"Denice Davis" asking for someone I never heard of. She said that she was employed by "Regional Adjustment Bureau" and refused to give their address or phone number. She switched the call to "Don Johnson" who tried to give a P.O. Box but I told him that we needed a physical address in order to serve a warrent. He gave the address as "1900 Charles Bryan Road Ste. 110, Memphis, TN 38016". and their phone number as 800-829-7204. Mr. "Don Johnson" admitted that he has no idea who he is calling.
Note to Resident47: The FDCPA is useless. It is not enforced at all. Only the state governments have been of any help; they can shut these scams down immediately. But once the state shuts down one scammer, they either change their name or they sell your phone number to another "debt collector" and the scam continues. It never ends. This has been going on for five years, with more than a dozen "debt collectors".

Laura: The collector may be violating FDCPA depending on the nature of of its verbal threats. Don't be too shocked when your verbal cease-comm is ignored. As I have already said in this thread, it won't stick unless written.

Arnie and Jo: Collector calls to mobile phones are exempt under TCPA but banned under FDCPA, on the theory that collection activity should not be financed by alleged debtors. The people best able to directly help you are waiting in your mirror to exercise your Federal rights, AGAIN as I have already explained.

Tom: The laws already provide private right of action. I'm failing to see how pranking and posing as a collector would not lower someone to the fake payday loan thugs now running amok. One day such antics may irritate a collector enough to sue the smirk off your face.

I received a partially decipherable message from this number. From what I could make out I was being threatened that I'd better call them before 6PM CST 17 NOV as I had been negligent in not returning their previous messages. I was advised to call a Mr Freeman or his associate! So... I have just got off of a call with these fools. I advised them to remove my number from whichever list it is they found it on. They advised they were looking for someone else (completely different name). I advised them that if this had been an older person or a frail person who received a threatening message like that, they could have been very frightened. I advised the girl I spoke to to advise 'Mr Freeman' that he should really make sure he has the correct person before leaving voicemail messages. The girl said there's nothing wrong with what he does, he can say whatever he likes!
I said not on my phone line he can't and SHE hung up on me!
I am now apparently removed from their list!?! - which can take up to 24hours to show - so I may receive another call in the meantime!!! This is absolutely outrageous. ANGRY!!!

Listen people... Have a great time with this.

They called my house two Sundays in a row. So I have taken the time out of my day to use my home phone and my cell phone, depending on where I am to make calls to their company.

IT rings once, then operator says "Please hold while you're being connected"

Then someone answers instantly...

At this point, I claim to be Michael Jordan, owner of Rocky Road Ice Cream Delivery CO. I explain to them how a Mr Stan Lowe has taken a personal account with my company and after several weeks of on time payments and deliveries from my company, his account is now in suspension due to late payment. They always put me on hold and either transfer me to a manager/ supervisor, as I continue to harass them, or they go speak to him and they come back nerved of these now confirmed false aligations.

Either way, it's a pleasing sense knowing that you've waistted their time and pissed several of the "assistants" off.

Give it a shot.


Do not cooperate, call them back. Try to sell them things, lie, phib, give them a hard time, pretend, make believe different situations and have a good time with it. The phone calls have stopped and I still make effort to call them multiple times each day.

Ah... A great feeling knowing they're feeling what they dish.

Another threatening call. I am not the person they are looking for. I called and told their voice mail that. Today I filed a complaint with the FTC. It was easy and didn't require much info about me. I tried to call Mr. Stanley Lowe to inform him of the filed complaint, but his voicemail was full. I keep getting calls from this number. I believe that they are looking for the person who had my cell phone number before I did. I told them not to call me anymore, that I'm not that person, but they keep calling. It's been about 2 years that they've been calling. The caller says that they are from a "law office." From other sources, I found that they are actually a COLLECTION AGENCY. They could be legitimate, but obviously, they don't care if I told them that I am not the person that they are looking for.

Sounds like "Mister Stanley" needs to "advance" his FDCPA compliance. The pattern of complaints indicate a dance on the edge of regulations, creating an impression of a lawsuit poised on a hair trigger.

