Their real phone number is: 954-426-2642, which is registered to PHL International at 836 S Military Trail, Deerfield Beach FL - head honcho is Mark Burton (little jewish guy who is never at the call center). Their parent company is American Debt Negotiators (866-969-4236), owned by Ran David Barnea, supposed home address is 21955 Cypress Dr, Apt 48f, Boca Raton, FL. They use several spoof names such as "Cardholder Services." I've received scam calls about car warranties from them too. Don't rely on the caller id because they use fake numbers. Use the above information to report them to donotcall.gov - "file a complaint." You could also crank call them if it makes you feel better. :-D

Scam Message: “Hello, this is Michelle with cardholder services, calling in reference to your current credit card accounts. As a preferred customer, you are now eligible for interest rates as low as 6.9 percent on all of your credit card accounts. It is urgent that you contact us today, since your eligibility expires shortly. Please consider this your final notice. Please press 9 on your phone now to speak to a live operator and lower your interest rate, or press 8 to discontinue further notices."

GonzoB, You are correct in the information about American Debt Negotiators (who use their call center at 836 S. Military Trail under the name of PHL Inc. to do their dirty work) and BMV (all three being owned by the same sleazebag, Ran David Barnea) being responsible for these illegal telemarketer calls. The web site heatherwithaccountservices.com has a lot of info on these guys.

But they are not associated with American Credit Counselors, Inc, and this company also is nowhere implicated in the scam telemarketing calls. This company appears to be a legitimate, non-profit credit counseling firm that has been in business since the mid 90's (whereas all of the scam credit counseling companies, like ADN, sprang into existence when Congress changed the bankruptcy laws a couple of years ago, which is also when all of the scam telemarketing calls started). The only "link" is an innocent and coincidental one - this company has an office space in a "corporate park" setting (where companies keep overhead low by sharing the same main receptionist, copy machines, conference rooms, etc.) where BMV also has an office. There are doctors, lawyers, and lost of other business leasing office space and services there.

Hence the 1-561-886-1150 number you listed for this company is actually the main receptionist number at the suite of leased offices who directs incoming calls to all the businesses that rent/lease office space there.

While their main scam is tricking people into providing their credit card info so you can quickly post over $900 in "service" fees to the account may be armor plated enough to be judged legal (if not downright morally unethical), the company's blatant and long-running multiple violations of the US TCPA are an entirely different matter.

Using an autodialer to call every number in the US - volation.

Calling people (repeatedly, even) who are listed on the DNC list - violation (for each and every call made).

Using an autodialer to place fake Caller ID names and numbers on victim's phones - violation.

Placing calls leaving unsolicited recorder messages on people's land lines and cell phones for unsolicited services - violation.

Having telemarketers give misleading and inaccurate information to callers (such as lying about the name, address and business affiliation - we are affiliated with xxxx credit card company or bank") - violation.

Telemarketers abusively refusing to answer provide accurate information (see the above) when asked, - violation (each and every time the question is asked and the answer is not given truthfully).

Refusing requests to remove a person's number from your auto-dialing list- violation (each and every time the request is asked and no action is taken).

I get calls from this number and a number that registers somewhere in Canada. They call at least once a week, sometimes two or three times a week. It is outright harrassment. They are all from the same company and all offer me a lower credit card rate. I have repeatedly told them I'm on the DNC list and demand they not call again. Up until a few weeks ago, it was just annoying. However, the last three calls I have received, the person on the other end has become abusive and uses obscene language. Today, when I told them that I have reported them to the FCC, DNC list and the state attorney general's office, the guy not only got abusive but threatened me. He said if I f__ked with him, he would find me and kick my f__king a__. I asked him if he talked to everyone like that. He said he would talk to me any way he f__king wanted. Poor little guy seems fixated on that word. These people have gone beyond harrassment and scamming and have moved into personal, malicious threats. Consider them dangerous.

Ever since I moved, got a new number, and didn't "unlist" it, I've gotten dozens of calls from people like this. Apparently the people who had my number before were deadbeats & skipped town. I even got a call from their kid's teacher, saying that he was getting an award & she thought the parents would like to know and come to the ceremony! I so wanted to call her and ask her to get the new number from the kid and give them a message!
In any case, DNC registration does nothing to stop these people. Nothing seems to stop them. I did contact Novatel, the listing given for one entity that kept calling at ALL hours. They say they're some kind of "long distance" service provider; the website talks about "call center hosting." I gave them the dates and times of the calls that I'd thought to write down. Haven't gotten a call from that number since. Also learned how to use the "block" feature on the new phone...

This is yet another call from "Heather," who assures me that, while she is calling in reference to unspecified credit cards, and while there is no "problem with my account," still it remains imperative that I contact them by pressing 1. This pressing 1 to speak with them, by the way, makes ME the legal initiator of the contact (after all, I could have hung up, bu instead elected to speak). That means that THEY THEN HAVE A BUSINESS RELATIONSHIP WITH ME. This subverts the do-not-call list, because companies with which you have a business relationship are exempt from complying with the do-not-call list. I've also recently gotten calls from an authoritative male version of Heather. Let's call him "Heath."

