The wholesalers take those numbers and provide them to their own customers who tend to be telemarketers. Digitcom has not placed any calls to your number; it does not do any telemarketing. Only the wholesaler’s customers are calling you and others.

Got a call from these subhuman scum on Mar-20-2010. Reported as a DNCL violation.
The person said they were from my credit card. He tried to elicit my credit card information by saying that my interest was going to go up if I didn't verify the information. I asked him what my balance was and he could not tell me, nor would he give me a call back #.

They hung up when the answering machine picked up the call. These people are obviously fraudulent, from the other indications left here and on other sites, but are very hard to catch.
So here's a question - since they're hiding from prosecution, is it legal to play something really loud into the phone mouthpiece like a whistle or tone so they get a headache for an extended period of time? I mean, what are they going to do, file a complaint like "We're running this insurance scam, and this guy gave me a headache?"

I just keep a loud whistle (like a referre uses) by my phone. When I get a scammer, they get the whistle. Long and LOUD! It works! (and I feel better too)

Received this call Thur March 25 at 12:17 PM. I am on the Do Not Call List. What is the Federal Trade Commission as well as the DO NOT CALL LIST doing besids both collecting FAT PAYCHECKS.
Reading the prior comments I realize how much at risk we are for scams and fraud.
Just canceled all but one credit card which has no interest for the next year.

Had I not been expecting a call from my credit card company about a big big purchase I had made, I would not have picked up the phone. I have credit protection, and if a purchase is over a pre-planned amount, they call me to be sure it is my charge. When I asked them which card company they represented, the cards they gave were not the card I had used. Apparently this caller is a Scam program. They declined to give any name, only that they were offering a better interest rate,
When asked if they ever consulted the DO NOT CALL list, and that this number was on said list, the male cut the conversation and the phone went dead.
I am convinced this is a SCAM and have no doubt they are ducking or changing their addresses to avoid law enforcement - SCUM BAGS they are.
This was a recorded message, stating that they wanted to lower my credit card rates. I was told to press 1 to connect with someone who could help me, or press 2 to be placed on their do not call list. I pressed to and a woman with an accent answered who argued with me, demanding to know why I didn't want to take advantage of their offer. When I told her my credit card interest rate was 5%, she hung up. I'm on the government do not call list, which really doesn't stop these cretins from calling. What I think I'll do next time is make up a name and phoney credit card numbers. I kind of like the thought of wasting their time.

Been getting calls from this number for a couple of weeks. They claim to have an offer to lower our interest rate. They do not identify which company they are from. It's probably a scam to get credit card numbers and steal money from the accounts.
It was an automated phone call and difficult to understand. I wanted to know what credit card they were talking about so I pressed 1. I asked the man on the other end what the company name was and he mumbled and told me they could lower my credit card rate so I asked what credit card were they talking about. He immediately hung up and I reached this scam.
This is one of those lovely companies trolling for people's credit card information by offering you lowered interest rates or extended auto warranties. Don't bite! The best thing to do (assuming you have Caller ID) is to ignore any call whose number you don't recognize, and see if the person who's calling leaves a message.
This company doesn't honor do not call list requests, so don't even bother. Trying to call them back is a waste of time, too. If you don't pick up any of their calls, they'll give up on you after a few days, then leave you alone for several months.

Call was about lowering interest rates on credit card, said to be representing Bank of America, Capitol One, Chase, etc
When I tried to get his company name he hung up. Call back only to get a recording. Took a bit for him to pick up,had a lot of background noise, clearly English was not his first language.
Received a call from this number, supposedly Credit Services. After dialing 1, and listening to the woman that represented the firm I told her she was very hard to understand and asked where she lived. She told me Orlando Florida. I then asked her exactly which credit card she represented. She went back into her spiel about how Credit Services could lower my interest rate on my Visa and MasterCard Card account. When I told her I was on the do not call list, she promptly disconnected.

Got a call from "Heather" at Cardholder Services. I pushed 2 to be removed from the list. Got a man with a very heavy Indian accent. I said I wanted to be removed from their list. He asked me how he could do that. I was like, how should I know? Just take me off your list. Then he asked me if I had a boyfriend. I said no, I have a husband (thinking he was going to ask me about his credit card rates). Then he asks me if I love my husband. I didn't like how personal that was, so I told him it was none of his business. Then he says, because if you do not love him, I can be there in one hour. I immediately demanded to speak with his manager and then he hung up.
I have never had such an offensive call from a telemarketer. I cannot believe how he spoke to me. I pushed *69 and found the phone number of what sounded like "Duck Inc" -I'm not exactly sure. But all that got me was a message telling me to push one to be removed from the list. I tried pushing other numbers to see if I could get a person, but doing so just ended the call.