"Anon" was only partly right. The FTC makes two demands of third party collectors which are sometimes in conflict. A collector must make "meaningful disclosure" of its identity yet respect the privacy of whoever is named on a debt account. Some collectors use recorded messages to create fear while concealing identity, and it is not clear from case law if this irritating practice is actually illegal. I do think this other pattern of falsely claiming multiple attempts at contact could be worked into a misrepresentation or fraudulent practice charge.

If you are receiving repeated, misdirected, and/or abusive calls from a third party debt collector, you may find relief in the provisions of the FDCPA, which regulates collector behavior and provides you simple tools for your own defense. It grants you control of how you are contacted, and collectors can be sued for their crimes. Learn your rights and first response tactics at FTC-dot-gov.

I have repeatedly received calls from this number since June 2010. Because they are recordings, vague (they never say what company they're calling from, the messages they leave are:'I have received a file from another party...'), and incredibly rude, I have never acted on them. I tried contacting the Federal Communications Commission to complain about this, they directed me to file a complaint with the Federal Trade Commission as they have jurisdiction over debt collection calls: 877-382-4357. The only reason why I know the name of the company who called (Regency Alliance) is from googling and looking up this number online.

Very unprofessional, aggressive, rude man leaving the message as a Mr. Stanley regarding a file that he received at his office and he tried numerous times to call back and no one has responded. They said they called lot's of times but they have never called before. They called my mom and she was worried sick! My mom suffers an axiety disorder and this would not have helped her. Received an automated message on my phone from Mr.Stanley. He mentioned a file that had "come across his desk" and wants to speak to me about it. He continued saying his intermediaries have reported to him that they have left many messages at my machine and I have failed, ignored and neglected to return their calls. He continued to state if I don't call back this week he will be forced to "advance" my file without my input. This was a very threatening message. It is illegal to threaten consumers. It is also illegal to neglect to inform the consumer they are a debt collection agency attempting to settle or collect a debt. I am going to call this "A**H**E and give him a piece of my mind. I do not take kindly to being threatened, and Mr. Stanly, myself, and the FTC will be speaking on Monday morning.

I've had many calls saying that they are calling for Mr.Stanley.That he has my name mentioned in a file and wants to speak to me about it.

I received a phone message from a Mr. Gillbeck and Mr. Stanley whom stated we ignored all his associates calls....Unfortunatly my daughter whom got into financial problems used our phone number but hasn't lived in my home for 2 years. This company is in violation of the TCPA (telephone consumer protection act) as they fail to provided personal information that could be picked up by any party at the home. I suggest saving these messages as I am as you can get $500.00 to $1,500.00 per call. Once you get several of them, contact an attorney whom specializes in the fair debt and you could earn additional monies in these hard times......I been told that collection agencies whom use dialers don't care about having to pay these fines as most of them are still making monies on scaring people with the messages left....

Likely a collection agency trying to find someone who had my phone number more than 8 years ago. It has happened many, many times over the years. I even know the name and real phone number of the person they're looking for now (did my own research just for fun). This is the problem with allowing these idiots to send canned calls - no way to stop it without calling them and going through a bunch of crap to get your number removed. And if you're even able to do so (not likely), your number WILL make its way back into their calling system.

The TCPA prohibits auto-dialed and canned calls to mobile phones, but collection industry lobby ACA International coaxed an exemption from the FCC in early 2008. However, on the FTC side, collectors are not supposed to incur mobile phone fees for a called party. This, you can imagine, leads to confusion in court cases.