This number has called once per day M-F the last two weeks, and has been dialed via a computerized system. A computerized message plays, which did record on my voicemail since my voicemail spoofs telemarketers by starting out with "hello? ...". The same message played when I picked up live last night, saying my auto's warranty was about to expire (it's not, it's already expired by 6+ months) and to push "1" for a live operator. I did, and informed the man who picked up that I want my name removed from their database, that they are violating the Federal Do Not Call list. He actually then tried to find out my auto make/year to sell me a warranty! I said "again, you violating the Federal Do Not Call list, I want my name removed." He tried AGAIN to sell me a warranty! I informed him a third time of the violation, and the fine involved, and he finally agreed to remove my number from their database, reading it back to me to ensure he had the proper number. I am now reporting them in all available forums and to the appropriate authorities in charge of the Do Not Call list.

Obviously the "press 3 to be removed from the call list" does not work! Seems like I get more calls now than I got before. If you connect to a live person they hang up as soon as you tell them to take you off their list. Next time I think I will act real stupid and use up as much of their time as possible. Or maybe just start barking like a dog (I did that once before and the girl was all shook up). Can't block their number because it changes all the time, always from 954 area code though.

Just got called on my cell phone. Didn't answer because, even though this is the first time they hit my cell, I knew who it was - Heather with Account Services!

People, if you want to learn about the company behind this scam go to the web site heatherwithaccontservices.com where they are in the process of being exposed (company names, owners names, etc.). THIS is the information you need for reporting to the FCC, DNC your state's Attorneys General offices AND the Florida BBB and Florida Attorney's General office, because the company and its owner reside there. Reporting them using one of their fake business names (Account Services, Card Services, Consumer Services, etc.) or the spoofed numbers that show up on your Caller ID (they use different ones sometimes daily) will not result in action being taken, but if everyone reported the real company name (it's PHL International owned by American Debt Negotiators, both owned by a Ran David Barnea), then authorities have something real to act on.

Just go to the aforementioned website and you'll have what you need to know to help put a stop to these criminals.

Called about credit card consolidation - it was a recording with a choice of hitting 1 to speak with someone, or 2 - to not get any calls in the future. Call came in at 6:27 on 5/06/2008. Only happened once - but still violating the DNC rules / list.

After receiving these calls for months and each time hitting "2" to be discontinued from their phone calls, I always get calls again with the same message "this is about your credit card, there is not a problem, we can lower your interest rate", but a different phone number, this is OBVIOUSLY the work of scam artists because they want to acquire your personal info. The last two times they called, I got on the phone with the "agent" and asked them to PLEASE remove me, they hung up. Today I asked who the guy is "Antonio" and asked the company name, supposedly its "Consumer Card Services". I asked him nicely to please remove me, and of course the line went silent. I really hope someone investigates these fraudulent companies and throws each one of them in jail. This boiler room activity is getting ridiculous.

They called and a automatic machine picked up until I pressed# customer service came on. Never said what company they were from but said they were from an extended warrenty company for my car and asked me to get my insurance card out and give her the cars vin # when I said no and asked her what car was she looking for me to extend the warrenty on she hung up on me. When I called the number back that was on my caller Id it said the number was discounted just within 1min of the hang up.

I just received a call from the same number had a recorded message about lowering my interest rate on my credit card. The recording said they were card services, so I took the bait and pushed 1 got a live person who said they were going to help me lower my interest rate on my Visa and Mastercard account. I said what company are you from, they said card services. So I waited, he then said due to a recent increase in score on my Experien credit report I am going to be rewarded with a lower interest rate. I said who gave you permission to check my credit report, there was silence, I then said which credit card compnay are you calling from, he said your visa and MC, I said ok but what company? The phone went dead.

Someone at this number called twice in less than 5 minutes. Both times it range until it flipped over into voice mail. No message was left either time. If I don't recognize the name or number, I let the call flip over into voice mail. I've been cyber-stalked several times before, so I'm more than half-past wary. This call is a possible fraud, they offered to lower the interest rate on one of my credit cards, so I pressed the # to talk to someone then he asked me if I had my card at hand so I got it, but then he asked what bank was it on. I told him "you called me so you should know", he immediately hung up on me. And I am on the do not call list!

Caller ID displayed "Fort Lauderd FL". Message regarding an offer to lower my interest rate on my credit card account would expire shortly. This is my final notice. Press 1 to talk to operator. Press 3 to be placed on the do not call list. I have received calls like this in the past from other phone numbers displayed from Florida.

I now do two thing when receiving these calls:

1. Always press 1 to talk to a person. Speak in a real low voice to insure that I've got their undivided attention. Then when they stop their pitch to get an answer I speak real softly and then suddenly blow the loudest whistle that I have ever found right into the receiver and hang up.

2. Take all the information that I get and then I go to the FCC website (fcc.gov) file a complaint.

I encourage all to actively work to cream these scammers.

Dave , The FTC people dod NO GOOD at all ! They even tell you they will do nothing if you listen to the recording after you file a formasl complaint !!!! This do not call complaint bureau is a waste of everyones time ... Maybe the registry started out as a good thing and maybe it even works still but I am unsure of that after getting hundreds of calls for everything from home energy planning to credit card interest mrate stuff to still car warrentry stuff ! susposed to be calling because my warrentry is about to expire !