Have I got some juicy bits of carnage to share with you! First off, the call is from a cell phone. Seems reasonable? BUT, I went to peoplefinders.com, spent $5 (youre welcome) and got some more personal info. As it turns out, whoever is using this cell number gave the scam-a-licious address of The San Bernardino,CA Public Library! Ive already contacted the director of the library, told him ALL about what was going on and to that he said "Oh, Ive got a police officer friend who can take care of that right now." The San Bernardino, CA Police Dept. has been notified and will undoubtedly catch the criminal(s) Suck on THAT 909-650-9121!
They say card services, help to lower your interest rate. They call quite often, I just hit the button number 1 to remove my cell phone number from their lists, hope it works. So annoying!

Same as everybody. Recorded message from "Heather" who sounded like your typical American icon recorded voice. Press 1 to speak to someone, press 2 to stop them from calling (yeah, like that works). I was feeling feisty today so I pressed 1 with both barrels loaded. The representative who answered had a thick third world accent. Played dumb when I told her we were on the no-call list, "Oh, we are joost offering you a lower eeenterest rate." I said we can do this the easy way or the hard way then asked "what is the name of your company." I think she hung up, but I stayed on the line. Several seconds later the call reconnected for a brief moment, but then went dead. I agree with those who feel this is a scam to get credit card numbers. Be careful and don't be afraid to yell at them. These are theives and they do understand English. Tell them they messed with the wrong person and you are going to call Interpol or a Federal law enforcement agency and I bet you never hear from them again.
Just received a call from these people, very rude stated it was my last chance to lower my interest rates on my Visa and Mastercard. Hung up on the guy once he asked me for my card number. Called me right back and read me the riot act for being rude TO HIM... Cannot locate them anywhere even though the number is a california number.
I was receiving these calls about six months ago but they stopped. Now they have resurfaced.
"Dial 1 to lower your rates", "Dial 2 to talk to a rep". Never mentioned a credit card by name.
"Dial one to lower your rates,, then confirm that your credit card has not expired"
Then a very foreign voice requires numbers from your visa account, "..just to be sure it is not expired"

Report these types of calls to your State Attorneys General Office, the Federal Trade Commission, and the Federal Communications Commission.

Got a call from this number today, 1/28/10. No one there when I answered the phone. Is this a scam?
No credit card company, bank, or any other financial institution will EVER call you in regards to your account. Nor will they ever ask you for any personal information, such as account number or social security number. I received a pre-recorded call from this shady group, and will now look into how to report them to a no-call violation bureau.
They've called several times in the past. This time I pressed '1' to speak to someone. They claimed that since I've been paying my credit card bills, they wanted to lower my interest rate to "reward" me. They wanted me to "confirm" my accounts by giving them the entire credit card number. I asked if "last four digits" would be sufficient. They said "No". I said that I was having trouble hearing them 'cause the line was bad (true) and asked fo a number that I could call them back on. Called, I did not answer. Hung up before machine picked up. Called number back. Got a recording, "Thank you for calling back. If you do not wish to participate in our offer please press 1 to be placed on our do not call list." I did..."Thank You" and that was it.
Caller ID said "Credit Services", and they claimed they wanted to lower my interest rate. They wanted "the last 12 digits" of my credit card and the expiration date. Very pushy guy. I hung up.
Called trying to lower our interest rate on our credit card. Wanted us to give them our credit card number. Are you kidding!?!? They even went so far as to get the "supervisor" to explain why it was essential that we give them our credit card number. Not that stupid but thanks.

It's a scam. You're just looking to get bum-raped if you actually entertain any unsolicited calls about a car warranty deal or expiration.
Follow-up of "Disconnected upon Inquiry". According to Telephone Management Caller ID's staff (the number is registered to one of their clients, typically marketing firms), the name of the company that owns this number is National Notification. They practice shady stuff, including refusing to identify themselves upon request. Not to mention running a car warranty scam! Please report them to the BBB, FTC, and FCC. I'm doing so now.
The same car warranty scam going on again. If it wasn't for the fact I was waiting for a non-local call I wouldn't have picked it up. Where the hell is the Federal Trade Commission about all these unsolicited spam calls?