They Just called me and have nothing to do with them. they are looking for the wifes sister. I explained this to them and they were real scum bags. Just called the FTC (Federal trade commision). I explanded the situation to them. They told me I have to write a letter to stop commuications with us and have it sent cert mail. this company could be the most unethical and unprofessional collection agency i have ever dealt with. I set up pymt arrangements with them and had to cancel payment due to lack of funds and they assured me that my transactions were canceled. i spoke to 4 of their agents to confirm the paymemt(pymt) cancelation and they still processed the payment and would not take responsibility for the NSF fees i want to take legal action

I received a knock on my door from a neighbor 8 houses away that I had never met. She had received a call from these low-down people who stated that they needed to get in touch with my adult child and it was a family emergency, so she walked in the cold rain to give us this "urgent" message. Turns out to be some collection agency trying to collect an old debt of my adult daughter's EX-husband and the debt is over 9 years old. They couldn't provide any proof of the debt because it was in HIS name and we weren't entitled to know the "specifics", they just wanted to get in touch with HIM. I told them not to call here any more (plus it was 9:30 at NIGHT) and was informed by some smart mouth punk that he was entitled to call when and where he wanted to. I told him I was recording the conversation and he hung up rather abruptly. I am an elderly cancer survivor. I don't need this kind of harassment, but by law, they tell me that unless I have an address to mail this creep and his company a letter to stop, that I cannot stop them from calling me any more. I think I will keep a fog horn by my phone. But what do I do about my poor neighbors?

RAB is a collection agency. They called me from TN but they have another office in the north. They will not tell you who they are. Got a letter from them 2/08 about a student loan paid off in 2002. They sent "proof" but they still couldn't collect it according to the FDCPA. I cc'd them a certified return-receipt letter that I sent the creditor showing under what law this debt is uncollectible. The next time RAB called, it was JOHN WALKER, an asshole manager who had left some "call me immediately" messages. The last time he called, I tried calmly to verify that he had gotten the letter and that he understood the law. He never admitted he got it (moot since I had the receipt), then starting talking OVER MY VOICE telling me that TSAC had told him to continue collection regardless. REGARDLESS OF FEDERAL LAW??? He kept talking over me so I told him to kiss my Title 8 and hung up. I made a complaint to the BBB. They ignored letters from the BBB as well. I certified them a letter quoting Title 8 (it doesn't work unless you inform them in writing). The date they signed for the letter they called me 6 times in 10 minutes. Ha. Since they figured out I had won, that same day they finally answered the BBB complaint, saying they were turning the account back over to the creditor as "still disputed." Again moot, since TSAC already knew their hands were tied - which is why they hired RAB in the first place.

This is a very suspicious caller. I would not engage in any conversation and instead asked for whatever it was she wanted to be sent to me via the United States Postal Service. That way I have some documented evidence, and if this is a fraud, can pursue it through FEDERAL channels. Be very careful of this caller, folks. Do NOT give out any information, not your mailing address or anything. Shady lady at best.

Sneaky debt collection agency. I just received a call, mid-afternoon, from a lady with a southern accent, said she was trying to find someone with the same last name as me, gave me the impression she was doing geneological research. I didn't know the person she wanted, but she seemed so nice I gave the the phone numbers of several other folks in the area with the same last name.

When I tried to call her back soon after to provide her with a geneological website in Vermont, the person answering the phone said she was answering phones for 37 companies in the building, but wouldn't give me any info about what kind of companies they were. I finally got her to connect me with a supervisor who said that there were over 20 departments for the Regional Adjustment Bureau, but wouldn't tell me what kind of company it was. I found on the internet that it is a debt collection agency,with lots of complaints against it. I called and left another message with their litigation office complaining about the misrepresentations made.

i live in a apt complex in tucson.lots of unemployed drunks,child support moms etc.skip trace neighbors (supplimental income in collections) more than willing to inform and record your where abouts,when you leave the apt etc. so the call can come in to voice recorder.the voice on recorder message does not give who or what call is about,still calls everyday.

Lady wanted me to give personal information to "verify" who I was but would not tell me why she was calling. I told her I wouldn't give her any information and to stop calling my cell phone. She told me it didn't matter that she was calling a cell phone, that she will call when she wants and the calls are going to keep coming.... but she won't tell me why she's calling or who she is calling for. ???

I kept getting calls from this place after asking to be taken off their calling list. I called this # back and I could never talk to the person who called me and they were snotty and rude. Just doesn't seem like a legit company if you ask me.
