think that they are legit but there practices are UNPROFESSIONAL. I work at the switchboard of a company and one guy from PCR calls at least 10-15 times a day for one of your employees. I connect him to the person he is looking for but when she doesnt answer he calls back to the switchboard and gets an attitude with me. He has asked to speak with her supervisor which is unprofessional especially when you are getting the direct DIAL NUMBER to the persons phone. There is no need to attempt to contact ANYONE else in the company. Noone has denied them access or the number to the debtor. So why are you being a BITCH to the switchboard operator. After him being an azz to me I went on the internet to see the company he was calling from. Getting an attitude with someone else who has been professional to you will not get you that person any faster but you slapped with a harrassment lawsuit from the company you MORON!!!!

This company is the last chance for student loan debt collection, if you can dodge these guys for a year or so, you will probably never have to pay that old debt. They use particularly abusive tactics, i.e. hiding and or changing their caller id on regular basis and physically threatening borrowers. It is their policy to hire uneducated and vulgar representatives, making any conversation impossible. When you make arrangements with them, they will continue to call you daily to see if they can increase your payments. Once you have made contact with these sort of collectors they will not stop calling. Paying this company is opening up an endless stream of abuse. If you complete your payments they will then add on additional fees and interest, until the borrower contacts the authorities.

PCR tries all kinds of tactics illegally to contact you and to collect from you. You have rights as a consumer, not that you should not ever pay your bills, but you should not have to deal with the collection agencies. Google Bud Hibbs, his website has great information on what to do or what to expect even a copy of a cease communication letter. For "to Sylvia", it is unfortunate that they began to garnish your wages, but in order to legally do that you should have received a letter of intent directly from Depart of Education for your student loan and then they, not PCR will attempt to garnish wages w/o any response by you. I believe PCR will try on their own, and not sure if it is legal, to garnish your wages, and then it all depends on your employer as to what they themselves know is legal or not. The information for ED to collect is www.ed.gov PCR does not act with integrity in contacting your or in it's communication. They even tried to call my parents and tell them it was an emergency for them to contact me. You have rights as a Borrower from the Dept. of Ed, but that doesn't mean you should shirk your duties to pay, just that you should not have to deal with the tactics or the harrassment of a collection agency. You need to understand collections. It is legal to contact a person that owes you money once a day. So there are these companies, 20 people in front of phones. Computer automatically dials all numbers on file for collection. If a light lights up on your phone pick it up fast and try to get as much info as you can so they can file a law suit after enough time passes. Sometimes the only info they need is that your phone does get answered. If you call back all 20 people may be backed up 20 calls each. Every bit of info they get gets them a bigger paycheck. they don't give a rats rear who they talk to just answering the phones like lab animals.

I have been receiving approx. 5 calls a week from this number for over a month. They have my incorrect birthdate and incorrect SSN. They say I've defaulted on student loans. I didn't go to college! Only High School! I continue to tell them this, and they continue to call. My husband and I have excellent credit-I'm hoping this doesn't hurt it. I guess because they have incorrect info on me, it can't hurt my credit, but non the less, I'm going to call our state's Attorney General's Office. This is harrassment.

also, getting your debt discharged through disability is almost impossible you have to be totally and permanently disabled and you have to have been disabled after you took out the loan and before it went into default. then if they think no one can help you pay the debt you might be able to get it discharged through disability. these are the rules of the federal government.

This phone number started showing up on my caller i.d. today---IF I answer it, there is NO ONE there--it just hangs up. IF I try to dial the number, it wont even go through---as its dialing, it goes straight to a fast busy signal. I tried to call it with my cell phone and it went through. Someone answered and I said, "What kind of company are you??" They proceeded to tell me they were a collection company for student loans and such.
I've never had a freakin student loan!!!!!!!!!

I called them back and was on hold for 10 seconds and an operator came on and asked how she could help me.

Did not answer-left no message. 8:00p Pacific Time. Called back the number, but no one answered. Searched and came up with, Cablevision Lightpath, with a location of Woodbridge NJ. All number are on DNCR-today within a 30 minute period, four phone calls starting at 4:37p came to my cell phone, all with different area codes and numbers-I did not answer any, and one message, a very fast speaking female asked for someone else (?) and something to do with emissions-and her closing line was good luck with the gold(?). I get MANY on my home phone, but this is a furst for me cell. SCARY!

unknown caller id showed on phone , i answered and was put on hold to speak to a rep. wes was his name , i asked for his name of the company and it was card service . i asked for their phone # he told me it was 1-800-421-2110. i told him that i do not own a credit card and to take this # off of their list. i also told him i was on the do not call list registry. he told me if i get a call again to press @ it would then take my # off the list and that their were several companies that do the same thing that they do and all of them has the press 1 or 2 option. i said thank you and hung up.
